Starting Thursday 169 DMV will open for appointments, offering limited services

Sacramento – The California Department of Motor Vehicles on Thursday, June 11, will reopen its remaining field offices that were temporarily closed during the COVID-19 pandemic. With this phase of reopening, employees at 169 field offices will assist customers with current appointments at the specific office and limited transactions that require an in-person visit. Behind-the-wheel drive tests are not yet available, and the DMV continues to recommend that customers use its online services, expanded virtual services and other service channels to complete transactions, including eligible driver license and vehicle registration renewals.

“I continue to encourage Californians to use our online services, the Virtual Field Office, DMV Now kiosks and business partners whenever possible,” DMV Director Steve Gordon said. “Nearly all DMV tasks can be accomplished without an office visit. To keep wait times down and to maintain public health guidelines, I ask you to only visit a DMV office when absolutely necessary and to come prepared.”

Limited service: Employees will continue serving customers with existing appointments and Californians in need of selected transactions that can only be completed in a DMV field office, including:

  • Paying registration for a vehicle impounded because of registration-related issues
  • Reinstating a suspended or revoked driver license
  • Applying for a reduced-fee or no-fee identification card
  • Processing commercial driver license transactions
  • Applying for a disabled person parking placards (this can also be done by mail using the REG 195 form)
  • Adding an ambulance certificate or firefighter endorsement to a driver license
  • Verifying a transit training document to drive a transit bus
  • Processing DMV Express customers for REAL ID transactions, if time and space allow
  • Vehicle verifications

Offices will also offer additional services for commercial drivers, including vehicle inspections and basic control tests. The commercial offices will begin contacting previously scheduled applicants to reschedule the vehicle inspection and basic skills components. The DMV also will resume offering motorcycle drive tests.

Appointments: The DMV has already begun rescheduling appointments canceled during the temporary closure and notifying customers of the new date. Once the DMV has accommodated those customers, the DMV will begin offering a limited number of new appointments.

The DMV plans to resume offering all services to appointment and non-appointment customers in the coming weeks, as space allows. The DMV notes for its customers that the San Bernardino field office is closed until further notice for repairs.

Public health measures: Customers will notice numerous changes to safeguard the health of employees and customers. Employees are wearing face coverings and maintaining physical distancing and have access to disinfecting wipes, hand sanitizer, facial shields, gloves and soap and water. The DMV also is providing hand-washing stations for customer use in select locations. Customers are required to wear a face covering and remain 6 feet apart in line. Customers are offered a text message that will allow them to wait outside the building until notified they are ready to be served. Entry into the building is metered, and customers may experience extended wait times.

Behind-the-wheel drive tests: Behind-the-wheel tests are currently not available due to physical distancing concerns. The DMV plans to resume behind-the-wheel exams for both commercial and non-commercial drivers in the coming weeks. The DMV suspended the tests in March to comply with physical distancing guidelines. The DMV will reschedule canceled appointments for drive tests automatically when testing resumes.

Credit cards: The DMV has expanded credit card and digital wallet (Apple Pay, Google Pay, Samsung Pay) payment options to all offices statewide.

REAL ID:  The DMV has expanded its “DMV Express” option to all field offices, allowing customers to fill out the online application for REAL ID, upload documents at home and receive an expedited experience at a local DMV office. In response to the COVID-19 pandemic, the federal government extended the REAL ID enforcement date to October 1, 2021, a year later than previously announced, to give people more time to apply.

Dam Construction Status Update - Forebay Project

Construction has continued on the Forebay project during the COVID-19 pandemic, although completion and inspection sign offs have been delayed.

The District has received some questions from our residents about the reservoir level and when it will be filled. The dam will be filled and operated at the new high water level after the California Department of Water Resources - Division of Safety of Dams (DSOD) and the Federal Energy Regulatory Commission (FERC) have completed their final inspections and certifications. We expect to receive those approvals later this year.

We have also been asked about fishing and when the California Department of Fish and Wildlife (CDFW) will be restocking. District staff is coordinating with CDFW and hope that we will be able to restock before conditions become too hot. If conditions do not permit restocking, it will be rescheduled to later in the fall.

