OPINION - El Dorado County and its Senior Services

There have been several articles regarding the method in which El Dorado County has proposed to balance the 2017-18 budget. Some people have chosen to take it upon themselves to be an activist for seniors in El Dorado County. The articles for the most part appear to have some straightforward quality information, but look as if to have “fluffed” some of the facts.

The one piece of information saying the Board of Supervisors wants to eliminate senior legal services is misleading. This entire fiasco was started from two sources, one is a memorandum to the BOS from HHS Director Patricia Charles-Heathers, and was followed by CAO Don Ashton’s recommended budget, where he quite simply says, “The CAO office is recommending the elimination of the senior legal services program.”

He touted it carries a certain “risk and liability” to the county. Can’t get much clearer than that. Unfortunately, he was unable to provide any evidence to substantiate his statement; neither did BOS legal counsel.

The CAO has presented a recommended budget for over 1,800 employees in the county, but it seems odd that he would suggest to eliminate the one service in the county which probably has the lowest percent of financial impact on the General Fund. The proposed budget for Human Services is recommended at $73,449,969, the budget for senior legal services is roughly $267,778, plus “… a reduction in force of 3.5 positions….” In layman’s term they are fired.

El Dorado County is going through a momentous change which will impact services for seniors for generations to come. El Dorado County is getting older, much older. El Dorado County is now at the point where half of the populace is age 50 or older, making EDC the oldest it has ever been. The 60-plus population has shown dramatic increases over the last 10 years. According to 2015 Census statistics, communities such as El Dorado Hills, Cameron Park, Placerville, Pollock Pines, Georgetown and South Lake Tahoe and many others, the population of seniors age 60-plus has doubled since 2010.

The county must start to focus on how this population change is going to impact county services. Seniors come to El Dorado County to relax, spend their retirement checks at local businesses, away from all the congestion and noise of urban living. They want affordable housing and an infrastructure giving them easy access to dining, shopping and adequate health care.

I praise Marshall Hospital for its service to the community, but they too should adjust to the bulging aging population. Perhaps the board of directors should take a more proactive position now and open a specialized geriatric unit staffed with physicians whose specialty is only geriatric medicine. Barrier free structures and ease of mobility within health care facilities is important for seniors. Of most importance is the attitude of health service providers, and the community, toward older people which is nationally recognized as ageism.

Our seniors are a valuable asset and resource for their families and communities, and especially local economics. An age friendly community encourages active ageing by optimizing opportunities for the entire population and will enhance quality of life as people age.

County Announces Launch of Updated Website, but Fumbles Launch with Glitches

The County announced the Launch of its new online website, but even the announcement of the re-launch is mired in technical Hades and returns a "Page Not Found" warning instead of the Press Release (included below.) 

An effort to find this information on the county website using the "Search Box" rather than the link provided in the Press Release email, resulted in exposing another glitch, it does not work!  

It looks as if the Search is still going to the pre-launch mock-up site that no longer even exists and the result of searching for the Press Release by title is, "This site can’t be reached. edcstage’s server DNS address could not be found."

For more than five years county D.A. Vern Pierson has also served as the county's Chief Technology Officer. The county notes that the website upgrade only cost local taxpayers $41,000.

(PLACERVILLE, CA) - El Dorado County will launch its updated website today, making a more modern, higher functioning, user-friendly information tool available to users. The new site is part of the County's commitment to good governance outlined in its Strategic Plan, was part of the Board of Director's priority projects and reflects the needs of those looking for County-provided programs and services, information on how to do business with the County, emergency services, County departments, news, and more.

'Not only does the new website have a cleaner, more modern look and feel, but it has a much more robust functionality and provides more useful, real-time information,' said David Russell, the County's Director of Information Technology.

The site's homepage has images that capture the many different faces of El Dorado County, from a bustling downtown, tranquil nature settings and rustic wineries to a nod to its history and unmatched recreation opportunities. It includes quick reference to the Board of Supervisors and their districts, along with a search box that allows users to type their address to find out which Supervisorial district they live in, a real-time view of the County's social media posts and press releases, and a continuously updated status map of the County's roads, parks and trails. Finally, the homepage quick links to County resources, online services and popular links site-wide.

