This week a fire district in the central part of El Dorado County held a Special Election to raise an additional $2.6 million dollar annual tax to service area residents. The vote results were a strong rejection of the proposed new tax.

12,000* of the eligible 36,000* voters cast votes in the election but only 4,700* voted to pass the tax. The election night total was 4,700* voting for the B-Tax and 7,600* against the B-Tax. Because this was a special election to raise taxes law required that it would need to take ⅔ of voters in the affirmative to pass the tax. With 12,000* votes cast the Measure needed 8,000 positive votes to become law.

In this election to pass Measure B needed 8,000* votes but only received 4,700*.

Alyssa Danielle commented, "I wonder how much $$ was spent on targeted ads on Facebook by the professional firefighter association, $$ spent on the special election, $$ spent on meetings, marketing materials, postage etc... I bet it could have helped close the gap they desperately needed... I for one am so glad that the scare tactics didn’t work, and the taxpayers had some sense.”

Measure B would have implemented an annual $96 per-parcel tax. That tax applied to every Parcel regardless of any resident, or even any improvements. There was no “Sunset” and no "Citizen Overview" provisions. It was not “Need” based so any other money coming from the State or Federal governments would not reduce the B-Tax, ever. If approved it would have been a “Forever” tax.

The proponents of Measure B spent an unknown amount but profession signs dotted the voting area, community meetings were held to discuss the Tax, and a serious relative amount of effort was devoted to online advertising on popular Social Media sites.

It is always a difficult proposition to get taxpayers to raise their own taxes but it has been done before, and in this community. That South County fire district presented an urgent need and asked the voters of that area to vote to raise their own taxes. Those voters voted in the affirmative exceeding the required ⅔ vote.

In this election voters rejected the proposed tax by a significant margin. The affirmative (Pro) campaign was a professional political campaign. This contrasted to the hand painted “grassroots” yards signs opposing the B-tax stating, “Taxpayers Oppose Measure B.” In July the Taxpayers Association of El Dorado County came out "Against” Measure B after proponents of the Measure refused to add text to the measure safeguarding taxpayers.

The Taxpayers Association of El Dorado County is a well known taxpayers' advocacy group that have met locally since 1958. The organization met with proponents and expressed concerns that the text of the Measure B included a $96 per parcel tax that was not clearly explained, that it was a permanent regardless of need. and failed to provide any kind of citizen oversight.

“The voters clearly indicated that they’re overtaxed and they’re tired of tax increases that don’t have clear accountability built into the measure. I don’t think this was a vote against firefighters. This community values fire protection,” said Andy Nevis, vice president of the El Dorado County Taxpayers Association after the election results were announced.

The Mountain Democrat wrote that the election results shocked El Dorado County Fire Division Chief Tim Cordero. “As a district, we’re disappointed in the outcome,” Cordero said. “As we’ve stated over and over, we have some critical staffing needs that need to get fixed.”

Former Supervisor Ray Nutting added, “It is a mistake to ignore the taxpayers and we told that to the British about 250 years ago.”

The sound defeat reflects the measure’s framework, not how El Dorado County voters feel about their firefighters according to Andy Nevis, vice president of the El Dorado County Taxpayers Association.

A more cynical taxpayer said that the election was a manipulative, taxpayer funded, and designed to play on the hearts of sympathetic voters. The election was a “Special Election” and it was the only item on the ballot. This was intentional and some say it was to place the B-Tax on the ballot in the middle of Summer when the concern of Fire was at the highest. This was a ploy to play on voters’ heartstrings but it looks like the voters voted with their heads.

The Measure presented the primary “Need” was to fill Fire Trucks to personnel capacity explaining that the trucks had four seats but we only had two people to put in the seat - therefore we are understaffed. The same rationel would put two cops in every squad car and maybe even require arresting at least two people at a time - to fill the empty seats.

Many voters felt that this Need was not valid. Others felt the money generated by the B-Tax was essentially a slush-fund without any accountability for the $2.6 million dollars raised annually.

