Watercraft Inspection Stations Closing for the Season

Stateline, NV – This week marks the last full week of operations for watercraft inspection stations as we transition into Fall. As of Oct. 1, watercraft inspection operations will move from roadside inspection stations and occur at Cave Rock and Lake Forest launch ramps for the winter season.

This season marks 11 years of Lake Tahoe’s Watercraft Inspection Program. Under the program, every motorized watercraft is inspected to ensure it is Clean, Drained, and Dry and not carrying aquatic invasive species (AIS) before launching at Tahoe. Thanks to the diligence of boaters and inspectors,no new aquatic invasive species have been detected in Lake Tahoe since the program launched in 2008.

Inspectors examined nearly 8,000 watercraft this season, 50% of them arrived clean, drained, and dry. This is evidence that boaters continue to come to watercraft inspection stations prepared. Eleven watercraft were found carrying invasive mussels and 29 were harboring other species. Vigilance is required to protect Lake Tahoe’s waters from new exposures to invasive species.

Each vessel found harboring invasive species was decontaminated before being allowed to launch in Lake Tahoe. The largest number of decontaminations occur on vessels containing standing water, which may harbor aquatic invasive species. Boaters are encouraged to continue to be a part of the solution by cleaning, draining, and drying their vessel before launching in any waterbody. This includes both motorized and nonmotorized watercraft.

During winter season operations, Tahoe Resource Conservation District inspectors will conduct aquatic invasive species inspections and decontaminations from 6 a.m. to 4 p.m. seven days a week, weather permitting at Cave Rock and Lake Forest launch ramps. All motorized watercraft without intact Tahoe Inspection seals will be required to get an inspection during daylight hours.

The Lake Tahoe Aquatic Invasive Species Program is implemented by 40 public and private partner organizations, including federal, state, and local jurisdictions, research partners, public utility districts, and private marinas. The Tahoe Regional Planning Agency and the Tahoe Resource Conservation District lead the program in collaboration with the public and private partners. The program’s mission is to prevent, detect, and control aquatic invasive species in the Region so that future generations can enjoy Lake Tahoe.

 

The Tahoe Regional Planning Agency leads the cooperative effort to preserve, restore, and enhance the unique natural and human environment of the Lake Tahoe Region, while improving local communities, and people’s interactions with our irreplaceable environment. ‘Bijou Bash’ coming back to Tahoe this October 19th

South Lake Tahoe, CA- The City of South Lake Tahoe is bringing back the Bijou Bash this year. The family-friendly event will be held in Bijou Park and is intended to be a fun community celebration!

“This community works hard all year to make South Lake Tahoe what it is and we want to celebrate that,” said City Manager Frank Rush, “At the end of the day families matter, citizens matter, this event is the city’s way of bringing everyone together to acknowledge that.”

The event will take place out at Bijou Park and will include food trucks, games, face painting and live music from the band “Front Porch.”

“We’ve got so many fun family-friendly events planned, this is going to be a must-attend event,” said Chris Fiore, Communications Manager, “The city did the Bijou Bash years ago and then it stopped. We’re excited to bring back this community celebration that will be bigger and better than ever!”

The bash will also be the publics first chance to buy brand new city swag with the new city logo on it! We’ll be selling long sleeve t-shirts, sweatshirts, travel mugs, and beanies!

“We’ve seen this community come together in incredible ways this past year,” said Rush, “It’s important to have events like this to keep that spirit going.”

Historic Lahontan Cutthroat Trout Stocking Event at Lake Tahoe - October 5, 2019

Good afternoon, I want to share this information from our partners at the United States Fish and Wildlife Service. USFWS will conduct a historic stocking of Lahontan Cutthroat Trout during the Fall Fish Festival this weekend at Taylor Creek Visitor Center.

Educational Lahontan cutthroat trout stocking to occur in Lake Tahoe 5,000 fish will be placed in the lake over the course of three days in California and Nesvida 

What: The U.S. Fish & Wildlife Service's Lahontan National Fish Hatchery Complex. for the first time ever. will stock several thousand large (12-14") Pilot Peak Lahontan cutthroat trout into their home waters of Lake Tahoe. in conjunction with the Taylor Creek Visitor Center Fall Fish Festival. The hatchery will host two interpretive stocking events at the Fall Fish Festival. Oct. 5 at 12 p.m. and Oct. 6 at 12 p.m. 

On Oct. 7. 2019. with Nevada Department of Wildlife, the hatchery will stock fish on the Nevada side of Lake Tahoe. Over the three days. some 5.000 fish will be released, all adipose fin clipped, to help identify stocked fish. The fish released in Nevada will also receive a Cloy tag to assist Nevada Department of Wildlife in tracking their movements in the lake after release. 

When: Media are encouraged to attend the initial stocking event on Oct. 5, 2019, 12 p.m. 

Where: Lake Tahoe Basin Management Unit's Taylor Creek Visitor Center and Kiva Beach. located on Highway 89. approximately three miles northwest of the City of South Lake Tahoe. Calif. (This event will begin with an interpretive talk. followed by a short walk to the stocking site).