'People have come to expect more from their online experience, whether they're visiting a government page or consumer page, including a higher level of functionality and aesthetics,' said Chief Administrator Don Ashton. 'I believe this new website hits the mark and offers a more intuitive, satisfying online experience with the County.'

The new website has an improved search function for users who aren't familiar with the contents of the website and it allows for easier access to online services and links that provide complementary services and information throughout the County. However, users may encounter a 'file not found' error on some bookmarked or favorited pages due to site content remapping that improves the overall searchability of the website. If this occurs, users can either search for the page in the main Search El Dorado County bar at the top of the homepage or navigate through the site on their own.

'Technology moves quickly and we strive to provide the best service possible to the residents of El Dorado County,' said Russell. 'As such, this will be a fluid website, with changes to both the front end and behind the scenes that keep pace with the needs and expectations of today's users. Gone are the days of a website that stays without change for five or more years,' he said.

The cost of the new site was $41,000 and included the consultant fee, redesign, development, and conversion of more than 10,000 pages of prior content. The website address remains www.edcgov.us

Gaps In Services to our Mental Health Community

NAMI El Dorado County is dedicated to improving the quality of life for people with mental illness and their families through support, education, and advocacy.  NAMI EDC reports the following are gaps in services that are expressed by NAMI members and volunteers as they navigate our systems of care:

1) Our Western Slope, while having a greater number and proximity of services, lacks a facilitated Community Collaborative focused on improving services and supports. This has been of great benefit in South Lake Tahoe. We advocate for a single community directory and care flow to facilitate access to services/supports. Barton Foundation has championed and facilitated the program in South Lake Tahoe. The new EDC Strategic Plan for Health Communities will hopefully address this need.

2) Protective and vigilantly watchful routing of MHSA$ to programs for the seriously mentally ill.   This article captures the essence of the importance of careful spending.   Our county does well in inviting public comment and open review of proposed spend.  Prevention and Early Intervention Funds were designed to go to early intervention and first episode psychosis but are often diverted elsewhere…the goal is to prevent people with mental illness from having it become severe and disabling.    While about 50% show symptoms of mental illness by age 14 most of these cases are not “serious” mental illness.  Serious mental illness is primarily (but not exclusively) an adult disorder.   Our county has an opportunity to demonstrate why protecting funds for the seriously ill (the original spirit of MHSA$) outweighs diverting funds to “all others.”

3) Need for public transparency of the implementation of the Stepping Up Initiative  for reducing the number of mentally ill incarcerated in our local jails. Our Board of Supervisors has signed a proclamation in support of this national initiative in 2015 and the new 2017 Director of H&HS is committed to supporting the initiative. A project timeline to show incremental improvements presented twice a year at the Mental Health Commission meetings along with data supporting these improvements would insure progress toward these important goals.  We need probation officers and jail employees trained in mental health to promptly recognize signs of decompensation and skilled in communicating well with those living with serious mental illness.  The Treatment Advocacy Center is a valuable resource.

4) We need housing options for people living with serious mental illness that they can afford on SSI or SSDI that are also tied into supports and treatments to help maintain their wellness and keep them out of hospitals and jail.   We need housing that heals similar to the needs of larger county’s.  Contra Costa county developed this white paper for their Board of Supervisor which parallel’s our county’s housing needs.

5) Need for implementation of national standard best practices drug testing for those participating in Behavioral Health Court. BHC should be available for those with and without insurance. SCRAM Continuous Alcohol Monitoring systems (ankle monotiring devices) are proving useful to many of our loved ones in helping them in their recovery from co-occurring alcohol addiction. Similarly, drug testing provides the same deterrent in conjunction with treatment.

6) Need for skilled therapists that service moderate-to-severe clients committed and able to follow their treatment plan. We need providers with specific skill in Cognitive remediation therapy (CRT), also called cognitive enhancement therapy (CET), designed to improve neurocognitive abilities such as attention, working memory, cognitive flexibility and planning, and executive functioning which leads to improved psychosocial functioning.

