Cool Community Planning Presentation to County Transportation Commission on Thursday, September 7, 2017 at 2:00 pm.

On Thursday, September 7th at 2:00 pm, the El Dorado County Transportation Commission (EDCTC) will receive a presentation on community planning efforts that took place this Spring in the community of Cool.  The meeting will take place in the County Board of Supervisors Chambers located at 330 Fair Lane, in Placerville.  For more information, see the EDCTC agenda (Item 6).

Kidnapping and Car Chase Ends at Hospital

Placerville, CA – Jefford fails to yield to Placerville Police Officer while driving stolen vehicle after kidnapping ex-girlfriend.

On September 5th, 2017 at 12:28 p.m., Placerville Police Officers were dispatched to a report of a kidnapping and vehicle theft that occurred at 455 Placerville Drive. Officers contacted the adult female victim at that location. The victim advised the officers that her mother’s vehicle, a 2002 Volkswagen Beetle, was stolen and she had been kidnapped by a Justin Jefford, 21 year old male from Placerville about a half hour earlier.

The suspect, who is the ex-boyfriend of the victim, entered the driver’s seat of the vehicle while the victim was in the passenger seat. He drove her to the Shingle Springs area against her will refusing to let her out of the vehicle. Once Jefford stopped and got out of the vehicle, the victim fled the vehicle, hiding from the suspect and ran to safety. The victim was able to call law enforcement and the El Dorado County Sheriff’s Office located her. 

Later in the afternoon around, 4:08 p.m., a Placerville Police Officer observed a vehicle matching the

description of the stolen Volkswagen Beetle on Placerville Drive and Pierroz Road. When the officer was behind the vehicle, the driver immediately failed to yield to the officer’s overhead lights and siren. The driver of the vehicle, who was confirmed to be Justin Jefford, continued to drive on Placerville Drive to Green Valley Road. Jefford continued to flee westbound on Green Valley Road. The officer continued to pursue the vehicle and lost sight around a corner just west of Green Stone Road. The pursuit ended when Jefford crossed into the opposing lane and crashed into on oncoming vehicle.

The driver of the other vehicle and Jefford sustained major injuries and were transported to Sacramento area hospitals.

Jefford was arrested for Penal Code Section 207, Kidnapping, Vehicle Code Section 10851- Stolen Vehicle, Vehicle Code Section 2800.2- Felony Evading a Police Officer, and Penal Code Section 1170 (H)(5) – Mandatory Release, Violation of Probation . Jefford’s prior criminal conviction sentenced him to prison, however due to realignment, AB 109, he was released and placed on probation in El Dorado County.

Jefford’s is currently being treated for his injuries and will be booked into jail upon release from the hospital.

El Dorado County Man Indicted for Distributing a Designer Drug that Caused the Death of a Minor

SACRAMENTO, Calif. — On August 31, 2017, a federal grand jury returned a two-count indictment against Elijah Lee Richter, 26, of Camino, charging him with distribution of a controlled substance known as 25i-nBOME that caused death, and possession of a controlled substance, U.S. Attorney Phillip A. Talbert announced.

According to the indictment, on September 8, 2012, Richter knowingly and intentionally distributed 25i-nBOME, a controlled substance analogue, which caused the death of a juvenile named A.A.

This case is the product of an investigation by the El Dorado County Sheriff’s Department, El Dorado County District Attorney’s Office, and the Drug Enforcement Administration as part of an Organized Crime Drug Enforcement Task Force (OCDETF). The OCDETF Program was established in 1982 to conduct comprehensive, multilevel attacks on major drug trafficking and money laundering organizations. The principal mission of the OCDETF program is to identify, disrupt, and dismantle the most serious drug trafficking and money laundering organizations and those primarily responsible for the nation’s drug supply. Assistant United States Attorneys Jason Hitt and Paul Hemesath are prosecuting the case.

If convicted on the distribution charge, Richter faces a maximum statutory penalty of life in prison, a mandatory minimum of 20 years in prison, and a $10 million fine. Any sentence, however, would be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables. The charges are only allegations; the defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt.

Political Opinion - California Republicans Last Stand

The Golden State’s first U.S. Senator, John C. Fremont, was “Lincoln’s Pathfinder” as the first presidential candidate of the new Republican party, in 1856.

Ronald Reagan was California’s 33rd Governor, and the successful two-term 40th President of the United States.