Visuals: Lahontan National Fish Hatchery stocking beautiful 12-14" Lahontan cutthroat trout in Lake Tahoe. 

Background: Stocking will enhance angling opportunities in Lake Tahoe and improve the visibility of this important native trout in local communities and for those recreating in the area. The Lahontan cutthroat trout is the largest inland cutthroat trout in the world and the only trout native to the Tahoe Basin. The iconic lake form of this species was once the top predator in the area, but eventually disappeared from Lake Tahoe due to land use changes and overfishing. Through stocking efforts and working with partners in the Lake Tahoe Environmental Improvement Program. we can once again provide this important top predator and sportfish a chance to thrive.

Community Advisory Teams Wanted in 3 Local Areas

El Dorado County is now accepting applications from residents, business owners and others who are interested in being part of one of three Community Advisory Teams that will provide input in the development of commercial and multi-family residential design standards for the Cameron Park, El Dorado Hills and Diamond Springs/El Dorado communities. 

The final design standards will be presented to the El Dorado County Board of Supervisors for adoption at the end of the anticipated three-year planning process and will streamline the process for future new commercial and multi-family residential development that meets the design standards requirements. 

“This community planning effort was made possible by support from the Board of Supervisors in approving $250,000 to fund the effort,” noted Tiffany Schmid, Director of the Planning and Building Department. 

The Community Advisory Teams will each be comprised of 8-12 people representing diverse viewpoints within the communities, including residents, local business owners, Chamber of Commerce, real estate brokers, development professionals, and land owners of properties zoned commercial or multi-family. Participants will be asked to participate in four meetings during 2020 and 2021. 

“This is a great opportunity for anyone interested in shaping how the Cameron Park, El Dorado Hills or Diamond Springs/El Dorado communities will look in years to come,” said Schmid.

Opinion -  Taxing the Life Out of Us with Cemetery Tax

Hey there, neighbors..... I received this notice in the mail yesterday. It states that our illustrious Board of Supervisors think we have more than enough money in this county and shouldn’t mind if they tax us SOME MORE to pay to remodel the CEMETERIES around here. I don’t know about you, but I’m doing all I can to keep PG&E and the insurance companies in business, let alone put gas in my car. Be aware that if you object to this hijacking of your hard earned money, you must either object in writing or show up for their meeting in November. I live in District 2, which is Pleasant Valley. “My” supervisor is Shiva Frentzen 621-5651 bostwo@edcgov.us. I will be contacting her directly with my thoughts!


NOTICE OF PUBLIC HEARING 

The El Dorado County Board of Supervisors hereby notices a public hearing pursuant to Government Code Section 25217 to conduct proceedings to form the Western Slope Cemetery Zone of Benefit within County Service Area 9. Public input will be received at the hearing. Written objections may also be mailed to the Board of Supervisors. 

The proposed zone consists of the Western Slope of El Dorado County Service Area 9 except for properties within: Kelsey Cemetery District, Happy Homestead Cemetery District, Georgetown Cemetery Zone of Benefit, City of Placerville, and County Service Area 3 (i.e. Tahoe Basin in El Dorado County). 

The reason for the formation of the zone is to provide different and better levels of service in the operation, maintenance, historical preservation, and capital improvements (e.g. parking, lighting, etc.) for public cemeteries. These services shall be financed through a special tax (e.g. parcel tax) pursuant to section 25215.2 of the Government Code. 

The hearing will be held at the meeting place of the Board of Supervisors, 330 Fair Lane, , Placerville, California at 10:00 a.m. on Tuesday, November 5, 2019, at which time the Board will hear objections and protests to the formation of the Western Slope Cemetery Zone of Benefit. Written objections to the formation of the zone may be mailed to the Board office at 330 Fair Lane, Placerville, California, 95667. In order to be considered, written objections to the formation of the zone must be received no later than the close of public testimony portion of the public hearing.

Shields and Sjostrom join BLM’s Mother Lode Field Office

EL DORADO HILLS, Calif. – Elizabeth Meyer-Shields and Josh Sjostrom have joined the Bureau of Land Management’s Mother Lode Field Office as the new field manager and assistant field manager, respectively, based in El Dorado Hills.

“Since starting my new assignment in January, I have really enjoyed working with our community partners, who along with our dedicated, hard-working staff, work well together as a team on a wide variety of issues,” says Meyer-Shields. “We have a wealth of natural resources in the Mother Lode and collectively we can leverage resources to accomplish projects on a broader, landscape-scale than we could ever achieve individually.”

Meyer-Shields started her federal career as a Presidential Management Fellow in the planning and environmental coordination program at the BLM’s Washington Office. She has been the BLM California state planning and environmental coordinator and previously served as both the acting associate Mother Lode field manager, then acting Mother Lode field manager after William Haigh retired in late 2018.  Meyer-Shields has a law degree from the University of Denver and an environmental science degree from Oregon State University.

