Webinar Topic: Addressing the Opioid and Overdose Crises in El Dorado County.
Mar 24, 2021, 10:00 AM
The El Dorado County Opioid Coalition is hosting a free virtual summit, Addressing the Opioid and Overdose Crises in El Dorado County. The opioid epidemic has been called the worst drug crisis to hit the U.S., with 2020 having the highest overdose deaths on record. Every year, tens of thousands of Americans die from opioid and other drug overdoses, devastating families and communities.
EDCOC is working collectively with local and national experts to discuss current and future solutions to address the opioid crisis. The goal is to increase awareness about services available within El Dorado County. There will be several local presenters from Barton Health, Marshall Medical Center, Shingle Springs Health and Wellness Center, the El Dorado Community Health Center and El Dorado County Public Health. The focus will be on California Bridge programs, the expanding role of harm reduction, the status on COVID-19, polysubstance use and abuse and medication-assisted treatment programs.
The keynote speaker is Dr. Corey Waller, a board-certified practicing emergency medicine and pain addiction medicine specialist. Waller is a nationally recognized expert in substance use disorder and the editor-in-chief of the American Society of Addiction Medicine Criteria, a set of guidelines on how to treat patients with addiction conditions. His speaking topics will include substance use disorder treatment for people who are incarcerated with the criminal justice system, substance use disorder comorbidities and overdose prevention.
For more information or questions regarding the opioid summit contact Chris Weston, project director, at cweston@comcast.net or Kirsten Rogers, project manager, at rogers_kirsten@comcast.net.

The Placerville Speedway is proud to welcome back ADCO Driveline and Custom Exhaust as official fast time sponsor of the Winged 360 Sprint Car division for the upcoming 2021 season.
The Winged 360 Sprint Car fast qualifier will go home with $100 cash at all 15 weekly events. ADCO Driveline and Custom Exhaust owner Ken Short has been around the track for virtually his whole life and is a sponsor of numerous cars that compete at the facility, in addition to being on the pit crew for Placerville Speedway regular CJ Humphreys. ADCO Driveline and Custom Exhaust has also been fast time sponsor with the Sprint Car Challenge Tour since it started in 2017.
“We’re definitely excited to help out once again at Placerville Speedway and are happy to sponsor fast time for the ninth year in a row,” Short commented. “I pretty much grew up at the track and we sponsor a lot of the cars that compete out there, so it’s really a natural fit for our company. It will be great to see fans welcomed back this season because we missed seeing people in those stands. What Scott and Kami have done with the facility, the payouts and the track has been pretty special. We are all looking forward to a great season.”
ADCO Driveline has been building and repairing drivelines for over 40 years. Founded in 1974, it was purchased in 1980 by Rich Lyman. Ken Short managed the shop for several years before purchasing it with his wife, Theresa, in 2007. Ken, a Ponderosa High School graduate, was born and raised in Placerville. He spent 11 years at Midas, managing for 8 of those years repairing and servicing brakes, exhaust and suspension. He then worked for SPD in Rancho Cordova, where he ran their tube bending operation and participated in exhaust design.
Ken brought these skills to ADCO Driveline, where he saw an opportunity to fulfill his dreams of owning and operating his own shop. For more information visit http://www.adcodriveline.com/

Had a great visit with the amazing team at New Morning. What incredible work they do in our community for kids in desperate need of support and love.
I am in awe of their ability to pivot during the demands of this last year and to stay relevant to meet the ever-changing needs of the kids in our community.
The mission of New Morning Youth & Family Services is to provide quality professional social services to enhance the lives of Western Slope El Dorado County youth and their families.
Hello to our Placerville Citizens! What a great time to live in Placerville. Hopefully spring is bringing more than just good weather along with much needed rain, however the weather the last few weeks has been great! We continue to see improvement in our Covid-19 cases and moving to the Red Tier on the State’s guidelines is a step in the right direction. We continue to improve and hopefully soon can be back to some sense of normalcy.
One exciting project to bring to your attention is the proposal by our Placerville Economic Advisory Committee (PEAC) for exploring a program to bring better and more affordable internet service to our City. This means everyone who is interested can have faster, more reliable and more affordable internet service than what is currently available. We need to hear from you to see if this is something you would like. Please go to “ connectplacerville.com ” to get further information and to complete the survey.
