Chili Bar Park Virtual Meeting on Jan 27

Coloma State Park Pioneer Cemetery Vandalized

[Weekly Digest of California State Parks]

Vandalism is a constant problem that plagues historic cemeteries. The two fallen headstones in Coloma’s Pioneer Cemetery belong to Henry Mahler Sr. and his daughter, Matilda. The Mahlers were a prominent family in Coloma and El Dorado County for more than half a century, from the early days of the California Gold Rush to the turn of the 20th century, culminating with the election of Henry Mahler Jr. to the State Senate in the 1880s. These toppled headstones mark two of approximately 500 burials in Coloma’s Pioneer Cemetery that memorialize the lives of those who traveled here beginning in 1848 from all over the country and the world in search of gold and a better life.

Gold Fields District, with the support of the State Parks cultural resources program, took drastic measures in the early 2000s to restore the cemetery and prepare for future vandalism. During the course of the project, damaged grave plots were rehabilitated and many broken headstones were restored and placed within a sandy soil matrix. When kicked or pushed, these stones often crack or separate from their base; however, the addition of the sandy mixture provides some flexibility, enabling them to fall without breaking. This sandy base likely saved these most recently vandalized headstones, allowing the two marble headstones to tip on their concrete bases without breaking.

The two vandalized headstones have now been uprighted and reset. Over the past few weeks, district cultural staff worked with the maintenance team at Marshall Gold Discovery SHP to devise a plan to reset the headstones that followed guidelines prepared by the National Trust for Historic Preservation.

EDC COVID-19 Vaccine Roll-Out Hits Education and Childcare

Over 3,000 doses of COVID-19 vaccine scheduled to arrive this week as Educators and child care providers are scheduled to start getting shots.

Pfizer brand vaccine (1,950 to arrive week of Jan. 18th)

Moderna brand vaccine (1,300 to arrive week of Jan. 18th)

The shot are scheduled in eight (8) population/employment segments. Four "Phases" that are divided into subdivisions.  The schedule of vaccinations started in mid-January and will continue through the Summer.

We are currently entering the First "Tier 1" of the "Phase 2B" point in the schedule.

"Tier 1, Phase 2B" includes people involved in: "Education Sector, Childcare, Emergency Services, Food & Agriculture."

The distribution scheduled is based on "Availability" of vaccine that is distributed by the State as they determine is best.  There have been reports of both surpluses some places and shortages in some other places.  These reports are Unconfirmed.  The distribution schedule will be updated if schedule changes are made.

 -- Register to Receive a Vaccine Alert -- Closed to new sign-ups as of 1/13/21 due to reaching max capacity.  

The county website reads:

"Due to an overwhelming response by the public to be notified of the availability of a surplus vaccine administered via our Public Health offices, there are currently more sign-ups than we have allocated vaccines and therefore have closed this option. Please watch this page for more information as the vaccination process evolves rapidly due to State changes. "

Care Solace selected by EDUHSD for Mental Healthcare Services

El Dorado, CA - Care Solace, an organization determined to calm the chaos of mental healthcare coordination, has been selected by the El Dorado Union High School District (EDUHSD) to support behavioral and mental healthcare referrals for its approximate 7,200 students, families and staff members. Care Solace equips school districts with a web-based tool that makes it easier for students, families and staff to connect with mental healthcare resources and providers in their communities.

According to Child Trends, quick and easy access to evidence-based intervention offers the best opportunity to reduce the burden of economic and health costs associated with mental health disorders. Care Solace’s care navigation system uses proprietary technology and the largest database of behavioral and mental healthcare resources in California to find carefully vetted local therapists and programs in minutes.

Families of EDUHSD will also have access to an around-the-clock Care Concierge team, where experts guide families through processes related to insurance, provider availability, wait times and scheduling.

“Creating a healthy environment for learning in the 2020-21 school year has arguably never been more challenging for staff and families,” said Chad Castruita, founder of Care Solace. “We are proud to support the El Dorado Union High School District in prioritizing the wellbeing of its school community by providing timely access into mental healthcare services.”

KILEY Writes Biden about California Conditions

Dear President Biden, 

Congratulations on your inauguration. In your Inaugural Address, you called -the truth" one of the "common objects we love that define us as Americans." You added, "There is truth and there are lies." In the spirit of your remarks, I am writing to correct several inaccuracies in a January 19 letter sent to you by the Governor of my State, Gavin Newsom. 

