Garden Valley Fire Chief Clive Savacool on Vote Failure

The Garden Valley Fire Protection District held its Fire Suppression Assessment hearing yesterday, with a ballot count failing to reach the passing threshold. Since April, the District has held eight community meetings to provide information to the public in order for property owners to make an informed decision when casting their vote. The District appreciates the large turnout to both the meetings and the ballot submissions. We are comfortable at this point making a decision that is in the wishes of our community, which is to operate the Fire District within the confines of the existing funding mechanisms. 

Through creative measures over past years, the Fire District has operated at higher levels of service than the community funding sources alone would permit, providing 24/7 paramedic services with a minimum of two firefighters on duty at all times. With the inability to obtain these external funding sources moving forward, the Fire District will be initiating a process of service reductions. 
Three of the District's six firefighters were notified today that their positions would be eliminated this fiscal year, with layoffs effective June 30th of 2020. Only two of the remaining firefighters are licensed paramedics, so paramedic services will be limited to approximately 66% of the time. 

With the elimination of overtime from the budget, staffing in Garden Valley will be reduced to one firefighter per day at times until June 30th of 2020, at which point only one firefighter per day will become the standard. With the reduced levels of staffing, the District is no longer able to participate in the County's "Move Up and Cover Plan", eliminating station coverage from other fire agencies during periods when major incidents occur in the area. The District's volunteer firefighter program will be utilized, as it is available to maintain station backfill. However, the community needs to be patient and understanding that services are not going to be the same as they have been in the past. Response times will be longer, staffing levels will be lower, and services will be reduced. 

The District will continue to seek alternative funding measures and look for other opportunities to maintain fire protection and emergency medical services to the community. Thank you for your feedback and understanding.

Take down hammocks and nets so bucks don’t get tangled up

I received a call this morning about this buck that was tangled up in what appeared to be a volleyball net that was then hooked on a
barbed wire fence. This call ended well as Fish & Wildlife darted him so that he could be freed but it made me think that now is the
right time to repost what I posted last year (below) asking folks to take down hammocks, volleyball nets or any similar material when
not in use so that bucks don’t get tangled up and possibly break their necks trying to get free. Thanks much!

Here’s another reminder to any of you who have hammocks, volleyball nets, or any similar material in which a buck may get his
antlers tangled up. I got a call on this buck yesterday morning and worked with Animal Services Officer David to free this big boy up.

This case ended well and the buck ran off uninjured (although not before he gored both David & me!) but bucks can break their necks
while struggling. Please take such materials down when not in use in late summer & fall when the bucks are wearing a full set of
antlers. They will appreciate it and so will rescuers like David & me who might get hurt trying to help them! Thanks for your
consideration...

7 Barn Cats now Ready for Adoption

Rat , mice, mole, problems? 

I have 7 barn cats available. Spayed/neutered,+rabies shots done. All adult or near adult, processed through our local Animal Outreach, now ready for adoption. 

These are all members of one young feral community, all black with the exception of one grey Siamese. Rescued from an animal hoarding property (free range ) reliable mousers. 

They are now kenneled here in Fairplay, awaiting jobs. Most are skittish but occasionally pet-able none are aggressive towards people or hens. 

This is the first wave of these animals, there will be about 2 more batches processed through the catch and release program in the coming months. Delivery available with multi cat adoption. 

No re-homing fees, available to good homes/ranches with available shelter only, 

[Responsible loving owners only], these are wonderful working animals.

We are proud to announce that operations are beginning out of our new Public Safety Facility. However, we are still actively moving and getting things operational. 

If you have business with EDSO, we ask that you call ahead first to find out the best location for you to come to. Depending on your needs and our progress, you may need to come to our new Public Safety Facility.

Our new address will be 200 Industrial Drive in Placerville, off of Missouri Flat Road.

Even as the main facility is beginning operations, there is still active construction on the property while the remaining buildings are completed.

A Brighter Future for Students and $12.8 Million Dollars in Savings

On September 10, 2019 at El Dorado High School, the El Dorado Union High School District, community leaders and students flipped the switch on a massive new solar energy project designed to save the district money and give students a brighter future.

The program, which has installations at each of the high school campuses will generate over 5 million kwh of green electricity in its first year and offset more than 3600 metric tons of carbon.