The program, as currently planned, would bring Fiber service to everyone in the City who wants it. One statistic that stood out to me in this process was the difference in speed between wireless and Fiber. Please see the following outlining those differences:
DSL max speed: 100 Mbps
Coax (Cable) max speed: 950 Mbps
5G Wireless max speed: 2,000 Mbps
Fiber max speed (today): 25,000,000 Mbps
As you can see, Fiber offers many new opportunities, not just due to speed but also due to capacity. How many of you had a virtual doctor’s appointment or another meeting over the past year? How many of your children had virtual school over the past year? Did you ever have concerns about how reliable your internet service would be for these events? Although we are looking forward to getting back to normal, some of these issues may never come completely back, and virtual services will likely become part the normal going forward.
We look forward to the potential opportunity to establish reliable, fast and affordable internet service in the City of Placerville. Stay safe and healthy, Everyone.
Committee and Commission Appointment Update
City Council appointed Nicole Gotberg and reappointed Michael Frenn to the Planning commission. Welcome Nicole and thank you for your continued service, Michael! City Council also reappointed Sue Rodman and Mickey Kaiserman to the Measure H/L Sales Tax Committee. Thank you for your continued service, Sue and Mickey!
Historic City Hall Temporary Shoring Project Update
We're excited to report that the contractor has completed the work for the temporary shoring project for Historic City Hall. The City is looking ahead to protecting and properly restoring these treasured buildings.
As the community is aware, the City has been considering revising our City logo and potentially removing the noose from the logo. After receiving almost 2 hours of public comments and discussion at the most recent meeting, the City Council directed staff and the Council sub-committee to prepare a process to conduct a public forum, and other public outreach to gain public input on the issue. The process will be discussed at the next Council meeting on March 23, 2021.
Watch for upcoming opportunities to provide input on this issue.
Other items included staff reported on the Mid-Year Budget Report, authorized Engineering Dept. to solicit proposals for the Broadway Maintenance project, updated on Traffic Impact Mitigation fees, website and City promotional video, along with police and fire statistics.
[Placerville, Calif, El Dorado County Sheriff's Office, 3-19-21]
The Sheriff’s Office is honored to serve our neighbors and residents of El Dorado County. And, we want you to know about all the different things we do here at EDSO!
Today’s employee in the “Home, Work, Play” series is Public Safety Dispatcher Mindy Whitney. Mindy has served with EDSO for six years.
Mindy grew up and lives in El Dorado County, but she also lived in Italy and in Idaho for a short time. Mindy has many animals to include her horses Possum and Joey, her dogs Maggie, Ben, and Angus, her two cats Karen and Susan, and her two tortoises Jack and Gibson. (WOW, lots of critters!)
Mindy enjoys BBQing with friends and family and doing barrel racing competitions with her horses. Mindy and her family also enjoy taking their dogs to the lake or river for short get-aways.
Mindy is currently running a dorm room for her daughter’s college experience due to COVID. Mindy considers herself as rural, but only a Shingle Springs type of rural, not deep El Dorado County backcountry rural.
As a Communication Training Officer at EDSO, Mindy enjoys teaching and helping new dispatchers, as well as helping her community and deputies. Mindy’s collateral assignments of Peer Support and Tactical Dispatcher bring her joy. Mindy likes working in dispatch because everyday is different and you never know what the next phone call will bring.
Mindy describes her fellow dispatchers as being amazing and dedicated. Mindy thinks the public would be surprised by the number of monitors and computer systems a dispatcher uses to do their job. (9 huge monitors for each dispatcher)
Growing up Mindy drove a 1987 Mazda RX7 and her favorite food is cereal, which she says is “Great for all meals”. (We could probably all agree on that)
Mindy loves to visit anywhere there is a beach or where there is arena sand for her to ride! Mindy described herself as being a problem child growing up, but her brother was the angel of the family.
Mindy enjoys camping, (she described it as Glamping), and she would love to go back to Italy someday.
If you ever talk to Mindy at dispatch, let her know you heard her story!