The reopening of the day-use facility and trails are on hold until the contractor demobilizes and we can ensure that pedestrian-only access areas are blocked to any vehicles. Work needs to be completed by construction crews before they can remove the temporary fencing.

The trail between the main day-use area and the fishing access day-use area has been realigned and park benches have been relocated to positions that will be close to the shoreline at the new high water level. The restrooms and parking area in the main day-use area have also been updated to meet current Americans with Disabilities Act (ADA) requirements for accessibility.

The District is looking forward to reopening Forebay for day-use as we know this an asset to our local community, not only for drinking water and hydropower generation, but for recreation. This project began as a mandated regulatory requirement to bring the 1923-era dam up to modern safety standards. In addition, the project improves the availability and reliability of water supply from Forebay, increasing from a half day emergency water supply to six days.

Blood in the Fairground's Organ Room on June 18th

Please join us on Thursday, June 18 from 12:30 – 5:30 p.m. for the Placerville Fairgrounds Community Blood Drive located at 100 Placerville Drive, Placerville, CA 95667. The blood drive will be held in the Organ Room. Enter the Fairgrounds from Placerville Drive and park near the Forni Building.

To comply with social distancing practices, walk-ins may be accommodated if space permits, but appointments are encouraged and we are asking all of our donors to please schedule an appointment -  Click here for an appointment

ATTENTION BLOOD DONORS. Vitalant requires all donors to wear face coverings.

Given limited supplies, Vitalant is unable to provide masks to every donor at this time. However, in order to donate blood, donors will be required to bring their own cloth-based face covering.

COVID-19 Antibody Testing

Starting June 1, your blood donation delivers DOUBLE the good when you help to save lives and learn your COVID-19 antibody status, which is especially important given the critical shortage of blood as hospitals have increased surgeries and other procedures.

As the pandemic has unfolded, and for those who fell ill with symptoms from COVID-19, but were not able to be tested, this new information could be useful to you as you move forward with work, school and daily activities. Antibody tests are used to tell if someone had a past infection with SARS-CoV-2, the coronavirus that causes COVID-19. This testing, however, does not indicate whether the antibodies neutralize the virus and protect against reinfection.

  • When you complete the questions and hit the Finish button you will receive a QR code. If you complete the questionnaire on your Smartphone take a screen shot of the QR code.  If you complete the questionnaire on your computer print the QR code and bring it with you to the blood drive

On Wednesday, June 17, El Dorado County Office of Education (EDCOE) Associate Superintendent of El Dorado County’s Special Education Local Planning Area (SELPA) and statewide Charter SELPA, David M. Toston, was appointed as the Chair of the California Advisory Commission on Special Education (ACSE). ACSE is an advisory body that provides recommendations and advice to the California State Board of Education, the State Superintendent of Public Instruction, the Legislature, and the Governor in new or continuing areas of research, program development, and evaluation in California special education. 

Gina Plate, Vice President, Regulatory Affairs and Special Education and former Chair of ACSE, stated, “David has demonstrated that he is a champion for the rights of all students, including students with disabilities. Additionally, David brings a personal lens to the current discussions of social equity and justice and will lead this Commission with the intention and urgency that we need in this moment.”  

Mr. Toston, originally from Compton, California, is the first African American to hold the Chair’s role for the Commission. “I am humbled and honored to transition into this role at this moment in time. I look forward to supporting our State leaders as we work to address systemic inequalities within education.” He has been a county level administrator for 15 years in California and Washington State. He previously served as the Vice-Chair for ACSE and the Chair for the Coalition for Adequate Funding in Special Education.   

County Superintendent Dr. Ed Manansala expressed, “We are in an unprecedented time in education, and Mr. Toston is an exceptional individual to be leading the Commission at this moment. Mr. Toston is an authentic leader who embodies a deep commitment to equity and the needs of all students. He will bring great value to El Dorado County and statewide, through enhancing and transforming critical systems that impact 6.2 million students in California.”