Page 1, paragraph 1: Governor Newsom states California is "a model for what's possible." 

In fact, California's own residents sec it as a model that has failed: 

• California just had its slowest population growth in a century, losing a net 135,600 people to other states. Mark Baldassare with the nonpartisan Public Policy Institute called the numbers "really startling" and a "wake-up call" for policymakers, saying "this isn't the Golden State of the past" where people came from all over "to find their way to the California dream."' 

• A study this month by U-Haul ranked California "last by a wide margin" out of the 50 states in terms of migration growth.`' 

• A recent survey showed 53 percent of Californians were thinking of leaving the state.

• In a poll last month, 63 percent of respondents said the American Dream is dead here: that kids growing up in California today will be worse off than their parents.

• The highest poverty rate.

• The largest homeless population, with up to half the nation's unsheltered homeless.' 

• The second worst education for poor students, ahead of only Alaska.

One of the most exciting and innovative forest products today is nanocellulose, a product that is as strong as steel but five times lighter. Here at the Forest Products Laboratory (FPL), we produce nanocellulose and work with many partners to study potential commercial applications for this wonder material that brings wood to industries that perhaps have not incorporated it before.

The Forest Service recently produced a video that explains what nanocellulose is, how it’s produced, and what it can be made into. It might seem hard to believe that wood can be used to make ballistic glass, synthetic armor, replacement tendons (yes, in people!), or coatings that keep food fresh longer. But it’s all within reach, thanks to nanocellulose research…just watch and learn!

Commentary - Capitol Attack Is A Calling To Support The Rule Of Law And Defend Our Country

The violent mob that entered the U.S. Capitol building represents an attack on our most venerable and cherished institutions.

The FBI has expressed concern about significant threats to the nation’s and state capitals around the country relating to this week’s inauguration. The violence we witnessed by mobs, now and earlier this year, and the extremist threats regarding the transfer of power in our country, should be a calling to all of us. 

It is a calling to fortify against this attack on the rule of law. A calling for all of us to remember what it is we love about this great country.  And, ultimately, a calling to come together as a nation to support and defend the Constitution of the United States against all enemies, foreign and domestic.  

On Jan. 27, 1838, a 28-year-old Abraham Lincoln gave a speech describing America’s greatest danger:  the “mobcratic spirit.”  This speech is known as the Lyceum Address, given at a time when our young country was facing great internal strife and debate about our collective path forward as a nation.  

In words that ring far too familiar today, he said, “I hope I am over wary; but … there is, even now, something of ill-omen amongst us. I mean the increasing disregard for law which pervades the country; the growing disposition to substitute the wild and furious passions in lieu of the sober judgement of courts; and the worse than savage mobs, for the executive ministers of justice.”  

He warned that “if the laws be continually despised and disregarded, if their rights to be secure in their persons and property are held by no better tenure then the caprice of the mob” then this government cannot last.

I have spent my 30-year career in law enforcement, as a deputy district attorney, a deputy attorney general, and since 2006 as the elected district attorney of El Dorado County.  It saddens me to see the rule of law grow weaker each day.

As a member of law enforcement, a veteran, a grandfather, father, husband and as an American, I strongly condemn the attack on the U.S. Capitol, as well as the threats surrounding the inauguration. As president of the California District Attorneys Association, I call on all of us in law enforcement and, frankly, to all citizens, to support the rule of law and assist law enforcement in maintaining order, supporting the constitutional right to peaceful protests and seeking ways to reduce the disregard for law that seems to pervade our country.

Author and journalist Malcolm Gladwell said, “The first person who throws the rock is a lot more radical than the hundredth person. By the time the riot has attracted a hundred people, you don’t have to be nearly as much a daredevil or a hothead or committed to any of those things to want to engage in a riot.” 

It seems throwing that rock has become more and more common, and thus easier and easier. We see it on social media chat pages, in the media and even amongst lifelong friends. The anger is rising, the passion is intensifying, the rock throwing has become harder and more dangerous.

As the inauguration approaches, we are hearing that some on both ends of the political spectrum plan protests and perhaps riots. To what end? President Lincoln ended the Lyceum Address: “There is no grievance that is fit object of redress by mob law.” I could not agree more.