Cordero posited that the new money is needed to raise pay to retain new trainees. This is a real issue and addressed years ago for our law enforcement agency, El Dorado Sheriff's Office. The issue is this: new hires come here to get hired since we are hiring. Then after they are trained, they leave us to go to a bigger agency for better pay. Then we are hiring again, and on and on. The cost of “training” is a real and independent cost for all agencies. The ability to “retain” those new trainees is a critical part of running a cost-efficient agency.

As the Budgets of county agencies is largely controlled by the BOS and the saying is, "The BOS can change anything with three votes any week." The county Law Enforcement was in this political seesaw. When three members were strong Law & Order types, pay went up, but when three were not so supportive of L&E the pay went down. The EDSO faced the same problem of training but not high enough pay to retain the newly trained. The EDSO fixed this by taking the Pay issue out of BOS control and tying it to an objective standard of the average pay rates of local comparative agencies. Now the EDSO pay rates are determined by the average pay rates of nearby county Sheriff agencies, automatically. This mechanism was voted into the County Charter to make it a vote of the citizens, meaning it can only be changed by the voters, not the BOS at any meeting. This did solve that pay issue and it is no longer a political issue.

Perhaps the least likely manner to get more money to the fire agencies is to ask the voters to raise their own taxes, whilst making those same taxpayers pay for the said election. Perhaps the Fire agency will take a different approach and solve the stated problem of pay by looking to the manner that the Sheriff solved that problem.

Most support our fire agencies, yet most voted against this B-Tax, so it is time that the Firefighters take a different approach to putting out their budget fire.

"Measure B was not successful. We would like to thank those of you that supported efforts to improve fire services in our fire prone communities!

It is a tragic outcome for our firefighters and the communities we serve. Camino, Cool, Pollock Pines and Pleasant Valley fire stations will continue to have unsafe and less effective staffing...especially in the winter months when seasonally staffed CalFire and Forest Service stations are closed. We will remain grossly unprepared for wildfire seasons, especially in our vulnerable rural areas. Our fire stations will remain out of date and less effective in supporting efficient firefighting operations and firefighter health. Our fire engine fleet will continue to age with many of our fire engines turning 20 this year; downgraded fire pumps and all. Our firefighters will begin their 11th year with no increased ability to support their families; and a 40% increase in work load in that same time. Firefighters will continue to leave our community, marching in a line, with the experience they have gained (and leave a liability for retirement to the community) with hopes of pay parody and improved working conditions.

Our community deserves to have a fire department that meets the needs of the community. Unfortunately we were unable to convince our critics of the challenges we face. It is important that we partner with our community to work towards solutions for adequate fire protection. Fire, rescue and medical emergencies can strike our community at any time and our residents lives and property are vulnerable today.

We want to work with the community in finding a solution so our residents can be protected. Please take the opportunity to learn more about your local fire services and the challenges we face as we work to identify solutions moving forward."

(PLACERVILLE, CA)– Elected officials from El Dorado County, the City of South Lake Tahoe and the City of Placerville are scheduled to hold a public meeting Friday, September 6^th regarding the issue of homelessness. It is the first time the three jurisdictions have held a joint meeting on any issue.

"This is a pervasive and increasingly challenge in all areas of our County and if we, as government bodies, are to make meaningful progress, we must take a holistic, collective approach to addressing this issue," said El Dorado County Chief Administrative Officer, Don Ashton.

The purpose of the Sept 6th meeting will be to introduce the upcoming five-year homeless strategic planning process in El Dorado County.  

 The meeting will include review of local data on homelessness to ensure the City Councils and Board of Supervisors have a common understanding of County-wide data on local homelessness, a review of upcoming funding streams through the State of California, and an overview of what to expect over the coming weeks and months as the strategic planning process kicks off and is implemented. 

 Presentations will be made by representatives from HomeBase, a nationally recognized non-profit public interest law firm dedicated to providing technical assistance to county-regions in their efforts to impact homelessness and which currently provides such assistance to El Dorado County Opportunity Knocks Continuum of Care; the California Business, Consumer Services and Housing Agency about implementing the upcoming Homeless Housing Assistance Program; and Daniel Del Monte, El Dorado County Health and Human Services Agency deputy director regarding the overall state of homelessness in the County.