Proposition 13 and the anti-tax movement were important and longstanding efforts to protect homeowners from the voracious appetites and confiscatory taxation ambitions of local and state governments.

Today, California Republicans are at a low ebb. Voter registration statewide has the GOP, at less than 25%, now in 3rd place, behind both registered Democrats and Independents.

The “top two” voting system means that GOP candidates don’t even appear on the general election ballot for U.S. Senator or Governor anymore.

The last time a Republican won a U.S. Senate seat in California was in 1988 (Pete Wilson). All current statewide elected constitutional officers are Democrats, and the state legislature in Sacramento is now 2/3rd Democrat, a super-majority.

Under Governor Jerry’s Brown 4th term, the cumulative cap and trade (carbon) taxes, the nation’s highest gas taxes, high sales and property taxes, auto taxes, corporate taxes, state income & capital gains taxes, and punishing permit fees & licensure costs and regulatory burdens & fines are simply crushing hardworking taxpayers and small business people, millions of whom have fled the state.

The one-party Golden State is in crisis:
— ranks near the bottom, year after year, in 4th and 8th grade math and reading scores, and in high school literacy and graduation rates
— faces increasing crime rates, due to the debacles of a U.S. Supreme Court rejection of the state prison system, and Gov. Brown-and-voter- approved early release of criminals
— violates federal law via “sanctuary cities” for illegal immigrants
— fails to build dams, and creates man-made drought due to environmental extremism
— suffers desperately high rates of Inland unemployment & poverty, including in the rural “north state”, where regulatory assaults on the local mining, timber, fishing, and agricultural industries & water rights result in social maladies such as spousal & child abuse
— leads the nation in welfare, with fully 1/3rd of the nation’s welfare cases
— pays out billions of dollars a year in union-secured salaries and benefits and obscenely high pension liabilities to public employees — funds therefore unavailable for education or road repairs or prisons or children health programs.

The U.S. congressional delegation from California now numbers merely 14 Republicans out of 53 representatives: LaMalfa, McClintock, Cook, Denham, Valadao, Nunes, McCarthy, Knight, Royce, Calvert, Rohrabacher, Issa, Hunter, and Walters. These Members of Congress often come from the grassroots of the Republican party, assert their respect for the legacy of Ronald Reagan, and have achieved important accomplishments as Committee Chairs in the areas of national security, intelligence, and natural resources, et al.

They are about to face their biggest test to remain resolute and focused on their constituents, to serve the party of Reagan, and to stand by the hardworking taxpayers of California, by saving us from the swamp that is Washington, D.C.

The GOP Congressional Majority, via the tax-writing House Ways & Means Committee, and the Trump administration, are finalizing a long process of legislative sausage-making: tax cuts, tax reform, & tax simplification are the stated goals.

Many agree in theory with the idea of cutting the federal corporate tax rate, from 35% to 20% or even 15%. The United States is uncompetitive with Canada, and European and Asian nations, and trillions of dollars are trapped overseas as American companies don’t repatriate these profits.

Unfortunately, instead of cutting record levels of Federal government spending, Congress wants to off-set any federal revenue reductions with the usual gambit: taking ever more money from the middle class to pay for corporate tax relief.

After the failure to reduce taxes via a repeal and replacement of ObamaCare, GOP tax writers are now looking for more revenue.

In response, lobbyists seek to maintain all or most of the federal tax charitable contribution deduction, and the tax benefits associated with annual individual IRA and 401k retirement savings contributions and 1031 Real Estate Exchanges.

And, citizens in expensive real estate areas are championed (by mostly Democrats, so far) seeking to keep the $1 Million cap on the mortgage interest deduction. Slashing this down to $500,000, as proposed, would penalize the home ownership dreams of millions of Californians.

But there is one major tax deduction which seems yet to have a public GOP champion: the deduction from federal taxes of state and local taxes paid, which reduces adjusted gross income by about 8% per taxpayer itemizing on his/her federal tax return.

This deduction has existed since the U.S. began formally collecting income taxes in 1913, and the Tax Policy Center estimates $1.3 Trillion over 10 years would be sent to D.C. by eliminating the state and local tax deduction.

The non-partisan Tax Foundation estimated the federal deduction of state and local taxes at over $100 Billion, in 2014, in California, about 1/5th of the total value nationwide. New York was second at $68 Billion.

