Meet Two Millennial Founders Opening A Safe Home For Male Survivors Of Sex Trafficking

"We aren't inviting them into a program, a system or another placement – we're inviting them into the concept of family."

When Chris and Anna Smith first heard there wasn't yet a long-term safe home for male survivors of sex trafficking across the United States, they knew they needed to do something about it.

The husband and wife duo, Chris, 29, and Anna, 28, are the founders of Greenville, North Carolina-based Restore One, an organization that works to provide restorative care to boys and men who have been sexually trafficked.

According to a 2008 study conducted by the John Jay College and the Center for Court Innovation, it was estimated that that as many as 50% of the commercially sexually exploited (CSE) children in the United States were boys.

And while common misconceptions led many to believe sex trafficking only affected women and girls, the Smiths knew otherwise – and were determined to do something about it.

There is only one other shelter for male survivors in the United States –The U.S. Institute Against Human Trafficking in Florida – but no other option for boys and men in need of a long-term placement.

In 2014, the couple set out to establish the nation's first long-term safe home for male survivors of sex trafficking, a home soon to be named The Anchor House.

Combatting Misconceptions

At the start of Restore One, the Smiths say the population of male survivors was significantly underrepresented, even within the advocacy movement.

"People used to tell us we were wasting our time – that serving boys was too hard and that nobody would ask for our help or share their story," Anna says.

West Slope Northern Sierra Nevada:

A Pacific storm is still on track to impact Interior Northern California Friday into early next week. The heaviest precipitation and strongest winds are expected Friday night through Saturday. Snow levels will lower below the Sierra passes on Friday. Precipitation is forecast to wind down from west to east Saturday afternoon and Saturday night. Another system is expected on Sunday.

Motorists traveling into the mountain late this week into early next week should be prepared for winter weather conditions.

Impacts: More than two feet of snow are possible over the higher terrain which could impact travel. Slick roads can be expected with localized flooding from leaf clogged drains and ash flows around recently burned areas.

Rainfall Totals: One-half to one and a half inches in the Central Valley and coastal range, and 2 to 4 inches in the Sierra Nevada and Shasta County mountains.

Snowfall Totals: 8 to 15 inches above 6500 feet up to two to two and a half feet over Lassen Peak and the Northern Sierra Nevada crest.

Winds: Southwest wind gusts up to 35 mph in the Sacramento Valley Friday afternoon and up to 45 mph over the higher mountain elevations.

Public Input Wanted for Mental Health Services Act 3-year-Plan

The Behavioral Health Division of the El Dorado County (EDC) Health and Human Services Agency invites the public to provide input on the County’s Mental Health Services Act (MHSA) Three Year Plan Annual Update for Fiscal Year 2018/19. Community members can provide input by email, online survey or at an upcoming community meeting.

Pending community meetings to receive input for the MHSA plan are scheduled as follows:

FDA sends warning letters to CBD companies, including Natural Alchemist of El Dorado Hills

The Colorado company known for the “Charlotte’s Web” cannabidiol-rich extract and three other businesses that make CBD products were put on notice by the FDA for illegally making unsubstantiated health claims.

The U.S. Food and Drug Administration on Wednesday issued warning letters to four firms: Stanley Brothers Social Enterprises LLC, which does business as CW Hemp, of Colorado Springs, Colo.; That’s Natural Marketing & Consulting, of Pueblo, Colo.; Green Roads Health, of Pembroke Pines, Fla.; and Natural Alchemist, of El Dorado Hills, Calif.

In a statement, FDA officials said they’ve becoming increasingly concerned about the “proliferation” of products that claim to treat or cure diseases such as cancer.

“Substances that contain components of marijuana will be treated like any other products that make unproven claims to shrink cancer tumors. We don’t let companies market products that deliberately prey on sick people with baseless claims that their substance can shrink or cure cancer and we’re not going to look the other way on enforcing these principles when it comes to marijuana-containing products,” FDA Commissioner Dr. Scott Gottlieb said in the statement. more