As I write, men and women in law enforcement and the U.S. military are mobilizing to deter and prevent violence in our nation’s and state capitals.  They do this even while in the middle of the worst days of the COVID-19 pandemic.  They do this, for most of them, without yet having received a vaccine. They do it, even when they may disagree with the institutions of power in a state like California that put criminals in prison ahead of them in line for vaccinations, not to mention the sick and elderly.  

They put themselves in harm’s way, once again, to help defend our way of life and to push back against the mob.  We owe it to these men and women who stand up on the front line to push back against the mob mentality wherever we see it, to not lose faith in our political processes even when we may not agree with our elected representatives, and to encourage everyone to work within our system of government to achieve our desired ends, and not seek to tear down that system.  

To do otherwise, we collectively risk resembling the “crazy” shirtless man who invaded the capital.

$50,000 Cash Hiest from El Dorado Hills Solved with DNA match

[El Dorado County Sheriff's Office, 1-21-21]

Last year a burglary occurred at a residence in El Dorado Hills. A wall safe was removed and approximately $50,000 in cash was stolen.  

The El Dorado County Sheriff’s Office Crime Scene Investigation team collected potential DNA samples from evidence that was left at the scene. 

Approximately one year later, the DNA test results came back with a direct match to a male subject residing in the Roseville area. 

Detectives completed and obtained an arrest warrant and the suspect was taken into custody along with a female subject who is believed to be an accomplice in the crime. 

Further investigation is being performed in an attempt recover the stolen money.  

It’s important to remember that sometimes cases are not solved overnight, and the small things will lead to suspect identification over time.

EDSO Bald Eagle Monument

Today, El Dorado County Sheriff John D’Agostini spoke at the unveiling of the Bald Eagle Monument at The Sheriff’s Office facility in Placerville.  Sheriff D’Agostini explained the 10-year history and inspiration behind the Bald Eagle sculpture, which was created by artist Georg Schmerholz. Sheriff D’Agostini and his wife Janine were inspired by Georg’s work and upon seeing one of Georg’s Eagle sculptures Sheriff D’Agostini knew a Bald Eagle sculpture had a “Perfect Significance”.  Sheriff D’Agostini worked with Georg to, “Come up with a long lasting, significant monument to the agency, the employees of the El Dorado County Sheriff’s Office and the Community we serve”.

Sheriff D’Agostini believed the El Dorado County taxpayers should not be responsible to pay for the sculpture and that it should be paid for with private donations.  Bill Roby at The El Dorado Community Foundation agreed to manage the funds for the fundraising effort.  These efforts were blessed with generous and benevolent donations from individuals, families, businesses, and various other groups.  

Once the project was officially started Georg began his work of creating 3D renderings and later casting bronze and welding it to a stainless-steel frame. Once the welds were ground and sculpted, patina was applied to create the finished product.  The process to create this magnificent sculpture took two years to complete.  Sheriff D’Agostini referred to the completion of this immense project and today’s event as the “Crowning Glory”. 

Sheriff D’Agostini spoke of what the Bald Eagle has represented historically.  He used words such as strength, integrity, rugged individualism, unity, and that the Bald Eagle is a symbol of our great nation.  To Sheriff D’Agostini the Bald Eagle Monument represents many things not only in our nation, but here in our El Dorado County community. 

Sheriff D’Agostini said,

The outstretched wings symbolize protection for our agency, our employees, our families and our community.

 

The all-seeing eyes symbolize that we are always being watched, always being held to a higher standard and to conduct ourselves accordingly and also that we are always watching over our community, doing everything in our power to keep it safe.

 

And the claws, swift judgement for those who would seek to harm anyone in our community and also, to daily remind our own, never to cross the line or violate our vision or oath”.

Sheriff D’Agostini hopes others see the same things he sees and believe in the same things this eagle represents.  

Sheriff D’Agostini thanked the generous donors and the citizens for their presence today and he closed by stating

“…We dedicate this monument to the men and women of the El Dorado County Sheriff’s Office, our families and the citizens of El Dorado County”.

SOUTH LAKE TAHOE, Calif. - There are some promising signs that the COVID-19 surge is over in El Dorado County. If current data continues in the direction it has been headed, El Dorado County is likely near the peak of the post holidays COVID-19 surge.

The surge of cases and hospitalizations began two weeks after Halloween, then continued through the Thanksgiving, Christmas and New Years holidays.

The El Dorado County Public Health Director Dr. Nancy Williams says we won't reliably know until another week or two has passed if the surge has hit its peak.