So, astonishingly, leaders of the national GOP are proposing to cut taxes, bigly, on Google, for example, which fires young workers who dare to express a politically incorrect point of view, but dramatically to raise taxes on families who have been voting GOP for decades?

Liberal Governor Andrew Cuomo (D-NY) opposes this effort, as does Rep. Mike Thompson (D-St. Helena), but not a word from Majority Leader Kevin McCarthy (R-Bakersfield)? Does he really want further to build the wealth and political power & war chests of left-wing high-tech corporate Democrats in Silicon Valley, while hammering middle class taxpayers from the Oregon border to San Diego, and in the Bay Area, L.A., the OC, and everywhere in between?

California is a net donor state. Unlike Mississippi, for example, far more money flows from California taxpayers to Washington, D.C. than comes back to the Golden State. The argument that the deductibility of state and local taxes is a subsidy to blue state taxpayers is therefore wrong.

The simple question is: Do our Republican representatives want money to remain in the hands of their very highly taxed constituents, to grow companies, hire workers, build families, spend in the economy, and reward & incentivize sacrifice, or do they want ever more money to flow to D.C. where it is over-spent on every bureaucratic boondoggle and protects the political power of incumbents?

Show us (who keeps) the money, Congressmen! Citizens or the bloated federal government?

Taxing Californians, the highest taxed citizens in the country, ever more, by eliminating the deductibility of state and local taxes, will be the final blow, resulting in the final exodus of Republicans via the I-15 to Nevada and other states which do not even assess state income taxes.

The GOP in Congress may finish off Republicans in California, tipping the most populace state into 3rd World status, and destroying the American dream for hardworking taxpayers.

That likely means no more voters for GOP Congressmen too. California Democrats must be gleeful.

EDC DA Vern Pierson Opines about Use of Grand Jury in Police Abuse Cases

Two years ago, with much fanfare, Senate Bill 227 became law, banning the use of grand juries in officer-involved shooting cases. This misguided legislation was passed in part due to the widely disseminated narrative that Michael Brown was shot and killed in Ferguson, Mo., by a police officer while trying to surrender and shouting, “Hands up don’t shoot.”

This narrative also included the local district attorney covering up the shooting using a grand jury. Ironically, Senate Bill 227 passed out of the Legislature and became law after then-Attorney General Eric Holder debunked the entire salacious narrative in a detailed 83-page report.

Every day, law enforcement officers put their lives on the line to keep us safe. Unfortunately, their job has been getting more difficult and more dangerous over the last few years.

The anti-police rhetoric has been fueled by misguided politicians, special interest groups, false narratives in the news media, and yes, the misconduct of a few. While not as prevalent as the media has portrayed, officer-involved fatal-force cases do occur and occasionally these very difficult cases need to be investigated by a grand jury.

The district attorney has the responsibility to investigate any potential criminal activity, regardless of whom the suspect may be, and hold that person or persons accountable for their actions. Furthermore, the public is entitled to a comprehensive, professional and transparent investigation. The grand jury is an essential tool and the misguided ban imposed by SB 227 in fact made it more difficult to investigate use-of-force cases.

Not only was SB 227 objectionable for these reasons, but also because it clearly violated the California Constitution. As a result, my office, supported by prosecutors throughout California, challenged this new law in court.

Earlier this year, the 3rd District Court of Appeal struck down SB 227, finding it unconstitutional. Supporters of SB 227 unsuccessfully challenged this opinion in the California Supreme Court.

At the same time, California prosecutors sought to maintain the grand jury as an effective tool to investigate use-of-force cases, yet modify the rules to ensure transparency in cases not resulting in an indictment. On Sept. 1, with very little fanfare, a bipartisan fix was finally signed into law.

Assembly Bill 1024, authored by Assemblyman Kevin Kiley, R-Rocklin, now requires a court to disclose all or a part of a grand jury indictment proceeding transcript if the grand jury decides not to return an indictment concerning an offense that involves a shooting or use of excessive force by a peace officer. In an era where political posturing and grandstanding seem to drive discourse, it’s refreshing to see the system work on behalf of Californians.

We would all be better served by dialing down the rhetoric and refocusing on concrete solutions rather than narratives and political talking points. A good place to start is the catastrophic crisis of our jails and prisons being transformed into expensive and ineffective mental health facilities. Californians deserve no less.

