Car Seat Installation and Inspection day at Placerville CHP

Placerville CHP is hosting a Child Safety Seat Event. If you're not confident of how to properly secure your child in a safety seat, contact the Placerville Area CHP Office (530) 622-1110, and ask to speak with a child passenger safety technician to schedule your time slot.

Buckling up is the single most effective thing you can do to protect yourself and your passengers in a crash. It is extremely important to make sure all children riding in your car be properly secured before every trip.

Thousands of children are injured or killed every year because their child passenger safety seats are not installed properly. Remember, most collisions occur within a mile of the home - so buckle your child in a safety seat for every trip, no matter how short.

The El Dorado County District Attorney's Office would like your help finding GERARDO LOPEZ BRAMBILA who has an outstanding "No Bail" warrant for lewd or lascivious acts with a child under 14, great bodily injury and other sex offenses. 

BRAMBILA is also wanted by the FBI for the same case. 

GERARDO LOPEZ BRAMBILA is a 42 year old HISPANIC MALE adult, 5 feet 7 Inches tall, weighs 160 pounds with BROWN hair and BROWN eyes. 

GERARDO LOPEZ BRAMBILA has lived on Broadway in Placerville but his current whereabouts are unknown.

Commentary: Responding to, “Peace Be With You”

As a man baptised as a Catholic over 50 years ago one would think the dogmatic answer would roll off my tongue without a thought, but what if you are not in church and don’t even know if you are even conversing with a Christian?

“Peace be upon you” is a religious phrase that is used to greet or say farewell to others.  This is still in use today as priests and pastors greet their fellow congregants as a way to say goodbye.

Recently I have left a series of meetings with the words, “Peace be with you” spoken to me on exiting.  My first response was automatic due to my familiarity with the religion’s dogma, but it immediately begged the question, “is this man a Catholic?”  Recognizing that many of my Jewish friends use the same greeting in the Hebrew word of “Shalom” I knew the concept was larger than just a Christian idiom.  It is also a common greeting used by members of the Nation of Islam as in, "As-Salaam-Alaikum." 

Being a common greeting in the three major mono-theocratic world religions, I suddenly did not know how to respond to “Peace Be With You” beyond my early childhood Catholic training.  But what is meant by “Peace” in this context?

Violence or disturbance replaced with quiet and tranquility is the common American meaning.  “Shalom” is a Hebrew word meaning peace, harmony, wholeness, completeness, prosperity, welfare and tranquility and can be used idiomatically to mean both hello and goodbye.  In the Christian book of John it is said that Christ was sent to declare forgiveness, mercy, love, peace.

The Three Graces are described “And now abideth faith, hope, charity, these three; but the greatest of these is charity” which admonish us to have faith in God, hope in immortality, and charity to all mankind.  Mackey explains why this is said: Faith is the evidence of things not seen – ‘when we see - we no longer believe by faith but through demonstration; Hope lives only in the expectation of possession, it ceases to exist when the object once hoped for is at length enjoyed;’ ‘Charity,’ [which originally meant Love,] ‘is exercised on earth in acts of mutual kindness and forbearance, [it] is still found in the world to come, in the sublime form of mercy from God to his erring creatures.’

Here is what Brother Clegg added to Mackey’s Encyclopedia of Masonry on Charity: We must not fall into the too common error that charity is only that sentiment of commiseration which leads us to assist the poor with pecuniary donations, but the more noble and more extensive use denoting that kindly state of mind which renders a person full of good-will and affectionate regard toward others.

“...Charity is the Corinthian pillar whose entablature adds strength, beauty and grace to the Masonic fabric; Charity is the radiant spark emanating from God, the inexhaustible source of love; the Charity that is swift of foot, ready of hand, in the cause of a common humanity; the Charity that writes a Brother's vices in water and his virtues in enduring brass...”

With this in mind, rather than the dogmatic response, my response to “Peace be with you” is “Charity be with you.”

Be you religious, agnostic, or atheist, may Charity be with you.

Chefs Face-Off in Tahoe's "Sample the Sierra Chef Challenge"

This year the competition includes four chefs each cooking against one another with a mystery box of locally grown ingredients. One chef will be eliminated each round. All the chefs will have 30 minutes to create each course per round. The rounds will reflect courses with round one being appetizers, round two being an entrée course and round three being a dessert course. Each chef will prepare six plates per round, with each plate being used for judging. Each chef will be judged on creativity, presentation and taste.