Youth Commission PhotoVoice Project

The El Dorado County Youth Commission collaborated with the Health and Human Services Agency’s Tobacco Use Prevention Program to create a photovoice project focused on increasing awareness regarding predatory retail marketing and unhealthy advertising to kids. The photovoice project was implemented to demonstrate the problem of unhealthy advertising in the retail environment through a youth visual lens.

Project staff chose to use the curriculum provided in Counter Tobacco’s Focus on Big Tobacco Toolkit. The photovoice technique was selected to expose the marketing strategies used by the tobacco, alcohol and food industries and, by involving youth in the documentation process, to educate communities about the risk of unhealthy marketing.

The photovoice project offered an opportunity to collaborate with El Dorado County Alcohol and Drug Prevention Programs as they are advocates for health and also support enactment of health-promoting policy interventions. Together, project staff determined that this activity was best suited for El Dorado County’s Youth Commission. Project staff discussed the possibilities of a photovoice project with the Youth Commission advisor early in year two of the scope of work period.

Youth Commission participants learned about tobacco and alcohol marketing and how it impacts behavior and health; how to document through the photovoice method; take part in group discussions and activities; identify and discuss themes that emerge from their photos; and identify actions they can take as a group to use their photography to educate the public and work toward policy change.

The photovoice is narrated by a Youth Commission participant and was translated with Spanish captions. The photovoice project was finalized in January 2020 and will be showcased throughout El Dorado County along with the Healthy Stores for a Healthy Community retail store observation data results. Arrest of Union Mine Teacher for Child Pornography - Video

On Wednesday January 13, 2021, the El Dorado County Sheriff’s Office was contacted by the staff of Union Mine High School regarding criminal activity with one of their staff.  It was found that a teacher, Ryan Pullen, was in possession of a video depicting students in various stages of undress.  An investigation began immediately with EDSO Student Resource Officers (SRO’s) and Detectives, which culminated in the arrest of Ryan during a search warrant on Thursday, January 14, 2021. Ryan has been booked into the El Dorado County Jail for Possession of Child Pornography, Eavesdropping, and Child Endangerment.  

EDSO Detectives are reviewing the video to identify the victims and they will contact them individually. This is still an active investigation as we process evidence from the search warrant. We want to thank Union Mine High School and the El Dorado Union High School District for their diligence and assistance with this investigation.

Sacramento County GOP calls to remove member affiliated with Proud Boys

SACRAMENTO, Calif. —
The Sacramento County Republican Party wants to remove one of its recently elected members who is also affiliated with the Proud Boys. That member is planning to make his case to stay onboard.

In a statement sent to KCRA 3, the party has unanimously called for the resignation of Jeffrey Perrine, who was elected to the group's central committee after a January meeting.

GOP Chair Betsy Graves Mahan told KCRA 3 the party's call to remove Perrine is because of his "expressed desire to maintain his membership in an organization whose views and actions are inconsistent with the values of the Republican Party."

The Proud Boys is a far-right group that had previously rallied behind President Trump after he made many false claims about the November election. Several members were charged after the deadly U.S. Capitol riot on Jan. 6. The Anti-Defamation League has cited their ideology as misogynistic, Islamophobic, transphobic and anti-immigration.

For Perrine's race, he was able to take office without appearing on the March 2020 ballot because the number of candidates and seats available to run for was the same. However, he was not sworn in because he did not attend a central committee meeting earlier this month.

Mahan said Perrine plans to explain why he should stay in office at a meeting next month. In that same meeting, the executive committee is set to present a resolution to denounce all groups that call for hate and violence.

"We call on all political parties to join us," Mahan said in a statement.

Local Educators Ahead of Most in Getting Vaccinated

El Dorado County, with a total population of 193,000 people and 3,500 school employees, is further ahead than many in the state. 

School staff in the county began receiving their first doses of the vaccine last week. 

While it will likely take until mid-February to vaccinate all school employees who want it, county Superintendent of Schools Ed Manansala is optimistic.

“The sense of hope and promise in El Dorado County, it shifted this week,” he said. “When you start seeing people having access to vaccinations within our sector — the education sector — this is good news.”

An unpredictable vaccine supply and lack of statewide coordination has school districts across California struggling to figure out how to vaccinate their teachers and other school staff — and equally importantly, when.

After health care workers and staff at long-term care facilities, teachers and other school employees are included in the next phase (Phase 1B) of the state’s vaccine rollout.