"The meeting will conclude with a brief presentation from Catholic Charities of Sonoma County, providing a sort of "show and tell" on an evidence based program that is highly successful in Santa Rosa, CA," said El Dorado County Health and Human Services Agency director, Don Semon. "Their program has impacted homelessness, reduced local costs to jurisdictions, hospitals, and businesses, and will be informative for all stakeholders and the public." 

 The meeting will be held at the El Dorado County Fairgrounds, Organ Room at 1:00 p.m. and is open to the public.

If the consumer does not feel they are getting value for the tax dollars, they will revolt. Value does not mean the Best, but it means that sweet spot that most taxpayers feel is a fair value for their taxes. A spot between the best and the cheapest.

During an Online debate Jimmy Chilcott wrote:
“Cris Alarcon I kept private previously, but your continued push to tout pioneer as a district that is fixed is a huge disservice to the public and to the firefighters in that district who struggle to have basic safety equipment. You continue to push a political agenda with complete disregard for the actual state of the department in pioneer.”

I replied: --- “... Did I say that PFPD was doing fine? No. I said that a successful campaign to get over the very high bar [of 2/3 of people voting to raise their own taxes] is doable if you put convincing facts on the table. In addition, it was critical that they were willing to seek and make changes to the proposal based on stakeholder feedback.

Changes were made to include suggestion that addressed Taxpayers’ significant concerns. The PFPD Measure later gained the support of the Taxpayers Association of El Dorado County. Measure B failing to address those concerns resulted in the Taxpayers Association actively coming out Against Measure B. They expressed concerns that the proposed tax did not have any taxpayer protects like a Sunset clause or any kind of community oversight of use of the Tax of almost $2.5 million dollars each year. In the PFPD they even met with Joe Harn privately to hear his objections and suggestions. PFPD integrated and addressed many issues before a final revised measure language was set.

Basic “Preemptive” work.

They engaged the voters in a meaningful way. Taking the information to community events like the Grizzly community hamburger night rather than trying to get the public to turnout at their informational meetings.

This was all after two prior attempts by the fire agency to get local citizens to direct additional funding to the agency. They then hired consultants in local Politics to communicate to the voters as the firefighters did what they did best - helping people in emergencies.

The point is that any claim that the bar of ⅔ vote getting people to raise their own tax is too high is invalid. We know from local recent comparable history that it can be done right here on the Western slope of El Dorado County - when the voters are so moved.

From "It CAN be Done" to the after effects...

The PFPD fire agency was successful and the public passed the additional tax the agency requested. How the agency manages its budget is an area of debate for nearly every government agency, the Fire agencies being no different.

It is easy for those that deliver critical service to lose sight of the forest as they see the trees. If those that are in the emergency services don't see their job as Vital, maybe they are in the wrong career. That said, it becomes very difficult to put the Quality/Quantity of the services provided against the cost the public is willing to pay for said services.

In the Private Sector the efficacies of Efficiency and Effectiveness is one single business imperative requiring a Balance of “what is most effective” against “what is most efficient.” In other words, balancing Best against Cheapest. Often markets are segmented and we know that only few can afford the Best and also that only few want the Cheapest. So Private Sector adjust to what the consumers are willing to pay.

"Bureaucracy" is used as a prerogative for good reason.

In our Government, the Budgetary constraint of “what the consumers are willing to pay” is perverted to "the Public SHOULD pay these taxes to get the best of the critical service delivered."

How do we as citizens bring reality back into government budgets? In the “Here and Now” we see the process playing out.

Generally the government always wants more money to do better/more of XXX. Trying to do more of, and better at [Quantity /Quality] what it does it will grow like a virus and consume its host. This is an inherent aspect of Bureaucracy. So an external constraint is needed to keep this growth within a parameter that the public feels is appropriate.

We the public are the bill payer. Often the public will tighten the tax purse-strings and the government will be forced to adjust to what the citizens find acceptable as a tax generated revenue stream.

This week we saw a Fire Agency make an additional budget request of their service area voters. That increase was soundly defeated. The primary clapper on the tolling of the “Bell of Defeat” were the public’s feeling that 1) they are paid enough; 2) there is no real oversight; 3) Do we really need four butts in every truck?

Now the fire agency is looking over the ashes of a burned-down political campaign and kicking their boots on the ground to shake the crud off as they contemplate the next move.