The four chefs competing are:

CHEF STEPHEN GILL

Stephen Gill welcomes every challenge that has been thrown at him, from creating an award-winning dish with Rocky Mountain Oysters to serving up a gourmet experience to thousands in the middle of the desert. He uses his knowledge of traditional dishes and a lifetime of culinary experiences to create one-of-a-kind fare even in the most extreme venues. "Gill," as he is affectionately called, is a master at his craft and we are very proud to have him represent Cherry Bomb Catering.

In Gill's own words, here is his culinary journey: "I was born and raised on the East Coast in New Jersey, across the river from Philadelphia, PA — the home of real pizza, cheese steaks and hoagies. Living not too far from the ocean, my Bostonian parents taught me the love of seafood, including clams, oysters, crabs, and how to make proper wicked 'chowda.' I love to cook: I love to eat."

EXECUTIVE CHEF PATRICK HARRITY

Executive chef Patrick Harrity of Cold Water Brewery grew up east of San Francisco in Brentwood, California where he began his culinary career working in a small butcher shop and BBQ restaurant. Harrity attended Sonoma State University before making the move to South Lake Tahoe five years ago. Since then he has worked for some of the best chefs in the region including Mark Estee, Charlee Abowd and Justin Kaplan, learning to appreciate and use locally sourced seasonal ingredients.

Harrity continues to bring "California Comfort Food" to Cold Water Brewery drawing inspiration from a variety of cultures and cuisines to create a menu to satisfy all palates and the pickiest of eaters. When he is not running a kitchen, Harrity can be found on his mountain bike enjoying the beautiful scenery of the Lake Tahoe or making pastries with his favorite lady, Rosie of Sweet Rosies Baked Treats.

CHEF KRISTINA FORSBERG

Forsberg is 24 years old and decided at 15 she wanted to cook professionally. She grew up in Northern Carolina providing lots of southern influence in her food. She enjoys experimenting with Cantonese, Thai and Mexican food. Her brother and grandmother started her on cooking at home and professionally. Forsberg came to the Hard Rock Hotel & Casino in February from Las Vegas where she was involved with the Woman in Culinary Leadership Grant through the James Beard Foundation.

"I fell in love with food because of the inability to learn everything about it, there is always something new or old that I haven't seen yet. Learning everyday from everyone around me."

CHEF ANTHONY SCHIAVONE

A native of Upstate New York, chef Schiavone began his culinary at the age of 15 as a dishwasher in a little pizzeria in a small town in the Catskill Mountains. Inspired by his Italian heritage and the great cooks in his family, Schiavone pursued a career in the culinary arts that has taken him all over the country. In 2004, after several years cooking in various kitchens, Schiavone decided to get a formal culinary education at the State University of New York at Delhi.

Over the past 20 years, he has worked in restaurants of all sizes, from family style to fine dining, and in many types of cuisine. Since moving Tahoe in 2012, opportunities and the beauty of the region have motivated him to transition from a restaurant chef to a private/catering chef. As a private chef, Schiavone brings all of his knowledge and experiences together to create bespoke menus that cater to any special need diets or life styles that his clients or their guests may have, allowing all of the guests to share the same flavors and enjoy the same dining experience.

Retired Judge Steven Bailey Announces Run for Attorney General

El Dorado County Superior Court Judge Steven Bailey recently retired to run for California Attorney General. A Superior Court judge since 2009, Bailey stepped down last month to mount his campaign for the office of Attorney General.

Bailey, an attorney since 1990, was a State of California Criminal Law Specialist, and handled complex criminal matters including death penalty, life in prison, homicide and sexual offenses.

This is significant since Xavier Becerra, the current Attorney General has been a politician his entire career rather than practicing law. Becerra’s law license was filed “inactive” with the California State Bar Association until 1/1/2017.

I met with Judge Steven Bailey and we covered a lot of ground. This is Part l.

Judge Bailey, a Republican, said he decided to run for Attorney General, “when after 8 ½ years on bench, you see all of the problems that revolve through the courtroom, but have no solutions.” Bailey explained that because too many “solutions” come from Sacramento, and the Legislature, California also needs a solutions-oriented Attorney General.

One of the other significant issues Bailey discussed is how law enforcement is being misused and put in the position of having to be mental health case-workers. “We have police officers and sheriffs officers going around the state collecting statistics for bureaucrats,” Bailey said, as a result of Black Lives Matter activists pressuring police to write down the ethnicity of everyone they stop.