PC Monument Erasure – Triumph of Intimidation & Violence

    Back in 2017 I wrote commentary explaining that since the days of the Egyptian Pharaohs, totalitarian regimes have used the chiseling away of historical monuments, like the burning of books, to re-write history for the purpose of controlling public thought and warned that the movement to erase Confederate monuments would eventually target our Gold Rush era and other pioneer monuments.  In the weeks since the openly Marxist organizations Antifa and Black Lives Matter seized the public policy debate initiative through rioting, violent clashes with police, and other tactics of intimidation numerous historical monuments have been vandalized or removed all across America. So far this month, Sutter Health has taken down the Company namesake’s statue of Gold Rush pioneer John Sutter, and our Democrat dominated State Legislature announced it would be removing the famous marble statue of Christopher Columbus and Queen Isabella of Spain from the Capitol Rotunda where it has been on display since 1883.  Simultaneously, the Berkeley Unified School District has voted to rename schools previously named in honor of Founding Fathers George Washington, our first president, and Thomas Jefferson, our third president and inspiration for the founding of the Democrat Party with yet to be named fellow travelers.

    Right before our very eyes members of the increasingly violent movement to progressively transform our country into what they believe will be a more just society based upon the economic theories of Karl Marx, are seeking to convince Americans that our current political and economic system is deeply flawed and must be rebuilt into their vision of a socialist workers paradise. Using historical erasure and revision, our Progressive neighbors are trying to convince us that racism is the root cause of all social and economic problems in America and only restricting speech and thought can eliminate it –that is, do not question our Marxist group thought or risk being labeled a racist and suffer our mob wrath if you do not.

    Back in 2017 I raised the question that since erased Gold Rush Pioneer and other historical monuments will be permanently lost to all future generations, should we not be civilly debating the public policy question - do later generations have the moral right to limit monuments to what is popular during their time on earth?  Unfortunately today’s policy makers are skipping public debate and allowing the intimidation of a violent minority to prevail. Today we have little time left to save our historical monuments from the current Progressive Correct mob rampage.  This dilemma causes us to raise an unpleasant new question, - does this mean that the law abiding majority among us are doomed to lose our history and heritage?... or will America’s silent majority push back to rescue our history and heritage?

Today, June 24, 2020, the Hangman and noose are up again, hanging on the same privately owned building on Main Street in Placerville. Last night the City Council listened to residents and other concerned citizens through letters read and calls in their Zoom meeting. They listened respectfully, as most shared their concerns about nooses and effigies, symbols of racism, hate, violence and oppression, hanging over a public sidewalk on a public Main Street of our city. The majority of speakers and letter writers expressed sadness, anger, shock, dismay, disbelief, distress. From my letter read at last night’s meeting: “This is the time for our city to remove signs of oppression, racism and violence, to show we respect all people, IBPOC, Indigenous, Black, and People of Color and consider what we are teaching when we use these oppressive symbols for perceived commercial or social benefit.” What about the effects on children who see this anytime they walk on Main St.? Do they have a right to a safe environment free from threat or harm?

Is this how cases find their way to the Higher Courts? Why can a private owner display these threatening objects, noose and rope and effigy on a public street? The city may remove nooses from city property, but this building is private property. So it looks like they are not acting on removal of the Hangman. I would like to be wrong.

"I am a progressive and a social studies teacher. Within the context of the history of THIS town (as opposed to the South, where lynchings of African-Americans was a horrific scourge in our nations history) I don’t think the hangman is a sign or racism or oppression. The name “Hangtown” came from a large oak tree on what is now “Main Street” on which thieves especially were hanged. So I think people need to stop thinking in black and white terms and put things in context. Leave it up! It’s history, and it doesn’t contribute to a system of oppression in my view. This is so much different than confederate monuments, which deliberately honor an era and an ideology of slavery and extreme oppression... Perhaps you’re right, it should go in a museum. But this town/region clearly has a lot of historical importance and strives to maintain a certain gold rush era look. As a historian I have to say these kinds monuments and unique charms are precious! I am very progressive- I have a degree in community studies from UC Santa Cruz, I am gay, I am A hippie. But It’s not much different than being able to see the old jailhouse in Coloma. Or see a monument to James Marshall. Yes we have a history of oppressing all kind of people in the region- the Chinese, Native Americans and Latinos especially. But the noose, in this geographical region, is not a symbol tied to the KKK, or other relevant forms of oppression."