Sheriff Identified Students Posting Threats at School

Update 12:00 - Deputies have identified multiple students who have admitted to being involved in posting notes at the Marina Village Middle School, referencing potential threats to the school. The investigation is continuing into these students, but the shelter in place has been lifted.

EDSO deputies are currently at Marina Village Middle School in El Dorado Hills, investigating vague threats. At this time, deputies have not found any reason to believe the credibility of the threats. The school has placed itself on lockdown and deputies will remain on campus as a precaution until the investigation is complete.

We understand the apprehension of leaving your child being at school during a lockdown with threats. We ask that parents stay out of the area and allow us to complete the investigation. 

The safety of the students is our top priority.

STHS art teacher and students create mural on TRPA shipping container

SOUTH LAKE TAHOE, Calif. – What was once a dull gray shipping container has been transformed into a work of art at the watercraft inspection station in Meyers, California. The container houses equipment used to decontaminate boats arriving at the station that might harbor aquatic invasive species.

Now greeting boaters will be a colorful and creative mural painted by local artists and students. At the same time the mural puts the Clean, Drain, and Dry message front and center.

Shipping containers are the utilitarian cargo-carrying crates of the open ocean, hulking large metal boxes that began life transporting goods piggybacked on top of one another, bound for destinations around the globe.

The Tahoe Regional Planning Agency and the Tahoe Resource Conservation District use a number of these shipping containers at various watercraft inspection stations around Lake Tahoe.

This summer TRPA commissioned South Tahoe High School teacher and artist Matt Kauffmann to transform one of the big gray boxes into a work of art. Kauffman and several of his current and former students spent many hours over the span of four nights to complete the mural project.

“Nobody said fighting aquatic invasive species couldn’t also be beautiful at the same time,” said Dennis Zabaglo, manager of TRPA’s Aquatic Invasive Species Program. “This mural emphasizes our Clean, Drain, and Dry message, in a colorful way that grabs boaters attention.

All off-site boat inspections stations close for the season at the end of September. Winter boat inspections will be performed at the Cave Rock and Lake Forest boat ramps from 6 a.m. until 4 p.m. seven days a week.

A pair of rocks in El Dorado Hills were painted Thursday in honor of a former Oak Ridge coach Jason Clark, who died earlier this year due to complications from pneumonia. By Friday morning, the rocks were painted over with Folsom colors and the initials F.B., for Folsom Bulldogs.

EL DORADO HILLS (CBS13) – The well-known rocks in El Dorado Hills are at the center of another painting controversy. This time over a tribute to a beloved football coach. But today controversy turned into a show of community.

The Oak Ridge/Folsom rivalry is fierce. So when a tribute to former Oak Ridge football coach Jason Clark was painted over with the opposing team’s logo, it was a call for a timeout.

Asst. coach Mark Watson said, “Somebody that would do that is stupid.”

US 395 Closed for cattle guard replacement 23rd - 24th

CARSON CITY, Nev. – Single lane closures will take place on U.S. 395 south of Gardnerville the evenings of Sept. 23 and Sept. 24 as the Nevada Department of Transportation (NDOT) replaces a cattle guard across the highway.

U.S. 395 will be reduced to one lane from Leviathan Mine Road to Verta Grande Mine Road between 7:00 p.m.- 6:00 a.m. both evenings of Sept. 23 and Sept. 24 as the roadway cattle guard is replaced. Traffic flaggers will alternate directions of travel through the work zone, with travel delays of up to 30 minutes to be anticipated. Brief single lane closures will also take place later in the week for repaving of the cattle guard approaches.

As a dimensional barrier many animals are reluctant to cross, the cattle guard helps keep drivers and animals safer by limiting livestock from entering the southern fenced section of highway. The road work schedule is subject to change.

'Gig Economy' Law Shakes Local Healthcare

With California Gov. Gavin Newsom (D) signing a landmark "gig economy" bill on Wednesday, healthcare workers and employers now face the task of figuring out what it will actually mean for them.

The legislation takes effect in less than four months, creating something like panic for the many organizations that rely on contract workers. Some of those individuals, meanwhile, prefer working under contracts rather than employment and are trying to find an escape hatch.

"We are still analyzing the impact on hospitals," said Jan Emerson-Shea, spokeswoman for the California Hospital Association, many of whose members – especially those in rural parts of the state -- rely on contract workers to serve smaller, remote populations.

