Title: Supervisor Veerkamp recommending the Board authorize the Chair to sign a proclamation supporting the Placerville Lions Club's EldoPOST project to Stop Human Trafficking through increasing community awareness and engagement.

Placerville Lions Club’s Proclaiming March 7, 2020 as EldoPOST Community Day of Action
WHEREAS, human trafficking, whether labor trafficking or sex trafficking, is both an international as well as a local issue, affecting men, women and children throughout the United States, California and in El Dorado County;
AND WHEREAS, California Civil Code section 52.6 mandates that certain categories of businesses post notices as specified regarding slavery and human trafficking;
AND WHEREAS, with the assistance of human trafficking survivors, a coalition of anti-trafficking organizations based in Sacramento County designed a poster that complies with the requirements of California Civil Code section 52.6 for most of the counties in California, including El Dorado County. The poster prominently displays the number for the National Human Trafficking Hotline, which is intended to be a lifeline for those who are or have been in trafficking situations as well as a resource for community members;
AND WHEREAS, Sacramento County based anti-trafficking organizations created a poster outreach campaign (now known as HotlinePOST) based on Civil Code section 52.6 and have been holding HotlinePOST community days of action in Sacramento County since 2014;
AND WHEREAS, in 2019 the Sacramento Metropolitan Lions Club joined non-profit organizations and residents to continue the HotlinePOST campaign in Sacramento. The campaign has since expanded to become a project sanctioned by Lions Club International’s District 4-C5, covering Sacramento, Yolo, El Dorado, Placer, Nevada and Sierra Counties;
AND WHEREAS, in 2019 Placerville Lions Club joined the Sacramento Metropolitan Lions Club to show its commitment to working on this issue locally; and WHEREAS, Placerville Lions Club is hosting an EldoPOST (El Dorado County Poster Outreach to Stop Trafficking) Day of Action on March 7, 2020 to train volunteers on human trafficking and the posting law so that they can visit local businesses later in the day to raise awareness of human trafficking and to encourage the posting of the Civil Code section 52.6 posters;
AND WHEREAS, the El Dorado County Board of Supervisors recognizes the importance of community education and awareness to address human trafficking in El Dorado County,
NOW, THEREFORE, BE IT PROCLAIMED that the Board of Supervisors of El Dorado County does hereby recognize March 7, 2020 as the first “EldoPOST Community Day of Action” and encourage all businesses to post the Civil Code section 52.6 human trafficking hotline posters.