I don’t know how it is a firehouse after a bad fire, but I know how it is when you lose a political campaign. You grown, bush off the soot, take a deep breath, then run to the next battle.

The proponents of the failed Measure now have all the necessary information on: what did compel people; what was unpersuasive; what was objected to; to what degree of voter influence did key objections carry. That is the foundation for a successful “next” campaign if those factors are sufficiently addressed.

Just like a fire, a lot of thoughts about strategies goes on long before the first fighter blows through the door with an axe or hose. Gung-ho in the wrong direction, not so good. Gung-ho in the right directions, with a well thought-out plan, and a good team - well, nearly unstoppable.

Makes me think of the Firehouse Cafe - Burned down? Kinda. Gave up? No Way!

Off-highway vehicles are loads of fun, but make sure to ride them responsibly. This morning we had three young men trying to ride on a two-seat Polaris Razor. The young man who drew the short straw (figuratively) was holding on to the back and not in a seat. He was at least wearing a helmet...

He was thrown when they hit a tree and was injured bad enough that he got a helicopter ride to the hospital with REACH Air Medical Services. It isn’t the cool kind of ride though. He didn’t get to take selfies with the crew, take pictures of the scenery or wear a headset and listen to the pilot lingo. He was strapped to a backboard with a neck brace getting poked and prodded.

He will at least be ok. Hopefully having learned a valuable lesson.

Don’t get overly confident with off-road vehicles. The terrain can surprise you. Always wear safety equipment and sit in the seats as intended.

***FATAL COLLISION***

On September 1, 2019 at approximately 1240 hours, a 35 year old male from Folsom was traveling east on Wentworth Springs Rd east of Helix Flat Ave while riding a 2018 Harley Davidson Road King motorcycle when, for reasons still under investigation, the rider allowed his motorcycle to cross over the solid double yellow line where it then collided head-on with a 2017 Toyota Rav4 being driven by a 37 year old female from Greenwood.

Despite the lifesaving efforts of emergency personnel, the motorcycle rider succumbed to his injuries and was pronounced deceased at the scene.

With the warm weather we have seen an increase in motorcycle collisions.
Please slow down and ride safe.

Enjoy the scenery, El Dorado County is known for it.

EDSO was dispatched to a mountain lion sighting in the area of Kimberly Road and Woodleigh Lane, in Cameron Park.

The lion appeared to be trying to drink water out of a resident’s backyard fountain, and walked away when yelled at by the homeowner.

"We handled a two-vehicle collision on Sly Park Rd at Park Woods this afternoon. The driver of this 2018 Subaru Impreza decided to get behind the wheel after consuming too many alcoholic beverages.

After hitting a tree, his vehicle then hit another vehicle which had a family in it. Fortunately, no one was seriously injured.
The Subaru driver was arrested on suspicion of DUI and taken to jail.

Subaru may make safe vehicles, but it can’t stop people from making bad decisions. Too often innocent people are victimized by those bad decisions.

Howdy folks, check this out!  Clothing Match Grant Fundraising.... We have raised $1,500 of the needed $2,500, in order to get a grant of an additional $2,500 (making $5,000 total once we reach our portion of it) from Latrobe Fund.)

This money will be spent EXCLUSIVELY on NEW clothes, from head to toe....shoes, socks, underwear, bras, shirts, pants....(economically as possible)....so that when we start giving showers to clients, EACH client will step into a NEW and complete set of clothing after their shower!

Your support and donations are greatly appreciated, and with your loving help we just know WE will reach our goal!

Pete Brown updated the drive total: "We have now raised $1,750 and are just $750 short of our $2,500 goal now! Once we reach that amount, Latrobe Fund will DOUBLE our money! :) "

"What difference do new clothes, and clean clothes make?  Of course people respond to you differently on first impression....and also, you PROJECT differently from the inside out!  Opportunities (as a result of both perspectives) begin to present themselves...

The LATROBE FUND will match our goal, with another $2,500 so that we will have at least $5,000 on hand, which we will use exclusively and 100% to purchase NEW clothing (shoes, socks, underwear, pants / panties, bras, shirts) for our homeless clients.  Our specific plan is to have these sets of all new clothing, ready to provide one complete set to EACH client who receives a SHOWER from our upcoming (dual) shower projects!