Sjostrom joins the BLM from the Eldorado National Forest, Placerville Ranger District where he worked as  a natural resources officer.

“I believe partnerships are vital to managing sustainable, working public lands,” says Sjostrom. “I look forward to fulfilling the multiple-use mission of the BLM by engaging partners to ensure our efforts reflect the interests of the communities we serve.”

Sjostrom began his federal career as a forestry technician at the White Mountain National Forest in New Hampshire, where he grew up.  He has also worked as a wildland firefighter on the Klamath National Forest and is dedicated to wildland fire safety and forest health. Sjostrom has political science degree with a minor in business administration from the University of Maine.

The Mother Lode Field Office manages roughly 230,000 acres of public lands stretching across 14 counties in the central Sierra Nevada foothills from Nevada County in the north to Mariposa County to the south. Areas of interest include the Cosumnes River Preserve; the North Fork American, Merced, and Tuolumne Wild and Scenic Rivers; the Pine Hill Preserve and the Red Hills Area of Critical Environmental Concern, as well as highly visited recreation areas along the South Fork American, South Yuba, and Mokelumne rivers. Major programs within the office include recreation, minerals, realty, botany, wildlife, fuels and forestry.

Online photo of riderless horse spurs unanswered question: is it real or a hoax?

... Kimberly Weick-Machado, who runs Lazy Horse Ranch in Placerville, shared social media posts Friday with The Union Democrat. She emailed the posts and said, “Hi, I was wondering if anyone heard of a rider falling off their horse? A horse was found fully tacked in Sonora Hills.”...

Social media posts circulated this week with photos of a horse ostensibly found in the Sonora area with a saddle and reins and no rider...

Weick-Machado said in a phone interview Friday she’s active with animal rescues and she advocates for wild horses. She said, “When you hear something like this, you’re also concerned for the rider. A horse found fully tacked means either a rider fell off, got bucked off, had a heart attack, or could be injured somewhere up in the hills.”...

...Both Weick-Machado and Metcalfe said Friday in phone interviews they have no way of knowing whether the riderless horse story is true, if it’s a combination of two unrelated incidents, or if it’s a hoax.

BACKGROUND:  

The passage of the Voters Choice Act, SB 450, created a new model of voting, including using “vote centers” as opposed to precinct polling places. The County was also required to purchase new equipment prior to the March 2020 election.

Cops Say Cali 'Safe Neighborhoods' Law Gave Criminals Never-Before-Seen Boldness

A California law designed to ease prison overcrowding is only emboldening criminals, according to police.

While supporters of the law disagree, facts seem to back up what police officers are saying.

Proposition 47, or the Safe Neighborhoods and Schools Act, was originally passed in 2014. The law changed the thresholds for felony thefts and drug possession in an attempt to keep more people out of prison.

Police say the law has only emboldened thieves, giving them a “get out of jail free” card for an even larger amount of stolen goods.

“It’s a boldness like we’re seeing never before and just a disregard for fellow human beings,” Vacaville Police Department Lieutenant Mark Donaldson told KMAX.

After Prop. 47 established that criminals could get away with more crime, their tactics evolved to benefit from the law.

Shoplifting gave way to organized retail theft targeting stores near freeways. Traveling in larger groups meant criminals could walk away with more loot, and locations next to major roads facilitated a faster getaway.

Of course, even if they’re caught, many of the criminals know they’re protected under the law and will only be hit with misdemeanor charges.

“They know the law,” Donaldson said.

“One of the first things they ask us,” he said, is, “Can’t I just get a ticket so I can be on my way?”

While it’s debatable if the law led to safer neighborhoods and schools, businesses definitely didn’t benefit from Prop. 47.

According to KMAX, annual loss due retail theft has doubled since 2014 in some areas. Incidents with multiple suspects, like those committed by organized shoplifting groups, are up 40 percent in Vacaville.

10th Fairway Death at Apple Mountain Golf Resort

[PR Pond]

CHP "Placerville Office" reported that On 10-7-19 at approximately 1627 hours, CHP Placerville was dispatched to a collision at Apple Mountain Golf Resort located at 3455 Carson Rd. The collision involved a golf cart and was located on the 10th fairway.   During the investigation it was determined that a 44 year old male from Texas was driving a golf cart with a 31 year old male passenger from Sacramento. The male driver was driving the golf cart at an unsafe speed downhill on the cart path. Due to this unsafe speed, the driver lost control of the golf cart as it began to traverse a cart bridge. The golf cart turned toward the bridge rail and broke through. The golf cart then continued on down into a creek. The driver was ejected from the cart and unfortunately sustained fatal injuries. The passenger suffered minor injuries and was transported to Marshall Hospital.

CHP added:

The collision is still under investigation;

Alcohol consumption is being investigated as a possible factor;

Names are being withheld pending notification of next of kin.

 

"So sad! This isn't the first time someone died in a golf cart accident up at a Camino golf course. We own a golf cart and are very careful when we are driving it up and down our hilly, winding country roads. They are fun, but they can be dangerous." - Darla Martin.