This is to advise you that the Food and Drug Administration (FDA) reviewed your website at the Internet address www.natural-alchemist.com in September 2017 and has determined that you take orders there for the products “Natural Alchemist CBD (Cannabidiol) Capsules” 10mg, 25mg, 50mg, and “Natural Alchemist 300mg Hemp Oil drops,” all of which you claim contain cannabidiol (CBD).  FDA also reviewed your website at the Internet address www.cbd-now.com and determined that you take orders there for the product “Natural Alchemist CBD (Cannabidiol) Capsules” 10mg. Furthermore, www.cbd-now.com directs consumers to purchase Natural Alchemy CBD products online by “[logging] on to the Natural Alchemy CBD website,” which we understand to be a reference to www.natural-alchemist.com. The claims on www.cbd-now.com establish that your “Natural Alchemist CBD (Cannabidiol) Capsules” 10mg, 25mg, 50mg, and “Natural Alchemist 300mg Hemp Oil drops” products are drugs under section 201(g)(1) of the Federal Food, Drug, and Cosmetic Act (the Act) [21 U.S.C. § 321(g)(1)] because they are intended for use in the diagnosis, cure, mitigation, treatment, or prevention of disease and/or because they are intended to affect the structure or any function of the body. As explained further below, introducing or delivering these products for introduction into interstate commerce for such uses violates the Act. You can find the Act and FDA regulations through links on FDA’s home page at www.fda.gov.

 

Although you market “Natural Alchemist CBD (Cannabidiol) Capsules” 10mg, 25mg, 50mg and “Natural Alchemist 300mg Hemp Oil drops” as dietary supplements, FDA has concluded based on available evidence that CBD products are excluded from the dietary supplement definition under section 201(ff)(3)(B)(ii) of the Act [21 U.S.C. § 321(ff)(3)(B)(ii)]. Under that provision, if an article (such as CBD) has been authorized for investigation as a new drug for which substantial clinical investigations have been instituted and for which the existence of such investigations has been made public, then products containing that substance are outside the definition of a dietary supplement. There is an exception if the substance was “marketed as” a dietary supplement or as a conventional food before the new drug investigations were authorized; however, based on available evidence, FDA has concluded that this is not the case for CBD.

 

The existence of substantial clinical investigations regarding CBD has been made public. For example, two such substantial clinical investigations include GW Pharmaceuticals’ investigations regarding Sativex and Epidiolex.[1]FDA considers a substance to be “authorized for investigation as a new drug” if it is the subject of an Investigational New Drug application (IND) that has gone into effect. Under FDA’s regulations (21 CFR 312.2), unless a clinical investigation meets the limited criteria in that regulation, an IND is required for all clinical investigations of products that are subject to section 505 of the Act [21 U.S.C § 355]. FDA is not aware of any evidence that would call into question its current conclusion that CBD products are excluded from the dietary supplement definition under section 201(ff)(3)(B)(ii) of the Act, but you may present FDA with any evidence that has bearing on this issue.

 

Examples of some of the website claims that provide evidence that your products are intended for use as drugs include:

  • “Combats tumor and cancer cells”
  • “Cannabinoids are found to have particular application . . . in limiting neurological damage following stroke and trauma, or in the treatment of neurodegenerative diseases, such as Alzheimer's disease and Parkinson's disease.”
  • “Study: Cannabinoids a Potential Treatment Option for Chemotherapy-Induced Hearing Loss”
  • “ [C]annabis plant, enriched with CBD, can be used for treating diseases like rheumatoid arthritis, colitis, liver inflammation, heart disease and diabetes.”
  • “CBD may have therapeutic benefits in the treatment of various conditions, including . . . rheumatoid arthritis, schizophrenia, diabetes . . . alcoholism, strokes and cardiovascular disease, cancer, and other ailments.”
  • “People who benefit from cannabidiol: . . . Lupus, L[y]me Disease; Stroke Victims” 

Testimonial

Your products are not generally recognized as safe and effective for the above referenced uses and, therefore, these products are “new drugs” under section 201(p) of the Act [21 U.S.C. § 321(p)]. New drugs may not be legally introduced or delivered for introduction into interstate commerce without prior approval from FDA, as described in sections 301(d) and 505(a) of the Act [21 U.S.C. 331(d), 355(a)]. FDA approves a new drug on the basis of scientific data and information demonstrating that the drug is safe and effective.   

 

A drug is misbranded under section 502(f)(1) of the Act [21 U.S.C. § 352(f)(1)] if the drug fails to bear adequate directions for its intended use(s). “Adequate directions for use” means directions under which a layperson can use a drug safely and for the purposes for which it is intended [21 CFR § 201.5]. Prescription drugs, as defined in section 503(b)(1)(A) of the Act [21 U.S.C. § 353(b)(1)(A)], can only be used safely at the direction, and under the supervision, of a licensed practitioner.