7) Educated therapists and social workers skilled in explaining Brain Science so they can provide the research and evidence about why medication is core to the treatment of first and early episode psychosis. We appreciate the availability of webinars available demonstrating evidence on how anti-psychotic medication helps preserve cognition. Research based information is necessary to combat the misinformation being offered on the internet and in social media. Here is one of several webinars. Far too often we see members of the community resistant to take medication feeling they can “work harder” to avoid medication. For many of us medication is core to our ability to thrive even when we are doing everything else we can: healthy diet, exercise, meditation, avoiding stress, knowing our triggers, etc.

8) We need businesses that are for-profit and those that are non-profit to take a greater interest in providing employee development plans that include brain health education and skills in developing resilience. Most employers provide some employee development. We would like to see a greater focus on mental health and substance abuse training from a brain science perspective.   Take the stigma-free pledge and join Mayim Bialik in changing the conversation on mental health and stigma.

9) Greater emphasis on brain health education and skills in resilience in the schools as part of the regular Health curriculum. LTUSD for example has included a Barton doctor as a guest presenter in their freshman science class to help teens understand genetic predisposition matters and why not using alcohol and other drugs are core to healthy brain development. They emphasize appropriately that the brain is not fully developed until approximately age 25 for a woman and 28-29 for a man (and continues neuroplasticity into our older years but at a vastly reduced rate.)   Alcohol and other drugs adversely impact development and damage our brains intensely – especially during adolescent/teen and young adult years.

10) Educate the community about access to services/supports and continue championing mental health and substance abuse awareness all year long – not just in the month of May for “MH Matters” month.

11) Need to find/designate funding for a mobile outreach safety team where a social worker rides along with a CIT officer proactively helping those in the community that may be at-risk.   A family assisted support team as some other larger county’s provide would be beneficial.

12) More proactive approach to identifying AOT clients (Assisted Outpatient Treatment) and educating the community about this program. The county recently provided a press release about this program inviting referrals and we are hopeful and optimistic that AOT services and supports will evolve into a premier program with incremental improvements quarter-over-quarter.

13) Our community will benefit from the acceptance of Medicare/Medi-Cal patients.  Currently only Medi-Cal is accepted by El Dorado County Behavioral Health.  So when residents are moving here from county’s (such as neighboring Placer County) accept both they must find services & supports on their own.  There is a definite cost to the county to accept MediCare patients as well in that additional administration is required to process these claims.  Placer County for example accepts both as many county’s across CA do.  We hear from many family’s eager to have our county accept both.

14) We advocate for premier services without lengthy drives to support family support and prompt care.   Carson Tahoe’s Mallory 24-hour crisis unit and in-patient and outpatient BH services are located in Carson City.   Our community in South Lake Tahoe specifically will benefit if there is a contract between Carson-Tahoe and El Dorado County where Medi-Cal could then be accepted by Carson-Tahoe BH.  Currently Carson Tahoe only accepts Medi-Cal at their hospital (and not by their Behavioral Health unit of operation.)   This is a conversation and contract discussion needed.   Our county contracts with West Hills in Reno, NV (they accept teens and Medi-Cal via this contract.)  We are asking that a contract also be in place for Carson Tahoe so that improved integrated services locally can be provided.   This discussion is in process and we appreciate the collaboration!

We have seen significantly greater transparency in reporting by El Dorado County H&HS new leadership team. We encourage the public to embrace the monthly reports produced by H&HS and made available to the public at the monthly Mental Health Commission meeting.

Solid Gold Leadership Advances at GTUSD

After serving more than 35 years at Gold Trail Union School District (GTUSD) as a teacher, principal, and superintendent, Joe Murchison deservedly entered retirement at the end of June. He has spent the last several decades cultivating a culture of family at their two school sites – Gold Trail Middle and Sutter’s Mill Elementary Schools. Generation after generation of students returns with their children and grandchildren to teachers who are received more like relatives than educators. 

To commemorate Superintendent Murchison’s contributions, a massive, whole district farewell celebration including teachers, students, and staff was held in his honor. One morning at the end of the school year, Sutter’s Mill students were all bused to Gold Trail where the student population congregated on the large blacktop for the festivities. The program included teachers from both sites performing a choreographed dance to Frank Sinatra’s New York, New York and a flash mob made up of every student. Everyone bid Joe ‘farewell’ with a final, joyful, tearful sing-a-long dance to Elton John’s Rocket Man.