October is a time to honor those who have been diagnosed with cancer and remember those who have passed as our community celebrates Breast Cancer Awareness Month. The pink lights are a reminder to women to take charge of their health by getting annual mammograms, doing monthly exams, and seeing their physicians for regular checkups. We want to promote early detection of breast cancer and save lives.

There will be a window design contest judged by local artists and festivities at Flowers on Main during the Placerville Art & Wine Festival and Banners on Parade auction on Saturday evening, October 21st

Case Dismissal Against El Dorado County Marijuana Grower Gregory Gilman

Placerville, CA — California’s legalized marijuana laws are finally set to take effect in only 4 months beginning on January 1st, 2018. However, though the legalization tides are changing in California and throughout much of the country, some California counties are digging in their heels with a hard line stance towards enforcement.

Proposition 64 legalizes the recreational use of marijuana, but it also allows individual California counties to determine how to regulate its cultivation and sale. Many counties are currently in the process of studying and drafting zoning, tax and other regulations.

Some counties such as Amador have decided to ban cultivation as well as manufacturing and retail. Other more marijuana-friendly counties, such as perhaps not surprisingly - Humboldt have taken a more lenient stance and approved all three.

One of the California’s stricter counties is El Dorado which continues to target and arrest growers – partially due to the hard line stance of El Dorado County Sheriff, John D’Agostini who recently declared in May at a Board of Supervisors meeting that “he is firmly against any kind of regulation of marijuana in El Dorado County and supports a full ban.”

According to criminal defense attorney Michelle Spaulding of Spaulding Campi Criminal Attorneys, marijuana arrests in El Dorado county are ongoing and are politically motivated.

Ms. Spaulding’s client, Greg Gilman, and his adult son Dalton, are two El Dorado county growers who in 2015 got caught up in this political web. The Gilmans ran what Ms. Spaulding says was a legal home grow which was raided by the El Dorado County Sheriff’s SWAT team in July of 2015.

During the raid, the authorities confiscated 170 marijuana plants, and also collected additional items which they described in a press release as an illegal firearm and various items indicating motorcycle gang affiliation.

According to Ms. Spaulding, the additional evidence was a red herring to distract from the fact that they raided a perfectly legitimate grow.

The problem with the additional evidence, she explains, was that the firearm, which was described as an assault rifle by the authorities, was actually a .22 backpacking rifle - the kind often given to kids for Christmas in rural areas.

Moreover, says Spaulding, not one resident of the house had ever before seen this rifle. "The supposed Hells Angels motorcycle gang shirt sporting a #81 that justified the alleged gang connection was actually a Raider’s football jersey and black and white which aren't even the right colors to be associated with Hells Angels."

Ms. Spaulding is pleased to report that after two years of the Gilman's life being turned upside down, and a lot of hard work by the Spaulding Campi legal team, all charges were dropped in the case.

Ms. Spaulding says the victory will be a big notch in the legal belt for protecting growers and patients from the abuses of overzealous authorities. She feels that the sheriff and the district attorney should never have pursued these charges against the Gilmans. “Gregory Gilman tried hard to comply with the complex regulations, but was instead turned into a scapegoat. He and his family are now vindicated.”

Knowing How to Get Help When an Elder Shows Signs of Abuse

Some signs of abuse may be obvious while others may require a closer look. If you discover possible abuse, what are your next steps?

The person who might be the victim of abuse either could not or would not advocate for themselves. Depending on the level of abuse, you may choose to get a family member involved. Last week’s blog, Elder Abuse and Neglect - Understanding the Warning Signs, will help you understand how to detect red flags,

Adult Protective Services (http://www.cdss.ca.gov/Adult-Protective-Services) should be contacted when any type of abuse or neglect (even self-neglect!) is suspected. For abuse inside a care facility, contact your local Ombudsmen, (https://www.state.gov/s/ombudsman). You can make a report over the phone, in person, or anonymously. The important thing is not to ignore whatever it is that causes you to believe that something is amiss.

What happens when the abuser is you?

Many caregivers, such as family members and friends, have not received proper training. As they watch their elder’s condition deteriorate they find themselves in an extremely stressful situation. Over time, no matter how good the original intention, their involvement can cause emotional, mental and physical issues, which can eventually lead to caregiver burnout. Emotional fatigue alone can create an environment where impatience, neglect, or lashing out at the elder may seem justified.