Amendments, which set forth many groups of workers who are to be excluded, made the final language "somewhat ambiguous," she said.

The new law is designed to force employers to hire, and thus pay benefits and taxes for, their contract workers whose treatment on the job is hard to distinguish from regular employees. But it specifically excludes California-licensed physicians, surgeons, dentists, podiatrists, psychologists, or veterinarians. Likewise, it exempts licensed lawyers, architects, engineers, private investigators, or accountants, and even "a commercial fisherman."

But it is silent on nurse practitioners, registered nurses, home health aides, hospice workers, speech therapists, and other large categories of clinicians. One clause suggests, vaguely, that some of those might be exempt. It lists "among others, licensed insurance agents, certain licensed health care professionals, registered securities broker-dealers or investment advisers," leaving unstated which "licensed health care professionals" are included.

And that has made some sectors a bit nervous. Corrigan Gommenginger, president of Advanced Home Health and Hospice in Sacramento, worries how organizations like his will serve the state's vast rural areas.

"Let's say somebody in Shingle Springs" -- a town of 4,400 in the Gold Country foothills -- "needs a nurse three times a week. It's a small community and probably doesn't need a full time RN. So we might have a retired RN who has a contract with my company, and a contract with a few other home health agencies, that basically says, 'When you have a patient up in this area, I'll be happy to be that contract nurse for you.'"

Under the new law, that RN would have to be hired by all three agencies to serve those clients, he said, and the clinician might have to choose. "There's not a lot of people who like being employed with multiple different agencies," he said, adding that it can cause confusing issues with taxes and benefits. His company, like many others, may lose some people they need to serve those communities if they choose to retire, or decide to work with another employer.

"That's what I'm worried about with this legislation. Independent contractors who are helping to serve a vital gap in service delivery are not going to be able to have that option anymore [to provide services to multiple agencies] and that's going to make patients suffer. They're not going to get access to the care they need."

Gommenginger's organization has three to five registered nurses and physical therapists on contract in rural areas, and said the company is "reaching out to them and encouraging them to join our staff." But if they accept, it may mean that the other agencies that they now work for won't be able to hire them. It also may mean that Gommenginger's company won't have enough work for them to do in their areas.

One solution is that these home-visit clinicians would instead be hired by staffing agencies, which Gommenginger said will impose another layer of administration and another layer of operations.

"For people who want to be their own managers, their own business owners, you've just taken away their livelihood."

Asked about the impact on other sectors of the healthcare workforce, Assemblywoman Lorena Gonzalez (D-San Diego), the primary sponsor of the bill, said in a message to MedPage Today, "Physicians and dentists are generally exempted," but declined to comment on other specialties, many of whose providers prefer to work on contract.

Nurses group is big supporter

Within the healthcare industry, one of the bill's biggest supporters, known within the state as AB5, is the California Nurses Association, which represents about 100,000 of the 400,000 registered nurses and nurse practitioners in the state.

Stephanie Roberson, CNA director of government relations, said her organization is adamant that too many industries "have abused the definition of what is full-time employment, and end up in contracting situations so they can shirk their responsibility on payment of wages and benefits. We're a labor union. We don't support that."

Nevertheless, a contingent of the members they represent, several thousand nurse practitioners and nurse anesthetists who work full-time for Kaiser Permanente and University of California hospitals and clinics, asked the CNA to fight for an exclusion for them as well, so they could work as independent contractors if they wanted. Their request was summarily denied, Roberson said.

"We're not quite sure why they want to be classified as independent contractors. I'm assuming it's because they may make a better wage. But when you balance that with a full-time job, where you get a good wage and benefits, I'm not sure that's a better arrangement," Roberson said.

MedPage Today's attempts to contact those members were unsuccessful.

However, one nurse anesthetist, Christina Canio, commented on the website LegiScan, "Certified Registered Nurse Anesthetist (CRNAs) should be exempt as well! Many of us practice as independent contractors. This allows CRNAs flexibility and control over our professional, family, & quality of life."

The new legislation stems from a landmark California Supreme Court case, Dynamex Operations West v. Superior Court of Los Angeles, which sought to remedy harm to misclassified workers who must go without workplace protections and the loss of revenue from taxes such as workers' compensation, Social Security, unemployment, and disability insurance. In effect, the new law codifies that decision and was strongly supported by labor unions across the state.