 

Your products “Herbal Alchemist CBD (Cannabidiol) Capsules” 10mg, 25mg, 50mg, and “Herbal Alchemist 300mg Hemp Oil drops” are intended for treatment of one or more diseases that are not amenable to self-diagnosis or treatment without the supervision of a licensed practitioner. Therefore, it is impossible to write adequate directions for a layperson to use your products safely for their intended purposes. Accordingly, “Herbal Alchemist CBD (Cannabidiol) Capsules” 10mg, 25mg, 50mg, and “Herbal Alchemist 300mg Hemp Oil drops” fail to bear adequate directions for their intended use and, therefore, the products are misbranded under section 502(f)(1) of the Act [21 U.S.C. § 352(f)(1)]. The introduction or delivery for introduction into interstate commerce of these misbranded drugs violates section 301(a) of the Act [21 U.S.C. § 331(a)]. The above violations are not meant to be an all-inclusive list of deficiencies in your products or their labeling. It is your responsibility to ensure that all of your products and labeling are in compliance with the laws and regulations enforced by FDA. You should take prompt action to correct the violations. Failure to promptly correct these violations may result in regulatory action without further notice, such as seizure and/or injunction. 

 

Please notify this office in writing within fifteen (15) working days from your receipt of this letter as to the specific steps you have taken to correct the violations noted above and to assure that similar violations do not occur in the future. Your response should include any documentation necessary to show that correction has been achieved. If you cannot complete all corrections before you respond, please explain the reason for the delay and the date by which each such item will be corrected.

Jerome’s story: My stepfather introduced me to a child paedophile ring when I was five

“THE first time I was trafficked as a child, I was handcuffed to a truck stop bathroom for six hours, raped, sodomised and abused.”

Jerome Elam was just five years old when his stepfather began to molest him. Not long after, his stepfather introduced him to a child sex trafficking ring where he was drugged, raped, sodomised and sold as a sex slave for seven years. He wouldn’t escape entirely until the age of 17, when he enlisted in the United States Marine Corps.

Child sex trafficking is the second-fastest growing criminal enterprise in the world, second only to the drug trade. Male victims of sex trafficking have historically been its invisible population.

While Hollywood is in turmoil over the shocking revelations of sexual abuse against women by the former mega-movie producer Harvey Weinstein, accusations long made famous by former child actor Corey Feldman are gaining traction as a reminder that sexual abuse is everywhere.

“Hollywood is starting to unravel, but that’s not the only place it’s happening,” Jerome told news.com.au, citing the bust of a paedophile website in January last year that had a jaw-dropping 95,000 subscribers.

On the dark web, which houses “shopping” sites for paedophiles, 80 per cent of traffic is sexual predators, he said.

“It’s like whack-a-mole on the dark web because it’s all encrypted. They’ll take the sites down as quick as they go up. It’s so prolific it’s hard for them to really put a stop to it.”

As a child and a prisoner in his own home, Jerome said he was forced to have sex “at the most maybe 10 or 12 times a day”. The Polaris Project, an anti-trafficking non profit, reports the average victim of sex trafficking is forced to have sex 20-48 times a day.

For Jerome, certain things still trigger the memories. Smells, for example, including the cologne Old Spice, or a mannerism someone has in common with the people who abused him.

His story is one of incredible pain and overwhelming sorrow, and his escape from the ring’s evil grip is a miracle that few could ever imagine.

‘THEY WERE LOOKING FOR YOU’

It was 1970 and Jerome and his mother had already experienced their fair share of terror. Having escaped from his abusive biological father, Jerome and his mother, a struggling alcoholic, had a new man in their life — Neale.

Neale was a well-respected member of the community, wealthy and active in his church. Jerome said he was well-liked by everyone.

“I was targeted through my mother. In other words the paedophile targeted me and got to me by romancing my mother,” Jerome told news.com.au.

“His aim was me all the time, but he used my mother to get to me, that’s something you see quite often. Five years old seems like a young age, but I can tell you there are stories of younger.”

Jerome said years after his escape, he discovered the paedophile ring in which he was enslaved has been in possession of a picture taken of him before his capture — the same one Jerome provided to news.com.au.

