SLT to celebrate visit by President of "Sister City" - Ameca, Mexico

South Lake Tahoe, CA- The Municipal President of Ameca will visit South Lake Tahoe on October 15th for a reception and official signing of the recently approved sister city agreement.

An active committee has been meeting for approximately 6 months to discuss the benefits of a “sisterhood”, such as cultural, culinary, music, and education exchanges, to name a few. Many residents in South Lake Tahoe have family roots in Ameca.

“Many Hispanic residents of South Lake Tahoe have close ties to Ameca, and there has been significant interest in South Lake Tahoe and Ameca in formalizing a Sister City relationship between the two cities,” said City Manager Frank Rush, “We are excited to recognize their leaders and ours during this reception and official signing ceremony.”

The Sister City Program, administered by Sister Cities International (SCI), was founded in 1956 by President Dwight D. Eisenhower. The founding principles of the Sister City movement were to encourage direct personal contact by establishing greater friendships between the United States and other nations through mutual respect, understanding, and cooperation.

Today, SCI represents sister city programs of more than 1,100 U.S cities and their 2,000 partners in more than 120 countries worldwide. SCI is the premier organization for citizen diplomacy in the United States and leads the national movement for local community development and volunteer action in the global arena.

The reception will take place at City Hall from 4:30-5:30 and will include local fare and food familiar to Ameca as well. Food and drinks will be free, and the reception is open to the public. Mayor Brooke Laine and Amecan President Juan Valentin Serrano Jiménez will sign the official agreement during the City Council meeting.

Coroner Investigation finds No Foul Play in Pollock Death

On Wednesday, October 9, 2019, at 0342 hours, EDSO was dispatched to a report of a deceased person at an address in Pollock Pines, Ca. The man has been identified as 67-year-old Robert Mardis.

An autopsy was completed this afternoon and the cause of death was determined as Severe Coronary Artery Atherosclerosis. Mardis also had a clinical history of C.O.P.D.

The investigation into this death has concluded and this case is considered closed.

Next of kin notifications have been completed.

DNA ID of Skeleton Remains brings Daughter from Russia

In November 2015, a family walking along the Folsom Lake waterfront made a discovery which lead to a multi year investigation, spanning numerous agencies and even another country. The discovery? Skeleton remains, which had only become visible due to a historic drought.

We contacted an anthropology team at California State University, Chico, who came and collected the remains. Their evaluation of the remains provided a general description of the person, a white adult man, as well as noted dental work which could assist in identification. We then brought the remains to the Sacramento County Coroner’s Office to be reviewed by a forensic odontologist who found that the dental work on the teeth was not likely done in the United States.

It was around this same time that we received a tip from a local citizen about a possible drowning in Folsom Lake in the mid 1990’s.
On June 21, 1996, EDSO had been called by California State Parks to search for 29-year-old Oleg Zheleznikov, a Russian National Citizen. Oleg, along with two other Russian National Citizens, a translator, and the boat’s captain had gone sailing on Folsom Lake. Oleg had jumped into the water to swim while the sails were still up. By the time the boat was able to turn around and get to the area where Oleg jumped in, he had disappeared beneath the surface.

The EDSO Dive Team searched for Oleg in water depths around 100 feet deep and were unable to locate him. Undersheriff Randy Peshon, a Sergeant at the time and one of the divers, later described how murky the water had been with zero visibility.

EDSO Coroner Detectives were able to locate the original State Park Ranger, the translator and boat captain. With this information, they confirmed that the area these remains were found was the same general vicinity that Oleg had last been seen. EDSO also found out that at the time of Oleg’s death, he was married and had an eight-year-old daughter in Russia.

With a DNA sample in hand, the only way to positively identify the remains was to locate Oleg’s daughter and compare her DNA to his. For this, we turned to the FBI for assistance. 

Information was relayed to the FBI Sacramento Division, who then passed it onto the FBI’s Legal Attaché Office (Legat) in Moscow, Russia. The Legat worked diligently with Interpol and Russia authorities to identify Oleg’s Daughter, Yulia Rusina, and obtain a DNA sample for comparison. After many years of work, the remains found in 2015 were positively identified in June 2018 as Oleg Zheleznikov.

While it was important for us to identify the remains and provide closure to Oleg’s family, we felt that more could be done. Together, with assistance from an FBI Sacramento Division Victim Specialist, Yulia was provided a secure flight and hotel accommodations to come to America and recover her father’s remains.

Yulia flew into San Francisco on Saturday, Oct. 5, and was picked up by members of EDSO, including Deputy Gutsu and his wife, who are both fluent in Russian and had connected with Yulia on Facebook, as well as representatives from the FBI.

Yulia spent a few days in El Dorado County taking in the sites and experiences that we have to offer. On Monday, Oct. 7, 2019, she picked up her father’s urn from Green Valley Mortuary and met with the Sheriff, as well as EDSO and FBI staff who had been involved in the investigation.