Other concerns raised about the new law are that it could result in age discrimination against contracted older workers, as companies are faced with a requirement that they must be hired as employees -- meaning far more expensive health insurance premiums as well as higher payments for Social Security and other taxes, compared with costs of hiring a younger worker, or perhaps a worker in another state.

Gommenginger acknowledged that the new law might affect older workers more, especially those in occupations that are still in high demand, but where professional clinicians just want to slow down or scale back. "A lot of these people are older, and the insurance premiums are definitely more for older employees."

Although he said age discrimination is illegal, he knows it occurs. The law "is certainly going to perpetuate the problem, for sure," he said.

Opinion: Tahoe Transient Employees Have More Voting Power Than Londowners

We have owned our home in South Lake Tahoe for 18 years. Back then there were few if any issues with VHRs that I was aware of.

In the last 18 years we have paid tens of thousands if not hundreds of thousands of dollars to SLT in taxes and store and restaurant revenues by ourselves and rental guests. Much more than most local owners and long-term resident renters.

We use our home for personal use 4-6 months out of every year. We consider ourselves locals but can’t vote that way.

We have numerous neighbors who have lived in SLT for 3-6 months to maybe a few years but they call themselves local and can vote. They haven’t paid but a miniscule amount of revenue that we have contributed to the SLT government business coffers over the last decades or been involved in the numerous local activities we have.

I’m incensed that these so-called locals have more input and voting ability than I do. I’m also incensed that the SLT City Council hasn’t performed and lived up to the required duties of their job.

These 8-10-20-bedroom houses are not homes. They are mini-hotels and the crux of this whole issue. Where were the rules and regs to control this asinine development in the middle of residential areas. If not on the books already, why didn’t the City Council step up and regulate their growth? This is dereliction of duty in my book.

In 18 years of renting our home as a VHR, we have never had one complaint. I believe most VHR home owners fall into the same category that we do. They have paid and contributed hundreds of thousands if not millions of dollars to the SLT economy.

We feel that we are a very vital and valued member of the SLT community but not viewed that way and very incorrectly I may add. Six- or 12-month resident locals do not and should not have more input into our community than I do. It is not right in any way, shape or form.

Control and limit and regulate these stupid mega-homes and I believe we can achieve a more copacetic and agreeable compromise.

Vacation home rentals work for so many reasons if regulated and controlled properly.

Reconsider.

Restoration of the former Tahoe Pines Campground

MEYERS, Calif. — The California Tahoe Conservancy restarted restoration of the former Tahoe Pines Campground in Meyers, California and has closed the area during construction.

Rehabilitating the riverfront site is a key step to restoring lands along Lake Tahoe’s largest tributary, the Upper Truckee River, said the Conservancy in a press release.

“Restoring the Tahoe Pines site is an important step toward improving water quality in the Upper Truckee River and Lake Tahoe.” said El Dorado County Supervisor Sue Novasel, a Conservancy board member. “Looking ahead, the coming public access improvements will be a great resource for visitors and the community.”

The Conservancy acquired the Tahoe Pines Campground property in 2007.

The campground, which hugged the west bank of the river, had suffered frequent damage from flooding during years with high river flows.

The Upper Truckee River collects runoff from a third of the Lake Tahoe Basin and supports one of the largest wetlands in the Sierra Nevada.

Historical logging, grazing, and urban development have degraded the river, said the release.

Along with the 8.1-acre Tahoe Pines property, the Conservancy and its partner agencies and organizations have now protected most of the lower 9 miles of the river.

In the coming weeks, the Conservancy will remove the defunct campground’s well, concrete walls, steel piping and pavement. Crews will also remove dead trees and plant willow and alder poles to improve wildlife habitat and stabilize the river banks.

Work begun this fall will continue in spring and summer 2020, when the Conservancy plans to reconstruct the parking area and build a pathway, pedestrian bridge, and stream overlook pad that are compliant with the Americans with Disabilities Act.

The campground restoration project will help prevent soil from eroding into the river, enhance wildlife and native fish habitat, and make it easier for people to access the property to enjoy the river.

The Conservancy closed the site, Monday, Sept. 16, to ensure public safety. Vehicle access will remain closed for the winter following construction.

The Conservancy will also announce periodic construction closures in summer and fall of 2020.

Crews from the California Conservation Corps, Tahoe Resource Conservation District, and contractors will conduct the restoration work this fall.