Proposition 47 (2014) and Proposition 57 (2016), along with Assembly Bill 109 allowed for the release of criminals back on street, as well as the decriminalizing of many felonies including theft and many sex crimes. “Crime is out of control,” Bailey acknowledged. “Law enforcement officers are targets for gangs. Almost nothing they can do is right.”

“What can be more ridiculous than Sacramento city council announcing they will pay gang members to not be violent?” he added.

Bailey talked about how it has become commonplace for officers to be killed on duty. “Assassination are taking place on the streets,” Bailey said. “When an officer is down, the killers brazenly come up and shoot them when they cannot defend themselves.” This is new.

So many of these criminals on streets are the ones released under AB 109, Prop. 47 and Prop. 57, and “they are dangerous,” Bailey reiterated.

Weaponizing The AG’s Office

Given that Bailey has practiced law and served many years as a judge, I asked if the office of the AG has become too political and why, because the California Attorney General hasn’t always been such a partisan political office. “Jerry Brown set the standard for politicization of the office of Attorney General,” Bailey said. “Then Kamala Harris did as well.”

Bailey said the current Attorney General Xavier Becerra, appointed by Gov. Jerry Brown, hasn’t a clue what he is doing. “He was inactive as an attorney for 26 years while he lived in Washington D.C. and was in Congress.” Suing the federal government over President Trump’s decision to reverse the unconstitutional DACA executive order by former President Barack Obama, or suing over Trump’s plans to overturn Obamacare, “is what he does. His focus is Washington D.C. He has no clue on what is important to the people of California.”

Bailey said California compares right up there along with New York… the two biggest opponent states of Donald Trump. “They’re spending all of their time fighting Washington,” Bailey said. “We taxpayers are paying this guy to work for the people of this state. But I guess it’s normal for him to spend all of his time fighting Washington because that all he knows.”

I asked Judge Bailey what he sees as some of the needed reforms in the California Department of Justice.

“We need to bring the whole department and organization back to being focused as advocates for the people,” Bailey said. “What we’ve got is a public interest law firm paid for by taxpayers. This emasculated the agents in the department,” Bailey added.

Jerry Brown, Kamala Harris and Xavier Becerra “nearly wiped out the crime lab in California,” Bailey said. “There is no attention being paid to drug crimes. Look at the DOJ and where they are putting their resources into investigations… not into crime control, and not supporting law enforcement.”

“When you’re whole focus is ‘who did you stop today?’ instead of ‘how many crimes did you prevent today,’ you get emasculated agents.”

Bailey also said the DOJ has not hired criminologis ts to do drug training, and they are solely focused on DNA. “While DNA is important, there are a lot of other things that need attention, like drug labs, which was always a DOJ job,” Bailey said.

“The recent and current Attorneys General think drugs are so unimportant, they worked to get Propositions 47 and 57 passed.”

Regarding drug crimes, Prop. 47 removed one of the key mechanisms away from courts to get treatment. Judges used to be able to order drug convicts to drug treatment and rehabilitation. “Treatment or prison…” Bailey said. “They choose treatment.” Now, following passage of Prop. 47 and Prop. 57, anyone convicted of a drug crime is told it may be a 90 day sentence, but because the jails are full, the sheriff will likely have to let you go, or there is treatment, but it’s no longer mandatory, Bailey explained.

“With Prop. 47 We’ve encouraged people to go out and steal from the public,” Judge Bailey said. “We’ve signed the death warrant to thousands of people who are addicted. We’ve made the mistake that all drug users are the same. But they are not. Some support their habits selling. Assault With A Deadly Weapon - suspects arrested after five-hour standoff in El Dorado County

On September 16, 2017, at approximately 8:00 pm, El Dorado County Sheriff’s deputies were dispatched to a residence on Toyan drive in Diamond Springs for a reported assault.  

The victim reported that several people came to his house and began a confrontation.  A physical fight ensued and the victim was stabbed. The suspects, Anthony Marquez and Richard Almeda, fled the scene in a vehicle prior to deputies arrival.

The victim was immediately transported to Marshall medical center and treated for his injuries.  Deputies began an intensive search for the suspects.  

Within a short time, deputies located the suspect vehicle and developed information that Almeda and Marquez were located in a residence on Matrix Court, in Diamond Springs.  Deputies immediately responded to the area and surrounded the residence.  Initially, the occupants refused to exit the residence after repeated requests.  