On Wednesday, Yulia flew back to Russia, returning Oleg to his home and his family.

The City of Placerville has been notified by PG&E that we likely will be involved in another Public Safety Power Shutoff (PSPS) event for this Wednesday and Thursday. PG&E Meteorologist along with NWS are looking at another possible wind event coming in approximately Wednesday at 1700 hours. 

The following is the estimate for El Dorado County time shutoff from PG&E: 

Weather event (1st period) - Wednesday 1700 to Thursday 1200 hours
Timing for De-energization - Wednesday, 1400-1700 hours

Impacted El Dorado customers - Approximately 40k (Contact PG&E to determine affected areas)

A weather system digging into the Great Basin region will create gusty north to east winds over portions of interior Northern California Wednesday and Thursday. Daytime minimum relative humidity values will be very low along with extremely poor overnight recoveries Wednesday night. These will lead to critical fire weather conditions for the northern Coastal Range and foothills, the Sacramento Valley, portions of the northern San Joaquin Valley, and the Northern Sierra Nevada and foothills below 7000 feet.

The National Weather Service in Sacramento has issued a Fire Weather Watch, which is in effect from late Tuesday night through Thursday afternoon.

* AFFECTED AREA...

Fire weather zones includes the northern Coastal Range and foothills, the Sacramento Valley,  portions of the northern San Joaquin Valley, and the Northern  Sierra Nevada and foothills below 7000 feet.

* WIND...

North to northeast wind 15 to 25 mph with gusts 30 to 40  mph, locally higher in canyons and exposed ridges.

* HUMIDITY

...Daytime minimum humidities mainly in the teens with  poor overnight recoveries from the teens to 30 percent Wednesday  night.

* IMPACTS

...any fires that develop will likely spread rapidly.  Outdoor burning is not recommended.

On October 26, 2019 there will be a press conference at 11 AM with the Stephen Siller Tunnel to Towers Foundation, named after a
fallen 9/11 FDNY Firefighter. The Foundations plans to assume the mortgage on the home of Deputy Brian Ishmael.

Tunnel to Towers Foundation to Announce Plan to Pay the Mortgage on the Home of Slain El Dorado Sheriff Deputy. 
Deputy Brian Ishmael was a pillar in this community, a husband, and father of three.

On Saturday, October 26, 2019, at 11:00 am the Stephen Siller Tunnel to Towers Foundation, named after a fallen 9/11 FDNY
Firefighter, will announce outside of the El Dorado County Sheriff's Department its plans to assume the mortgage on the home of El
Dorado County Sheriff's Deputy Brian Ishmael. 

Deputy Ishmael was a four-year veteran of the El Dorado County Sheriff's Office. He had previously served with the Placerville Police
Department. 

He leaves behind his wife Katie, and their three children. 

"Deputy Brian Ishmael was a devoted husband, father, and public servant. We can't replace the loss his family feels, but we hope the
knowledge that they will be able to stay in the home they chose together will provide some comfort to Katie and her children," said
Tunnel to Towers Chairman and CEO Frank Siller. 

The Tunnel to Tower Foundation's Fallen First Responder Home Program fulfills the debt on homes of firefighters and police officers
killed in the line of duty. Since 2015, 40 families have been given the security and stability of a mortgage-free home.

New Ray Lawyer Drive Park-and-Ride Opening

Diamond Springs, CA, October 25, 2019 – The El Dorado County Transit Authority (El Dorado Transit) will begin commuter bus service to the new Ray Lawyer Drive Park-and-Ride in Placerville on Monday, November 4, 2019.
 
The new park-and-ride was built as a piece of the Western Placerville Interchange Project that is being constructed by the City of Placerville. The ribbon cutting ceremony will be held at the site by the City of Placerville on Tuesday, October 29, 2019 at 12:00 pm. 
 
The location of the park-and-ride near the intersection of Ray Lawyer Drive and Forni Road gives buses uncomplicated access from the freeway. El Dorado Transit will discontinue the agreement with the El Dorado County Fairgrounds to use the upper parking lot as a park-and-ride. The new park-and-ride has approximately 150 parking spaces, giving the community bus service, carpool, vanpool and the bike trail parking.

EID Customers - During Power Outages, Please Conserve Water Even If You Don't Lose Power

There is an increased likelihood of a third PG&E Public Safety Power Shutoff event beginning Saturday, October 26 that could extend for a period of several days. Please help us keep services flowing by conserving water during the PSPS event, even if you don't lose power.

PGE-PSPSAccording to the most recent messages received from PG&E, there is an increased likelihood of a third PG&E Public Safety Power Shutoff event beginning Saturday, October 26 that could extend for a period of several days.