What you, the caregiver, can do to avoid your own overwhelm and burnout

  • -- Recognize the signs of caregiver burnout
  • -- Ask for help from family members or friends. Take care of your own health and get medical care if needed
  • -- Get counseling
  • -- Look for a caregiver support group
  • -- Practice stress reduction techniques, exercise, and take care of yourself!

 

What concerned friends or family members can do

  • -- Watch for the warning signs of elder abuse and if you suspect abuse, report it!
  • -- Track medications to ensure that the amount left in the bottle matches the date on the prescription
  • -- Check financial statements and bills for any questionable activity
  • -- Arrive at your loved one’s home unannounced to get a true sense of what may be going on
  • -- Provide your elder’s caregiver with some needed breaks
  • -- Try to keep different family members involved in the care to prevent the burden from falling on only one person
  • -- Speak out - feelings of shame can keep elder abuse hidden within families
  • -- Substance abuse is a common risk factor; stress and being under the influence heightens the risk of abuse

 

If you are an elder......

  • -- Make sure that you have your legal and financial affairs in order. If you need to make changes, seek professional help from an attorney or accountant
  • -- If managing your money has become difficult, consider hiring a professional fiduciary. Get references, run a background check if possible
  • -- Do not give out personal information over the phone
  • -- Prizes, loans, investments that sound too good to be true, probably are
  • -- Keep your social life active. Stay in touch with friends and family and other social groups
  • -- Call the National Do Not Call Registry to reduce telemarketing calls (888-382-1222)
  • -- Keep a list of important numbers handy so you know how to report abuse

 

If you have experienced abuse speak up! Talk with a family member or friend. You can make the call yourself. Call Adult Protective Services (http://www.cdss.ca.gov/Adult-Protective-Services) and file a report. If the suspected abuse is occurring inside a care facility, contact your local Ombudsmen (https://www.state.gov/s/ombudsman).

 

Important to Remember When Reporting Elder Abuse

  • -- Be specific! It is important to give as many details as possible. Write them down before you make the call; details help facilitate a thorough investigation.
  • -- Unless the elder lacks the mental capacity to make decisions on their own, they have the right to refuse help. This may occur for any number of reasons including fear of retaliation, embarrassment, or pride.
  • -- Each new incident of abuse is a new report and a snapshot of what is going on over a period of time. It reminds the caregiver that they are being watched and shows the elder that they are not alone. Isolation increases the danger and decreases the chance of receiving assistance.

Opinion - DACA, Let's Not Confuse Them With The Facts

Main stream media and the former Obama administration have done a good job of misleading people by not telling the whole story, because division, deceit and disruption is the game of choice for liberals and progressives, regardless of the costs or risks to Americans and our republic form of government.

DACA, the illegal Dreamer's Act,  is a perfect example: From day one, Obama's DACA program was unconstitutional and even acknowledged as such by Obama on a number of occasions, warning that DACA could not guarantee that the Dreamers were not still at risk of being deported.  But remember, 2012 was an election year and it was worth giving a certain segment of the population false hopes.

Trump though, gets all the heat, because he is living up to his campaign promises. First to uphold the Constitution; second for immigration reform and next to strengthen the borders, with more border patrols and a wall. Since 2012, it is both a majority held Democrat and Republican Congress who have failed to do something about immigration. Congress makes the laws and Trump is calling on both sides of the aisle to start doing their jobs and do so quickly.

His action is similar to that of the effort to repeal and replace Obamacare. Both Democrats and Republicans have had years to fix the problems. Again,  another program that from the beginning, was destined to fail, even according to its own architect.

Again, DACA is unconstitutional, but yet, Janet Napolitano, who as President Obama's Homeland Security Secretary created the DACA program and now as the President of the University of California, is leading the school systems lawsuit demanding the program be reinstated. So, California taxpayers are paying for a legal action against a program that has already been deemed unconstitutional. 

Remember also,  it was just last April, when an audit revealed that the University of California hid a “stash of $175 million in secret funds while its leaders requested more taxpayer money from the state. Napolitano's office claimed the true amount was $38 million. Reportedly Napolitano said the money “was held for unexpected expenses such as emerging issues like increased support for undocumented students.”

In 2014, at a town hall, Hillary Clinton was asked about illegal immigration, she told the audience member; “just because your child gets across the border, that does not mean the child gets to stay.” She continued, “so, you don't want to send a message that is contrary to our laws or would encourage more children to ,make that dangerous journey.”