"... it’s on private property and isn’t against the law. You will have to have the existing law changed to have the hangman removed. As the law is now, anyone can place a noose on their own property (or someone else’s property if they have permission). The only way to get it removed is by changing the law. Talk to your representatives."

Just people and nice kids to make friends with. Our history bring in many tourist dollars. I see people all the time taking photos and marveling at George. Not screaming or moaning or trying to take him down. No complaints have I ever heard. Except now. And most likely from people who moved here from other areas. Well they could have researched. And if disagreeable to them, moved somewhere else.

Its unfair to come into an established place and say everything about it is offensive let's remove it or change it. My opinion as a life long citizen of the area.

I spent five years in the foster system three of which was in East Palo Alto with black foster parents where I and one other white kid or (white pattie) were exposed to the worst elements of hatred in a racist community daily.
I’d say I have a broader perspective than most all of you who sympathize with the false narrative.
If anyone has reason to be narrow minded and look through a isolated lens of hatred, circumstance and injustice I’d say I qualify.
But I choose not to,my view is more inclusive of facts and the bigger picture so I don’t hold all accountable for what one people were like and I don’t judge a fraction of what some minority situation presents as all inclusive thus overstepping my grievances.
Time for people to grow up and employ more critical thinking skills and less imagination

Have mercy I feel like we are going back through the 60s again when tourists called the governor because a reenactment of an arrest leading to a hanging during Wagon Train Days was thought to be the real thing (yup we got dumb tourists then too) and they had to be calmed down and explained the history of the goldrush and criminals (not POC) were dealt a swift and harsh justice and yet it's said history repeats itself and it does knock down all the images that represent history good bad and indifferent instead of learning from them and you are doomed to repeat the history.
I am from Hangtown (actually Pollock.Pines) and as an innocent child I was not traumatized by this I was more traumatized by the riots going in in Oakland and Berkeley and across the nation that appeared on the news every single day....I have shared this image with folks from around the globe and not one was offended (trust me my global group of friends especially in the Caribbean and South Africa would let me know if they were offended) and all have been curious about the name and laughed about various anecdotes around the image and the dummy but not one was offended .... I however am.offended by people who look for things to be offended by a symbol is only a symbol IF YOU attach a meaning to it that's the only way it gains power is if you let it...man lots of whackadoodles looking for excuses to be offended maybe it's because they have no self belief they have to get validation from outside themselves...leave the dummy alone people move on with your lives and get over your self

Lots of us grew up with George, never offended or traumatized because we knew our history. We knew how hard life was for the early settlers, and we understood what it took to live in the Wild West. Never ever associated him with anything other than an example of how lawlessness was dealt with in the gold mining camps and towns. You wipe away that history and tourist will go elsewhere which will hurt local businesses. My family has been here since the 1850’s and one of them was an early local constable officer. We need to rally around the flag or in this case our buddy George in numbers physically and March up to the were the city council meets and let them know that we won't stand for it anymore! And remind them that their jobs are one the line. This facebook page is great to rally the troops but to the local governments dont mean to much to them. We need to physically clutch our own Pearl's sort of speak and protest ourselves. (I hate protesters, I cant believe I'm advocating people to protest. Lol!) Sitting here and complaining isn't going to.get it done. Though we moved away in the mid 70s, Placerville is and always be my hometown. It is and always be a big part of me.