Event coordinator and physical education teacher, Keven Dunn, worked with many parties to produce this beautiful gathering and reflected, “There are so many great people who work here, and it’s important that we celebrate what they have done – it turns into a celebration for everyone.”

Superintendent Murchison held his final school board meeting on Thursday, June 22, where GTUSD team and community members presented several gifts and emotional sentiments to thank him for his passion and commitment. Gifts included a collection of pictures and well wishes from more than 1,200 contributors. He was moved to tears and remarked, “I am going to miss laughing with everyone the most. Although I came here when I was 31, I really feel like I grew up here. I lived here.” 

Joe is not leaving GTUSD to just anyone, however, as two local educators with long-standing ties to the district will take the reins. Scott Lyons was the Principal of Gold Trail and accepted the position as GTUSD Superintendent/Principal of Sutter’s Mill, effective July 1. In 1990, Scott began teaching at GTUSD to a variety of grade levels and special education. He was chosen as Gold Trail’s Principal in 2012 and continued to strengthen a solid team of educators who truly care about their pupils. “I wish Joe all the best in his well-deserved retirement. We are going to miss him, but his legacy will continue to influence the students and employees of this district well. His levels of devotion and care towards his work will serve as an on-going example for the community that is the Gold Trail School District.”

Returning home to become Gold Trail’s new Principal is GTUSD alumni, Boyd Holler. Principal Holler began his GTUSD career in kindergarten at Sutter’s Mill and graduated from 8th-grade at Gold Trail. After completing his education, he taught American Indian students for two years on a remote island in Alaska. He returned to El Dorado County and began teaching at Camino Science and Natural Resources Charter School where he later became the school’s Administrator and Assistant Principal of Camino School. “It is both a professional and personal privilege to contribute meaningfully to this already stellar school while giving back to the educational family that helped raise me,” Principal Holler noted. “I look forward to working side by side with the Gold Trail team, as we help ensure our students achieve their dreams together.”

An Honest Review of the New Modern County Website

This week I wrote a short review announcing the opening of the County’s new Website that, at best, could be called one-sided.  No excuses, I screwed up and I am sincerely sorry to any I inadvertantly hurt.  Cris Alarcon.

Now for an honest review.

Responsiveness:

It is true that there were “dead links” as reported, but it is also true that dead and missing links are normal problems in the course of any major upgrade to a complex website like our county has today.  The minor issue of dead links became the story rather than the upgrades.  Unfortunate, and fortuitous at the same time!  

Rather than hide from the fire of criticism, this staff met it head-on even going so far as responding to criticism online in even the harshest forums where the subject is debating local issues.  The response from the county was refreshing and worthy of note. The response was, “what links, we will fix them, here is a place to report any other bad links.”  Within hours those problems were addressed and restored.  No defensiveness, just, “we will fix it.”  

Even after I harpooned the website early this week, when I asked for comment, all they asked was, “Would you consider reiterating this part of the press release that talks about what to do when someone encounters a broken link:  However, users may encounter a ‘file not found’ error on some bookmarked or favorited pages due to site content remapping that improves the overall searchability of the website. If this occurs, users can either search for the page in the main Search El Dorado County bar at the top of the homepage or navigate through the site on their own.”  

Fast and friendly action from a government agency when you are telling them they are wrong, seems far too rare these days.  In that regard, this group of county employees ROCKS!

The Upgrades:

Yes, real upgrades. The look and feel, or “GUI,” has gone from a drop-down look common over five years ago, to a layered look where multimedia content is visible (and interesting looking) right from the initial screens.  Additional links and menus are easy to find.

Not only is it far better looking, more importantly it is designed to get the information from the departments out to the public in a faster, and more engaging manner, than with the old format.  Getting information about what an agency or department is doing, is a key public want. The software design and layout of the new website does provide government components a better way to communicate to the publics it serves.

So I see it as better looking, more functionality with devices like smartphones, more engaging, and more interactive…  Well, I guess I agree with the Media Release claiming a “New Modern” county website.

Now that we can see that the county website is an effective communications tool already being used by some departments, no longer will departments be able to hide behind the excuse of poor communications technology.  