After a short negotiation, Marquez exited the residence, leaving Almeda inside.  

Detectives and the El Dorado County Sheriff’s Office SWAT team were dispatched to the scene. Detectives began to interview all parties involved, as the SWAT team attempted to have Almeda exit the residence peacefully.  At approximately 3:30 am, after a five hour standoff, Almeda exited the residence and was taken into custody

23 year old Richard Almeda and 24 year old Anthony Marquez of Sacramento were both arrested for assault with a deadly weapon and booked into the El Dorado County Jail. The victim is recovering from his injuries.

Charter Students Benefit from New Language Immersion Program

El Dorado County Office of Education Charter students are benefiting from a new Japanese language program that features unique learning and exchange opportunities with high school students in Japan, including live video sessions.  The popular new program, which is offered at Charter Connections Academy and Charter University Prep, engages students with its innovative approach.  Students practice their emerging skills in live, face-to-face meetings with Japanese students.  The program is typical of both schools’ approach to learning, which emphasizes developing skills and critical thinking through real-world use and application.  Both programs utilize 21st Century learning platforms and strategies to help ensure students are fully prepared for college and career success.

The Charter students practice their emerging Japanese language abilities with students of Veda Nishi School in Nagano, Japan, who are also using the opportunity to expand their knowledge in English.  “I really enjoyed meeting students from Japan!” expressed senior Jalen Bush.  “I’ve learned a little about the students, and we aren't as different as I thought.  I was super nervous about our first cultural exchange, but seeing them try just as hard to speak English, as we tried to speak Japanese, helped a lot.  I realized they're just kids like we are."

Joe Reichmann, Charter’s Japanese Language teacher notes, “Through this activity students are learning how to speak Japanese in a fun and exciting way.  Not only is language being taught, but our students are able to experience a beautiful culture.  It’s good to see students from different parts of the world enjoy communicating.”

During their first video, the Charter students began their conversation by introducing themselves and the community of El Dorado County.  In a later session, Veda Nishi students quizzed Charter students on the Japanese names of sports, animals, and fruit.  In return, Charter students taught their Japanese peers words in English.

Charter Connections Academy and Charter University Prep are committed to providing meaningful direction, academic support, and counseling to help ensure students successfully transition to their next phase in life. 
 
The programs use a college-like instructional model in which students attend classes two days a week and practice independently the rest of the week. John Devito of Placerville arrested for Stalking

Over the past 6 months, El Dorado County Sheriff's deputies have taken a number of reports where an unknown male was calling females and making rude, sexually suggestive comments on the phone. While on the phone, the females could hear the sounds of sexual activity in the background. During these calls, the male was moaning and at times saying the woman's name.

El Dorado County detectives were able to identify the suspect, as 43 year old John Devito, of Placerville. Devito was arrested for stalking one of his victims and is currently in custody.

There are several other reported cases that detectives are investigating that may be related. Detectives believe there may be additional victims that have been contacted by Devito, but may have not reported the incident. We are asking anyone with information or who has received similar type calls, please contact El Dorado County Sheriff's Detective Rich Horn at (530) 642-4729.

After DNA test, Pollock Pines woman discovers 3 siblings

As a 33-year-old mother of two, Jaclyn Baxter took the mail-in DNA test primarily to learn about her genetic health risks. On a Sunday in March, she spit into a test tube and sent the sample to 23andMe, a genetic testing firm based in Mountain View.

When she received the online results about two months later, on Mother's Day, Baxter discovered she had healthy genes and a predominantly British ancestry. She also discovered she had a half brother. 

The Placerville resident, estranged from her birth mother and having lost her father after years of illness at age 18, turned to her uncle to spill the family secrets. He knew nothing, so she decided to message her half brother directly on Facebook.

"As soon as I saw his photo on Facebook, my whole body knew it was my brother. I just knew," Baxter said. 

After a brief waiting period, Baxter's brother, a Berkeley firefighter named Loren Chase, responded, and his messages only served to thicken the mystery. Chase said he was a "donor-conceived kid," and years earlier, he'd discovered a half brother of his own, named Tim McNulty. 

The three took an additional DNA test. Weeks later, it was confirmed: Baxter, raised as an only child in Concord and later Pollock Pines, now had two siblings. 