"The Ohio House. Deluxe hotel on Main. Three stories high with 72 bedrooms. Built in 1892 and destroyed by fire in 1921. It resided at the corner of Sacramento & Main St. Mel's Diner parking lot exists at this location now." - Chris Shervey.
NOTE: The following comments refer to a different old picture from the prespective of Looking at the Front of the Hotel with trees on right of the building that photo. C.A.
“one of the finest hotels in the Mother Lode—the Ohio House. It filled the entire block,” claims George McKee, a member of the El Dorado County Historical Society, “and had hot and cold running water in the rooms. After a fire in 1891, a power plant was installed to run electric lights. A three story annex was also added.”
Details of the Ohio House are vivid for McKee, who was born in 1908. “I remember my father telling the tale of how he took me into the hotel’s bar as a baby, wrapped in swaddling clothes, He sat me on the bar and they gave me a hankie filled with sugar to keep me happy.”
For almost ten years, the Ohio House was a part of the McKee family. McKee’s grandfather, George W. McKee, owned and operated the hotel from 1889 to 1898. During the younger McKee’s childhood, he recalls seeing the poplar trees shown in the worn postcard of the Ohio House.
“Those trees ran right along Main Street. I also remember that on the west end of the building, there was a garden with cast iron furniture, manicured lawns and shrubs. The Ohio House had a beautiful, large ballroom and dining room, too,” he recalls.
Placerville's Ohio House was one of the finest hotels to grace the Mother Lode at the turn of the century.
The glory days of the Ohio House ended when fire struck for the third time in June 1921. “Not only was the hotel lost, but the editor of the Georgetown Gazette, John C. Horn, died in the fire,” says Shirley Pont.
Pont, a member of the Heritage Association of El Dorado County, pulls out a news clipping from 1921 to corroborate the facts. Horn’s body was found on the third floor of the Ohio House. Apparently Horn was running from room, making sure that everyone escaped the fire, when he was overcome by smoke.
Although the corner of Sacramento and Main streets had “hosted first the Miner’s Hotel and then the Ohio House, the hotel was not rebuilt,” notes Marilyn Ferguson, another member of the Heritage Association. “The whole block is now a parking lot and a restaurant.”
Ferguson and Pont both murmur approving comments as they pour over the last postcard. Placerville’s Main Street, captured in a photograph taken between 1900 and 1910, has held up fairly well under the test of time. “Here’s Shafsky’s Department Store. You can see the words engraved on the front of the building,” Ferguson announces, pointing to a large building on the left. “Later, it became the Santa Rita Hotel. Now it’s an antique store.”

PLACERVILLE- Crews discovered gold Thursday morning underneath Main Street in Placerville.
The gold was mixed in with dirt moved aside during a water main upgrade project.
Placerville’s City Manager Cleve Morris says the dirt from Main Street is going right back into the ground where it came from.
Resident Kirk Smith says more of the glittery, flaky fill dirt should have been set aside, and saved for the benefit of Placerville.
He says there’s thousands of dollars buried in the ground, unburied, and then buried again – not to mention the wow-factor.
“Just for the sake of memorabilia you could have some of it out in jars for people to buy,” Smith said.
But Morris says that’s not the plan – that there isn’t enough gold here to make it worth extracting and the Main Street upgrade is already costing a mountain of money. ...

[Camino, CA, Jacob Poganski CAPTAIN El Dorado County Fire Protection District, March 19, 2021]
El Dorado County Fire Protection District is seeking community stakeholders to participate in a Five-Year Strategic Planning process. Participants will have the opportunity to learn more about the District, share their perceptions of its strengths and weaknesses, and to discuss critical issues affecting, or likely to affect, the District in the future. This process is crucial in development of a plan that will ensure that the Fire District is meeting the needs of the community in an effective and efficient manner. Included in the process will be a review of the current Five-Year Strategic Plan, identification of on-going needs and achievable goals and a creating a vision of the District's future.
The District will be initiating virtual Strategic Planning Sessions on March 25, 2021 at 1 P.M.
A critical component to the strategic planning process is recognizing the on-going fiscal challenges faced by the Fire District and local government in general. To maintain sustainable fire-based services within local communities, diligent financial planning is imperative.