Better looking, multimedia, smartphone enabled, holding the government accountable to the people, AND service with a smile, a home run!

But wait, I was saving the best for last…  As many know, I am in the information business. Much of it in the form of news.  I know better than most the value of being able to get timely news from government agencies.  This new format for our county is ideal for enabling departments to quickly issue information during period of emergency or crises to the community segments they serve.  It might sound like a bunch of words now, but I believe that when we have our first county emergency we will see a new method of direct communications from response and service teams, directly to the affected publics, that is far more effective then we have ever seen before…

Let me say that again, this new website will deliver better service to the public during the next county emergency than we have ever seen before!  In prior emergencies the most effect responses to communicate with the public during major crimes or fires, has been by using the technology of third party vendors like Facebook and Twitter.  This upgrade will enable our own county departments to be as effective technology-wise communicating with the public, without using a third-party intermediary.  That is the kind of independence and efficiency that many are looking for in our county government.

So hop on and take it for a spin, I think you will be as surprised as I was.  Check out a few big departments and look at how much better the layout is, how much more engaging it is.  It will take a bit for us old-timers to find our way around the new roads, but the view is great and there are services on every corner.

About the cost, just over $40,000.  Sounds like plenty and it is, but the reality is that this a bargain deal for the magnitude of this upgrade on a website as complex as a governmental site like ours.

The greatest guitar players of today and tomorrow will be featured at the 2017 Wilson Center Guitar Festival on August 17-19, as 77 semi-finalists from 63 cities around the world travel to the Sharon Lynne Wilson Center for the Arts (Wilson Center) in Brookfield, Wis., to compete for their share of $32,000 in prize money.

Now in its fifth year, the Wilson Center Guitar Festival is the only guitar festival in the world to feature four different genres of Classical, Fingerstyle, Jazz, and Rock & Blues. In addition to the semi-final and final competition rounds in all genres, the 2017 Festival will include master classes led by some of today's best guitarists, a vendor hall filled with the latest and greatest in guitar gear, live music from local artists, an exhibit of rare guitars from The Eisner Collection, and ticketed headliner concerts, which this year will feature renowned classical ensemble Beijing Guitar Duo (Aug. 17); fingerstyle legends Antoine Dufour, Gareth Pearson, and Mike Dawes (Aug. 18); and modern-day jazz prophet and former band leader of The Tonight Show Kevin Eubanks (Aug. 19).

"The three-day festival is an incredible stepping stone for our competitors," said Guitar Festival Manager Don Sipe. "From career connections to the chance to exchange ideas with fellow guitarists to the master classes and concerts featuring world-renowned performers, it is our goal to provide them with a life-changing experience."

The initial preliminary round of judging took place via YouTube video. From the pool of YouTube and DVD applications, jurors selected the semi-finalists who have been invited to compete in the live semi-final rounds at the Wilson Center.

Murderer from Pollock Pines Dies in Prison

A doctor pronounced Randy Lane Kidwell of Pollock Pines dead at 11:05 p.m. at Sierra Vista Regional Medical Center.

A 56-year-old inmate died at California Men’s Colony on Wednesday night, a spokeswoman for the prison confirmed.

A doctor pronounced Randy Lane Kidwell of Pollock Pines dead at 11:05 p.m. at Sierra Vista Regional Medical Center. Lt. Monica Ayon said Kidwell’s cause of death is under investigation and a coroner will make the final determination. She added that Kidwell’s next of kin has been notified.

Kidwell was serving a life sentence with the possibility of parole, for the 1995 murder of his live-in girlfriend, Shawn Deneen Meadows, in El Dorado County, according to the Sacramento Bee. He was transferred to CMC on Oct. 25, 2012, and was a single-cell inmate at the east facility, Ayon said. She said Kidwell worked at CMC as a visiting room porter.

Ayon said CMC is currently on lockdown for unspecified reasons unrelated to Kidwell’s death.

According to The Sacramento Bee, Shawn Deneen Meadors, 30, was found dead in her trailer in rural Camino on Jan. 10, 1995, by her 8-year-old daughter, who had returned from a two-day visit with relatives. El Dorado County sheriff’s officials said Meadors had been struck in the head and neck, apparently with an ax.