It was in 2006, when Obama, Biden, Clinton and Schumer, were among 26 Senate Democrats who voted in favor of 700 miles of fencing along a stretch of lands on the border of Mexico. Obama said, “it would help better fences & border security along our border and help stem some of the tide of illegal immigration to this country.”

It is time for Americans to decide if we are going to remain a nation of laws. Open your minds. The internet is a powerful resource to search out the truth and find out the whole story. Lastly, tell your representatives in Congress to stop kicking the can down the road and do the job you elected them to do.

Today Confederates, Tomorrow Gold Rush Pioneers -- Monument Erasures

    Since the days of the Egyptian Pharos, totalitarian regimes have used the chiseling away of historical monuments, like the burning of books, to re-write history for the purpose of controlling public thought.  For example, most of us recall seeing news video of the Taliban blowing up the thousand year-old world heritage site Mount Rushmore style carvings of non-Islamic religious leaders in Afghanistan. Today in America, members of the increasingly militant movement to progressively transform our country into what they believe will be a more just society based upon the economic theories of Karl Marx, are seeking to convince Americans that our current political and economic system is deeply flawed and must be rebuilt into their vision of a socialist workers paradise.  Using historical erasure and revision, our Progressive neighbors are trying to create the perception that the greatest threat to liberty in America is racism and only restricting speech and thought can eliminate it – that is, agree with us or be labeled a racist – so you too should agree that Confederate monuments promote slavery and must go.

    Consider our PC neighbors argument, that Confederate monuments should be removed because they no longer reflect a government policy they approve of. Most folks delving into American history know that the War Between the States, or American Civil War, was fought over a complex set of social and economic issues – not just slavery.  For example, Northern industrialists in the developing New England states sought prohibitively high tariffs on machine goods to force southern consumers to buy more expensive goods from their factories instead of English plants producing higher quality less costly goods. So then based upon the PC argument that monuments should only be allowed to remain if they reflect policy popular today, one might ask that because most Americans today now prefer to buy cheaper foreign goods over more expensive domestic products, should we not be erecting more Confederate monuments and removing Federal monuments instead? 

    Unfortunately, our PC neighbors are not limiting their historical erasure efforts to Confederate monuments. For over twenty years our Gold Rush era pioneer monuments have also been a target of Progressive Correctness.  Back in 1995, while working for Senator Dick Montieth, I staffed a resolution to allow a group of Latter Day Saints who were descendants of the famous Mormon Battalion to erect a roadside monument along Highway 49 to commemorate the founding of the Mariposa County gold mining community of Tuttletown by their pioneer forefathers during the Gold Rush. I carefully drafted the resolution with respect to cultural sensibilities surrounding the Mexican-American War and had the language reviewed by Senator Richard Polanco’s office, then the chairman of the Senate Hispanic Caucus.  The resolution passed through the Senate Transportation Committee, Senate Floor, and Assembly Transportation Committee unanimously. Things were different on the Assembly floor where a small group of progressive Democrats tried to stop the resolution because they believed such a monument would glorify war, endorse mining, and promote religion– three things unpopular with progressives. After a lengthy floor fight, the resolution passed with all 41 Republican votes and over half of the Democrat votes. In 1996 the monument was erected along Highway 49 near the site of Tuttletown.  

   Since erased Confederate and Gold Rush Pioneer monuments will be permanently lost to all future generations, should we not be civilly debating the public policy question - do later generations have the moral right to limit monuments to what is popular during their time on earth?– rather than acting in haste to appease a vocal minority?

Oak Ridge Student Spends Summer Conducting Research at UC Davis

While most high school students spent the summer lounging around the pool, playing video games, or maybe working at the nearest mall, Archita Bhattacharya spent her summer researching Tyrosine Sulfation at UC Davis.

Archita Bhattacharya, a senior at Oak Ridge High School, was among a select group of students attending the UC Davis Young Scholars Program this summer. The advanced science program, now over 50 years old and offered by the School of Education, introduces up to 40 high achieving high school sophomores and juniors to the world of original research in the biological and natural sciences.

Participants work one-on-one with research faculty in state-of-the art laboratories for six weeks. Each student works on an individual project and prepares a professional-level research paper and presentation about his or her work.

“Students work under the direction of real-world researchers,” said Rick Pomeroy, Program Director and teacher educator in the School of Education at UC Davis. “In fact, these high school students are engaged in research that most college undergraduates don’t have an opportunity to do.” 