As with previous PG&E PSPS events, EID’s ability to provide water and wastewater treatment to our customers may be affected. Although many District facilities have backup power, it is limited to only meet minimum public health and safety needs. Your water will continue to be safe to drink as water quality will be unaffected by the power outage.

Once again we are asking all customers throughout EID’s service area to be prepared to discontinue any non-essential water usage once PG&E shuts off power, including outdoor irrigation, running dishwashers and clothes washers, and car washing. This will help us ensure drinking water supplies and sanitary sewer services are adequate to maintain basic health and safety level service to customers throughout the duration of this event. Leading up to the anticipated PG&E PSPS event, customers are encouraged to maintain water usage for typical needs.

Even if your specific location does not lose power during PG&E’s PSPS event, key EID facilities providing your drinking water and/or sewer services from substantial distances away are likely impacted.  In some cases this may be as much as 25 miles. Therefore, we are once again asking for everyone’s help to minimize the potential for disruptions to your service. An easy way to help out during the power outage is to simply turn off all outside irrigation until the PSPS event is over.

During the two previous PG&E PSPS events this month, our customers worked together to conserve and avoid any disruptions to water and/or sewer services. Your continued help and understanding during these events is greatly appreciated and will enable us all to weather the upcoming power outage. Due to our customer’s positive response in association with the PG&E PSPS events, the District is confident in our customers’ understanding of these requests and the next message you should receive from the District will be the lift of conservation should PG&E move forward with the PSPS event.

A strong but dry storm system will move south through northern California Saturday night and Sunday. This system will cause strong and potentially damaging North to East winds over much of interior California including the Delta, portions of the mountains and foothills. This will likely be the strongest wind storm of the fall season and one of the strongest of the past few years.

EDC school leaders educate Gov. Newsom on PSPS impacts

On Thursday, October 31, Governor Gavin Newsom and State Superintendent of Public Instruction Tony Thurmond visited El Dorado County and Blue Oak Elementary School to learn about the impacts of the recent PG&E Public Safety Power Shutoffs (PSPS). Gov. Newsom and Superintendent Thurmond met with El Dorado County Superintendent of Schools Dr. Ed Manansala, Buckeye Union School District (BUSD) Superintendent Dr. David Roth, and several BUSD officials to hear first-hand about the challenges that school officials encounter when making decisions regarding school closures. 

Throughout October, PSPS events disrupted nine school days, during which time up to 38 different school sites were unable to open, resulting in a loss of 201 instructional days. County Superintendent Manansala explained, “These uncertain circumstances place hardships on students and families, and we are grateful for their understanding and patience. Our 15 school districts are extremely diverse in terms of size, student population, geographic location and elevation level. School closure decisions are made at the local district level, and school officials consider many factors including safety, security, health (medication storage), heat, well water, food storage, ability to cook meals, sewage systems, access to generators and communication systems. Many districts endured multiple days without power and remained closed, lacking the resources to operate safely under these conditions. I am proud of our educational leaders who are working tirelessly to manage these uncertain circumstances.”

On Monday, October 28, BUSD did not have electricity at three schools – Blue Oak Elementary, Buckeye Elementary, and Camerado Springs Middle School – and district officials took measures that allowed them to open for class during the single, school-day power outage. At a press conference held at Blue Oak Elementary School, Superintendent Roth explained, “My team has joined me today – Board President Brenda Hanson-Smith Ph.D., Assistant Superintendent of Administrative Services Jackie McHaney, Blue Oak Principal Rachelle Ball, Camerado Springs Principal Doug Shupe and Facilities Director Brian McCahon. Over the weekend, we received word that three sites would be without power this last Monday, so with my committed leadership team, we swung into action and began planning on how we might open those sites. Our first consideration was student and family safety including the implementation of on-foot fire watch patrol and generators to keep telephone lines operational. Other considerations included communication with families, food availability, lighting and more.”

Gov. Newsom addressed reporters and acknowledged the indirect consequences of lost classroom time, “Schools are not just places of learning, it’s about a different maturation. It’s about a different connection to one another, and any disruption to that has a real impact on children.” He went on to explain the steps that state leaders are taking to strengthen systems and plan for future uncertainty.  

State Superintendent Thurmond noted, “Future proposals may include rethinking the traditional school calendar and building in makeup days to deal with not only natural disasters but unplanned power outages. In addition, Governor Newsom has proposed a $15 billion bond to fund back-up generators and solar panels to keep schools open during an unforeseen power outage.” 

After the conference, County Superintendent Manansala expressed,” I am grateful for all of our school district and El Dorado County Office of Education (EDCOE) leaders and team members. Many of them were without power at their homes and remained steadfastly dedicated to their school duties while also managing challenges at home. These PSPS events were a true testament of El Dorado County’s spirit and resiliency.”