Kidwell reportedly had threatened several months earlier to cut up Meadors with an ax, prompting Meadors to get a restraining order against him. But family members told investigators that Kidwell had moved back in with Meadors 10 days before her death.

When Meadors’ body was found, Kidwell was already being held in El Dorado County Jail. Sheriff’s officials said he was arrested after allegedly threatening people with an ax and trying to break into a state Department of Transportation truck at the California Highway Patrol weigh station on Highway 50 in Camino. When he was apprehended at the weigh station, authorities said, his clothes were spattered with blood and the ax handle showed red ...

All Fireworks are Illegal in El Dorado County

With the Fourth of July fast approaching, Sheriff D’Agostini wants to remind everyone that fireworks of any kind are illegal in El Dorado County. Any person caught possessing, transporting, purchasing, selling, or even storing fireworks could be cited or arrested and booked into the El Dorado County Jail for violating the misdemeanor county ordinance. Illegal fireworks in El Dorado County even include sparklers or those sold in Sacramento County as “Safe and Sane”. All fireworks will be confiscated as evidence, rendered safe, and properly disposed of.

According to the National Fire Protection Association, thousands of people, most often children and teens, are injured while using consumer fireworks every Fourth of July. Despite the danger, few people understand or respect the associated risks such as devastating burns, severe injuries to eyes, ears and extremities, structure fires, wildland fires and even death. Yet many who use illegal fireworks do so without fear of repercussions or consequences.

Please have a fun and safe holiday weekend in El Dorado County, without the fear of fire or injury! Pyrotechnics can be enjoyed by the whole family at several venues over the weekend to include the El Dorado County Fair Grounds, South Lake Tahoe, and Town Center in El Dorado Hills on July 3rd. The fireworks over Cameron Park Lake were last weekend.

So please make your celebration a safe one without endangering yourselves or your neighbors. With dry conditions due to heat and the drought, safety should be paramount for everyone. There is a lot to celebrate over Independence Day, so have fun and stay safe! If you see others using fireworks, please report it to law enforcement immediately. You may be saving someone’s life, home, neighborhood, or our forest lands.

El Dorado Irrigation District Recreation Survey Underway

In June EID began conducting surveys of recreational users at EID and the U.S. Forest Service facilities associated with the district's Hydroelectric Project 184 system.

The district is required to be conduct the survey every six years as a condition of our license agreement with the Federal Energy Regulatory Commission (FERC).

While visiting the facilities listed below you may be approached by our surveyors. The more participants that complete the survey the better. This survey helps EID and the Forest Service prioritize necessary maintenance, rehabilitation, construction, and reconstruction work at Project 184 associated recreation facilities.

El Dorado County Republican Central Committee Feature Ken Steers

The El Dorado County Republican Central Committee (RCC), continues to speak up and take positions on critical local and state issues, as they gear up for the 2018 election year. All are invited to attend their next meeting, when former RCC chairman, Ken Steers will offer his perspective on a range of topics from local politics to the trials and tribulations of doing business in California and America. The meeting is Monday, July 10, at 6:30 pm, at Park Community Church, 3901 Wild Chapparal Dr., Shingle Springs. RCC meetings are held the first Monday of each month. Next Meeting, July 10th.
 
Mr. Steers is President of KLS Air Express, specializing in complex solutions in the transportation industry. A Cameron Park resident, Steers, has a long history as a business leader and involved citizen  in the local and state political scene.
 
Since taking their seats in January the new RCC leadership has been very active and vocal about county and state issues. Recently, the RCC offered an alternative, to the County CAO's proposal for the budget cut of senior legal services. In their letter to the Board of Supervisors (BOS) and CAO Don Ashton, the RCC noted that Senior Legal Services cost the county $250,000 a year, while at the same time, the taxpayer's have also been footing the bill for 11 privately funded attorneys for the indigent population, at a cost of approximately $90 per attorney, per year. County taxpayers have also been paying for 14 public defenders. The RCC stated:  “From the RCC's perspective, indigent, and public defender services should be adjusted so that Senior Legal Services can continue.”
 