At the same time, Baxter's cousin — the daughter of her father's sister — took a DNA test. Baxter and her cousin found they had no DNA in common. Baxter's father, the man who raised her since birth, was not biologically related to her. Her biological father, like that of her newly found siblings, was a sperm donor. All she knew about him was from a donor registry: UC Berkeley grad student, tall, blonde, blue-eyed. 

Baxter began combing through a series of donor registries, searching for her father and any other siblings. Based on her and her brothers' birthdays, she knew her biological dad had donated sperm between at least 1979 and 1983.

"It sent me into this worry," she said. "Like Jesus, in the last eight weeks I've gained two new siblings. If it's coming at me this fast, how many more are headed my way?"

There are no federal laws limiting the number of children born from a single donor's sperm nor are there precise records denoting how many children a sperm donor has fathered. According to a Slate article titled "The Sperm-Donor Kids Are Not Really All Right," 30,000-60,000 children are born in the U.S. via artificial insemination. What accounts for the huge discrepancy? No entity is required to report on such statistics.

A Google search of "How many children can be fathered by a sperm donor" returns a series of similar headlines: "LA sperm donor connects with 19 children he fathered" (Daily Mail), "I fathered 800 children, claims sperm donor" (BBC),  "One Sperm Donor, 150 Sons and Daughters" (New York Times). Such headlines, though egregious in tone, belie the challenges facing a donor-conceived child in search of her siblings. 

23andMe spokesperson Eve Darmoo said stories of customers finding unknown relatives on the site are not common, though not unheard of. 

"Often these are stories from adoptees, but we do have a number of customers who were donor-conceived children who have connected with siblings and even donors," she said.

Darmoo also stressed that customers must opt-in to the site's "DNA Relatives" feature and must give permission before their information is shared with other potential matches.

Baxter spent weeks wading through the quagmire of donor registries and DNA testing sites, knowing that her biological father and any number of siblings could be out there, but that the chances of her finding them were slim. 

As she wrote in a post on her blog Gin and Zin, "Can you imagine finding out that you might have 10, 20, 30 siblings – or more?"

Then, while en route to Southern California, where she'd be meeting up with her half-brother Tim, Baxter received a notification from one of the DNA registries. Another half sibling had been found; this time, a sister.

Shortly after the new sibling discovery, Baxter and her brothers met for a family reunion of sorts in Northern California – six adults and eight children brought together by a series of spit samples. 

Baxter says her young kids took it all in stride. 

"They're just excited to have more cousins," she said. 

Since their July meeting, the siblings have continued to keep in close contact, catching up at least once a week by phone. Baxter says besides her husband, they're the first people she calls on a bad day.

"This is a happy ending for me," Baxter stressed. "Even though its been a shock and full of difficulty, at the end of the day, love is love. Now I have the siblings that I've always wanted." 

Though they have found each other, many questions remain unanswered, including who their biological father could be.

Baxter says she goes back and forth between wanting to find him and letting him lie in anonymity. 

"Should I be trying harder to find him?" she pondered. "What if he's the worst? What if he wants nothing to do with us?" 

Despite her persistent fears, Baxter knows finding her biological father won't change the relationship she had with the man who raised her.

"It would have been an honor to be biologically his," she said. "It's still an honor to be his. If anything, this ordeal has explained why he did the things that he did."
"He wanted me so bad."

Baxter and her newfound family are aware of an additional sibling. They don't know much about them, whether they're male or female, living or not. 

When Chase's mother was pregnant, the donor agency called to tell her that another mother was pregnant with the same donor's sperm. They were calling because the mother's baby had tested positive for Down syndrome. The sperm bank wanted to ensure the donor wasn't passing down the gene. 

This, says Baxter, is always in the back of her head. 

"I don't know the extent of their Down syndrome, if they've been able to advocate for themselves," she said. "I would just love to give them a big old hug."

Regan Beach Rededication Ceremony

The City of South Lake Tahoe and the Regan family will be hosting a rededication ceremony of the Thomas F. Regan Memorial Beach on Sunday, October 1, 2017 at 12:00 p.m. and the community is invited to attend. 

The beach was originally called the “Lakeshore Beach Park” and was renamed the “Thomas F. Regan Memorial Beach” on April 18, 1967. 

A bronze plaque honoring Thomas F. Regan will be unveiled at the event. 

Rededication ceremonies were held for the Thomas F. Regan Beach in 1981 and in 1990.