Elected officials from El Dorado County, the City of South Lake Tahoe and the City of Placerville are scheduled to hold a public meeting Friday, September 6thregarding the issue of homelessness. It is the first time the three jurisdictions have held a joint meeting on any issue.

"This is a pervasive and increasingly challenge in all areas of our County and if we, as government bodies, are to make meaningful progress, we must take a holistic, collective approach to addressing this issue," said El Dorado County Chief Administrative Officer, Don Ashton.

The purpose of the Sept 6th meeting will be to introduce the upcoming five-year homeless strategic planning process in El Dorado County.

The meeting will include review of local data on homelessness to ensure the City Councils and Board of Supervisors have a common understanding of County-wide data on local homelessness, a review of upcoming funding streams through the State of California, and an overview of what to expect over the coming weeks and months as the strategic planning process kicks off and is implemented.

Presentations will be made by representatives from HomeBase, a nationally recognized non-profit public interest law firm dedicated to providing technical assistance to county-regions in their efforts to impact homelessness and which currently provides such assistance to El Dorado County Opportunity Knocks Continuum of Care; the California Business, Consumer Services and Housing Agency about implementing the upcoming Homeless Housing Assistance Program; and Daniel Del Monte, El Dorado County Health and Human Services Agency deputy director regarding the overall state of homelessness in the County.

"The meeting will conclude with a brief presentation from Catholic Charities of Sonoma County, providing a sort of "show and tell" on an evidence based program that is highly successful in Santa Rosa, CA," said El Dorado County Health and Human Services Agency director, Don Semon. "Their program has impacted homelessness, reduced local costs to jurisdictions, hospitals, and businesses, and will be informative for all stakeholders and the public."

The meeting will be held at the El Dorado County Fairgrounds, Organ Room at 1:00 p.m. and is open to the public.

Silver Lake West Campground's last day for the 2019 season will be Sunday, September 22.

We had a short season with late winter storms and we are sad that summer has come to an end. The good news is we will be working on improving the campground for the 2020 season.

Our agency is seeking new staff for Supportive Living Services.  This is not a caregiver position, it’s a supportive position that allows a single young adult with developmental disabilities to live in their own home with the necessary support required to maintain independence. The client is at the helm and directs their own life.  SLS maintains safety, support and prompting when necessary and provides direct independent living skill instruction and modeling.  

Staff work 1:1 with the client who is a 20 year old male, living independently in his own home.  He is autistic, verbal, has a fantastic sense of humor and is self-directed.  The ideal candidates must have experience working in this population, have a clean background, clean driving record and be willing to submit to drug-screen and live-scan.  It is helpful if you have some experience in ABA or similar crisis reduction model.  ABA or psychiatric experience is a plus!  

Full time:

1). 3-11pm Wednesday -Saturday 
2). 11pm-8:00am (overnight) not wake staff Wednesday-Saturday 
3).  Sunday-Tuesday 3-11pm
4). Sunday-Tuesday 11pm-8am (overnight, not wake)

Part time:

1) Saturday 8-3pm
2) Sunday  8-3pm

On-call 
All shifts

Pay range $12-$18 depending on experience.  Shift differential for pm.  Noc shift is not a full wake staff.  A private bed and bedroom provided for staff use on shift.  This is not live in. Benefits are included for full time staff.  Salary highly depends on experience.  

Please do not apply if your erratic job history, are not reliable and do not enjoy working with DD adults.  

Position requirements;

SLS is a person-centered program and Jacob is at the helm of his home and services.  He has free choice to make decisions about the way he lives.  Staff are not there to make decisions for him except where safety could be compromised.  Encouraging choices is good, but staff opinions should never over-shadow the clients desire to be at the helm of his independence.  Staff provide encouragement, support and prompting when needed.  This is a mandated position therefore it is staffed 24/7.

Duties include but are not limited to:

Providing supervision and support 
Meal planning and shopping
Meal
Prep support and prompting
Instruction in proper use of appliances
Instruction and prompting to complete tasks
Accessing the community
Training in community skills
Planning and preparing for events 
Transportation (corporate vehicle provided during shift)
Support and prompting with ADL’s