At their June 20th meeting , the BOS voted to fund Senior Legal Services for the 2017-18 budget year. Earlier in the year the RCC was also instrumental in the BOS decision to rethink their previous action in their vote to send letters of support to the authors of SB 1 and AB 1, increasing gas taxes and vehicle registration fees. The BOS agreed to take a “watch” position, as the two bills moved through the legislative process. 
 
To the RCC's dismay, oth chambers of the State Legislature passed the Bills, without a vote of the people. The RCC will assist in circulating petitions for Assemblyman Travis Allen's, Repeal the Gas Tax Initiative that will be available later this month. Currently the RCC is soliciting signatures on petitions for the Neighborhood Legislation initiative by candidate for Governor, John Cox. Both Travis Allen and John Cox, Republicans, have announced they are running for Governor.
 
The RCC is also pleased to announce that due to the support and generosity by county business & civic leaders and county Republicans at the RCC's recent dinner honoring local veterans, the RCC was able to  donate $1,000 to the Military Family Support Group and with shared proceeds by the Cameron Park, El Dorado West Republican Women Federated Club, another $1,000 was donated to their Club's Veterans Christmas Program.
 
RCC members have also voted to oppose SB 54, Sanctuary Jurisdiction of the State and as well that for the County and City of Placerville. but to their disappointment, no action has been taken by either body.  The RCC overwhelmingly supports our County Sheriff D'Agostini, who has publicly announced; “he will comply with federal immigration law even if the sanctuary state bill passes.”

EID GM -- Emergency repairs and financial strengths

As I near my ninth anniversary with the El Dorado Irrigation District I am humbled and energized by the dedication of our employees who work tirelessly to provide safe and reliable water and wastewater services to our customers.

I am proud of the response of the men and women at our agency and the contracting companies we partnered with who responded in the face of emergency storm damages over the past few months.

Out of over 40 separate areas that were impacted by the storms, the damage done to our high country Project 184 canal and flume water transmission system was particularly significant. The soil failures and slides resulting from the intense January and February storms impacted sections of the canal and flumes that provide up to a third of EID’s customers with water.

The logistics of repairing these sections of infrastructure perched on the side of steep, hard-to-access hillsides was daunting.

We restored the facilities and the work was done in record time. At times construction work was scheduled 24 hours a day, seven days a week. Even more important, there were no loss-time injuries.

It’s hard to convey the significance of this achievement. EID’s engineering and operations staff, in collaboration with GHD Inc., Syblon Reid General Engineering, and Doug Veerkamp General Engineering, met an enormously steep deadline to get our system back up and running by June 1 to meet the water use demands of our customers.

While planning these repairs foremost in our minds were the needs to solve the complex problem, be mindful of the cost of repair, and build a fix that would endure. The repairs and reconstructions are not temporary fixes. The superb engineering and construction work carried out on these projects has resulted in permanent fixes that will make our hydroelectric water transmission system even stronger.

Strong path forward

As our recent financial audit showed, EID has continued to build on its strong and sustainable financial practices. The independent audit (also available on EID’s website) showed that once again EID was worthy of an unqualified opinion. An unqualified opinion is the highest level of assurance that an auditor can provide.

One important highlight of this audit included the financing activities that EID engaged in that strengthened our position. First, the district saw a net present value savings of $1.7 million when it refinanced a portion of 2009A bonds. Second, we refinanced $110.7 million of variable rate debt into $85.2 million of fixed-rate debt — this reduced EID’s total outstanding debt by $25.5 million. During that audited year the district also issued $38.6 million of new debt. The proceeds of this bond issuance are being used to finance the needed construction and rehabilitation of assets in EID’s water system.

Wall Street saw the headway we’ve made. The enhancement to our ratings from Standard & Poor’s and Moody’s put EID into the “high grade” of all investment grade credit ratings. This will help reduce the cost of future debt issuance or refinancing efforts.

With a strong financial plan in place and a workforce full of dedicated professionals, EID is able to plan for and meet the many challenges ahead of us.

For more than 90 years, EID has been serving people, agriculture, businesses and the environment in El Dorado County. In its 220-square-mile service area are assets that amount to nearly a billion dollars that require long-range, costly maintenance and reconstruction.

Are there challenges ahead of us? Of course there are. But with clear-eyed focus, conservative planning and the support of our dedicated workforce and community of ratepayers, every challenge is surmountable.