If you moved up here from outta town and are crying about what we locals are very passionate about. Our history, maybe you should have thought about that before you moved in. I’m one of the “children” mentioned in Ms. Lipshin’s post. I have walked Placerville’s Main Street since 1953, and I have never been offended by the “hangman” at the Hangman’s Tree!! I often stopped at P & M Market on the corner for penny candy! The “hangman” didn’t ruin my psyche, as you infer in your post! I’m not an ax murderer, I haven’t pillaged or raped!! I’m a history-loving citizen of Placerville and was taught and understand the story behind this familiar symbol!
Leave the “hangman” or “George”, whichever, alone!!

What kind of parent are you if you don’t use issues like these to educate your children? Lazy, not interested in local history, uncommunicative? Funny that most of us who grew up with George may not be or may be racist but those who are I can almost certainly say the noose and George have nothing to do with it. I’m so scared, I had a black child back in the early 70’s. Really learn the difference between true offensive imagery and history.

Illegal Cannabis Enforcement

On May 10th, 2020, The El Dorado County Sheriff’s Office began enforcement on illegal marijuana grows in El Dorado County. This follows after the May 5th, 2020, County Ordinance no. 5122- Personal Cultivation of Cannabis, was passed by the El Dorado County Board of Supervisors. The ordinance is consistent with the regulations set forth by the State of California on the cultivation of cannabis.

Since the start of the enforcement on illegal marijuana grows, the El Dorado County Sheriff’s Office has served more than one hundred criminal search warrants which have resulted in the eradication of more than 126 thousand illegal marijuana plants.  The ordinance is clear regarding the number of marijuana plants per residence as 6, the search warrants that we have executed have been on illegal marijuana grows much larger than this, many consisting of thousands of marijuana plants.

We have recently seen complaints on social media regarding the Sheriff’s Office destroying property, including safes and green houses. If the contents inside of a safe are part of the search warrant, it will be searched. Safes have only been broken into when the owner refuses to provide the combination, flees the area and/or a locksmith is unavailable or unable to open the safe.  It is also common practice and for health and safety measures that “hoop houses” are dismantled due to health concerns and heat prior to the personnel beginning the eradication process.

Commentary - Local Law Enforcement Takes Gang Mentality and Ransacks El Dorado County Properties

June 29, 2020 - Placerville, CA - On Friday, May 22nd, and again during the week of June 25th, a task force made up of El Dorado County Sheriff's deputies, local Code Enforcement officers, and regional narcotics officers raided a series of properties in the Volcanoville, Fairplay, Somerset, Grizzly Flat and the Happy Valley area of El Dorado County. At several properties, they caused extensive property damage such as destroying greenhouses, ransacking houses, breaking windows, and destroying safes. The anti-cannabis raids that have been ongoing for the last month and a half took on a destructive turn Friday, May 22nd, and again the week of June 25th when raiders not finding any cannabis plants ransacked and damaged the inside of a house, destroying safes in hopes of taking cash. Raiding a property they jumped the neighboring fence and eradicated a mother's legal medical garden. Her son has seizures.

“This vigilante mentality must be stopped immediately. If the home intrusion is not a violation of justice enough then how long before someone puts up resistance and is killed,” says Rod Miller Executive Director of the El Dorado County Growers Alliance. “Our law enforcement has lost its moral compass in search of revenge,” says Miller.

El Dorado County voted by 60% in favor of issuing commercial cannabis licenses in November 2018. As of May 2020, the County has not issued a single commercial cannabis license. Sheriff D’Agostini recently said he was going to lead a posse of Sheriff’s to rip out every mature cannabis plant in the county. He has blamed the death of Deputy Ishmael on the cannabis industry in El Dorado County, but by his own admission, the site of the shooting was at a “Mexican” cartel grow.

“The Sheriff does not accept that the commercial cannabis prohibition that he promotes is in fact the cause of crime,” says Miller. “How many El Dorado County wineries had murders?”

“Where is the cash that the Sheriff is taking from properties going,” asks Miller. “The Sheriff and the County are spending upwards of $2 million on enforcement. They are identifying grows and homeless camps with satellite pictures from Planet Lab. Yet they are spending very little money to help growers navigate the large set of regulations for entering the legal commercial cannabis cultivation market. There is a fundamental freedom, fairness and justice problem with this inequity.”