Archita was working in the Departments of Neurobiology, Physiology, and Behavior with Dr. Grace Rosenquist -- a professor and researcher at UC Davis -- as part of the UC Davis Young Scholars Program this summer. Her project was based on Tyrosine Sulfation, specifically on predicting sites of Tyrosine Sulfation in proteins. Tyrosine Sulfation plays an important role in many protein-protein interactions, including virus entry in cells, blood coagulation, and hormone binding to receptors. Among other purposes, this research has potential in improving immunosuppressant drugs.

The program, which kicked off this year on June 25, immerses students in the entire college experience. During the first two weeks of the program, participants attend lectures focusing on recent developments in biology and natural sciences in the mornings and conduct lab science every afternoon. During the last four weeks of the program, students work full time in their labs. Students live in campus dormitories and take field trips every weekend.

To qualify for the program, students must have a strong academic record, have taken biology and two years of college preparatory mathematics and recommendations from their teachers. In addition, applicants must write a personal essay. Substantial fee reductions, based on need, are available to accepted students to help offset the $6,500 program cost. Applications open on December 1, 2017 and are accepted until March 16, 2018. 

“All of the participants are highly qualified academically, take honors or advanced placement courses in high school and have high GPAs,” said Pomeroy. “Most importantly, though, they have all demonstrated a desire and ability to conduct original scientific research and have the potential to contribute significantly to the field.”

Recycled Water Irrigation Workshop

The workshop will cover the District’s recycled water irrigation system and drinking water feature requirements.  There will be a review of the plan approval and inspection process to help prevent costly mistakes in the design and installation of the landscape irrigation and any water feature systems.

All homeowners living in homes supplied with recycled water as well as designers and contractors working in dual-plumbed communities are required to attend an EID workshop before any design or installation begins.  All designers and contractors are required to attend a workshop every 18 months.

Here's What Science Says About Letting Your Dog Sleep in Your Bed

Dogs can help you sleep better, but there's a catch.

RESEARCH: Scientists recently examined an age-old question: Is it OK to let your dogs sleep in your room?

They looked specifically at the question of "whether a dog in the bedroom or bed disturbs sleep." The researchers studied 40 dog owners who did not have a sleep disorder.

The results indicate that "sleeping with dogs helps some people sleep better ─ no matter if they’re snoozing with a small schnauzer or dozing with a Great Dane," Mayo Clinic News Network reports.

But there's a catch: "Don’t let your canines crawl under the covers with you. The sleep benefit extends only to having dogs in your bedroom ─ not in your bed. According to the study, adults who snuggled up to their pups in bed sacrificed quality sleep."

“The relationship between people and their pets has changed over time, which is likely why many people in fact do sleep with their pets in the bedroom,” said Dr. Lois Krahn, a sleep medicine specialist at the Center for Sleep Medicine on Mayo Clinic’s Arizona campus and an author of the study. “Today, many pet owners are away from their pets for much of the day, so they want to maximize their time with them when they are home. Having them in the bedroom at night is an easy way to do that. And, now, pet owners can find comfort knowing it won’t negatively impact their sleep.”

Mike Owen, County Auditor Candidate, Comments on CPA License Status

CAMERON PARK, CA – El Dorado County Auditor-Controller Candidate Mike Owen has been made aware of chatter addressing his CPA license status being inactive. He was contacted earlier by a reporter with the Mountain Democrat where he informed the reporter that his license is not required to be “active” until the March 2018 filing deadline as specified by State law. 

El Dorado County business owner Mike Owen stated: “I find it amazing that we are focusing on the current status of my license before I even file, instead of focusing on the real issues regarding this race.” 

Converting a CPA license in an inactive status back into an “active” requires the completion of the following requirements pursuant to section 80.1 of the CBA Regulations (Title 16, California Code of Regulations): A licensee who has wishes to renew his/her license may convert the license to an active status completing a total of 80 hours of continuing education (CE) during the 24-month period prior to converting to active status, including 4 hours of mandatory ethics training. 

Owen further stated, “I started the process of updating my CPA license to 'Active' before I made the decision to run for office.”

Mike Owen enjoyed a long and successful career as a CPA in Silicon Valley both auditing and working for major companies. He’s currently a successful businessman and employer in El Dorado County. Because Mike Owen has never been a “career politician,” Mike is looking forward to focusing on the issues that have plagued El Dorado County and the Auditor-Controller’s Office specifically.