Public input is encouraged as the District goes through this planning process.
In January of 2021, the El Dorado County Sheriff's Office received a report of a possible stalking case in the 3000-block of Oxford Road in Cameron Park. The case was turned over to Detectives for further investigation.
Video surveillance from the incident was shared via Facebook which led to many victims reporting cases with very similar circumstances. The reports ultimately led to a variety of surveillance videos capturing the same subject at various residences within the area of Cameron Park.
On the morning of 03/25/2021, Detectives arrested Darren Duncan for an unrelated outstanding felony warrant. Darren was then transported to the Sheriff's office for questioning. During one of the incidents, a tattoo was captured on the right forearm of the suspect via video surveillance. The tattoo captured was a direct match to Darren's right forearm. Darren is currently being charged with 3 counts of peeping.

The statute of limitations for peeping in the state of California is only one year. We are asking that anyone who believes that they were a victim from the above-mentioned individual within the last 365 days to please contact Detective Macres at 530-957-5227 (text) 530-642-4718, or macresc@edso.org
Those that know me understand "I DO NOT Text." Sorry, call or FB message me or Email me via my own server or Google. Being in Cyberspace since it went public I am very cautious with sensitive information transferred on any system that is not LOCKED into a Intranet without external contacts!
Even Decades ago I would not accept Credit Card purchases on my Servers. All CC transactions were via telephone voice or Mail [USPS paper mail.] #1
Having done my share of Whitehat work over those decades I am sure that Internet is only for things YOU DON"T MIND going public in a most viral manner.
Several new payment platforms from "PayPal" to "Google pay" are VERY secure - maybe more secure than your bank!
This is done by a Keyed Encryption at the sending end and the matching Key to unencrypt the message at the other end. That means you get a new Screen that contains a message that can only be read for a short time using encryption at Both ends. That all goes away fast and cannot be seen again except by internal records of either party.
Where do you keep such records on your end? In your email or Text records? If so, your are at GREAT RISK.
Who can you trust? As Fox Mulder said, "Trust No One"
Recently I signed up with Cal for the COVID-19 vaccine. In the sign-up form they asked me many more questions than needed and it was clear to me they were fishing for additional information to stock databases for other uses. This I expect BUT I am glad I REFISED to answer some questions.
I noted in the form's boxes that some information I would NEVER put on a single electronic form transferred over the internet. Specifically that I was refusing to add my Mother's Maidan Name to a from with My full name and Date of Birth. I know from experience that I can get a tremendous amount of Personal Information using those three pieces of information. Form a Social number and current address, employment and on and on - just with those three pieces of Personal information.
So I refused to combine them.
It may have seemed safe as they used new pages of form for the Information that was transferred [a decent safety protocol]
AND THEN emailed me back all the form information that I had supplied in several different pages online - in a single Email recap with all of it there! Including the box for my Mother's Madan Name box where I wrote REFUSED, {I even made an exclusionary statement at the end of Confirmation that I did not answer all the questions accurate and fully with the caveat "No. I refused to answer ..."
End of this: I got my shot and in my email was a BUNCH of information I would never disclose normally but in this case I did provide the information vie a Cal State Secured Form that was segmented into several forms ... Only to get all that back in my Email box! #2
-- Read this story and be careful of anything in your Email and especially ANY kind of Text like SMS.
"From an IT security perspective, this story gets far more frightening as it delves into how messed up the entire telecom universe is when it comes to protecting text communications. That is yet another reason why texting can't be trusted for authentication or, for that matter, for almost anything.
Consider this from the story: "In Sakari's case, it receives the capability to control the rerouting of text messages from another firm called Bandwidth, according to a copy of Sakari's LOA (Letter of Authorization) obtained by Motherboard. Bandwidth told Motherboard that it helps manage number assignment and traffic routing through its relationship with another company called NetNumber. NetNumber owns and operates the proprietary, centralized database that the industry uses for text message routing, the Override Service Registry (OSR), Bandwidth said."
For years, the key argument against relying on text message confirmations is that they are susceptible to man-in-the-middle attacks, which is still true. But this peek into the authorized infrastructure for text messages means that text takeovers can happen far more simply. ..."