A woman, who was trafficked by the same ring and who also escaped, contacted Jerome and told him, “they had your picture, they were looking for you”.

“It was a bittersweet moment,” Jerome explained.

With his mother unaware, Jerome says Neale began to groom the five-year-old Jerome to become a sex slave in his paedophile ring in Florida in the United States.

Jerome said Neale began to win the trust of every adult around him. Neale showered the young boy with gifts and took him to sporting events.

“In the beginning, I welcomed the hugs and affection I received from my mother’s new husband, but his actions took a much darker turn,” he said.

Jerome was completely unaware his stepfather was about to “send me down a path so dark that I would barely survive”.

‘THE MORE THEY PAY, THE MORE THEY CAN DO’

It began when Neale started to molest Jerome in the family house, using death threats against his mother to keep him quiet.

“Keep your mouth shut and tell your mother you fell off your bike. This is our secret and if you want your mommy to stay alive, you won’t say a word,” Neale told Jerome.

Jerome kept his silence, so Neale began to up the stakes and started using Jerome for child pornography.

“It didn’t matter how much of a trainwreck my mother was, I still would do anything to protect her,” Jerome said.

When Jerome’s silence was sealed, Neale introduced him to the paedophile ring. They called themselves the “group” in private.

Jerome was forced to undergo an “initiation” where he was beaten and raped by each member. He was still only five.

From that point on, Jerome was trafficked around the paedophile ring and to clients who were willing to pay top dollar. He estimates paedophiles will pay around $5000 for the use of a boy. “They could do whatever they wanted as long as they paid for it,” he said. “They’ll pay top dollar for access, it’s a lucrative business, especially for boys, because it’s such a secret crime right now.

“The more they pay, the more they can do to you.”

The National Center for Missing and Exploited Children reports that pimps can make from $150,000 to $200,000 per year for each child.

There were ten men within the paedophile ring plus a few “on the peripheral”; people who would undertake tasks for them, who would escort the children back and forth to appointments.

It wasn’t just Jerome who was a child sex slave. He has written about the “faces of the boys and girls who did not survive the ring that trafficked me” — faces that have “always haunted me”.

The men tried to keep the ring as small as possible so “nobody would shoot their mouth off”, Jerome said.

“They wanted to make sure they could control the people that were involved,” he added.

‘BOTTOMLESS EVIL’ DWELLED IN THEIR EYES

The locations where the group would meet were varied. He remembers the time at Christmas, in a hotel, when he could hear an argument over the price of photographs of his naked, eight-year-old body.

He had been raped and used for child pornography “by a steady stream of men and one woman” for eight hours.

“Seeing the bottomless evil that dwelled in the eyes of my traffickers scared me down to the depths of my very soul,” he wrote when he went public with his story in 2014.

When he first began telling his story in public, he would wake screaming up in the middle of the night, “still feeling their hands around my neck as I passed into unconsciousness”.

What has stuck particularly with Jerome are the sporting events; where the paedophile ring would park an RV in a popular short circuit race, a prelude to the NASCAR season, as a cover to molest kids.

“The couch I was laying on creaked and groaned as the bald and overweight man stood fastening his belt,” Jerome recalled.

“The drug-induced haze of cocaine mixed with alcohol had a strong grip on me, but there were times I could almost taste the dust and grit of the world outside.”

JEROME had been involved in his stepfather’s paedophile ring for three years and was a well-known and popular “date” for the sexual predators that his “owners” sold him on to.

He still attended school, and from the outside appeared to be a “normal child”.

Jerome would go to school with finger marks around his neck “because one of the things they would like to do was choke us unconscious, they got off on that”, he said.

“They liked choking kids out, and worse,” he explained.

“I was often pulled out of school to “service” clients and after school, holidays and weekends were all just a never-ending nightmare for me.”

Jerome said the “wealthy people” who used him “had a darkness inside them”.

“I saw several psychopaths and a lot of sociopaths who were just in it for causing other people pain,” he said.

“The clients that employed their services were pillars of society, people who would sit next to you in church on Sunday.”

Drugs and alcohol were sometimes the children’s only saviour. The men would force it upon the five-year-old kids “in small doses”. Other times they would use valium.

It helped to control them and make them more compliant because “a lot of times it was so horrific what was going on, you had a hard time,” Jerome said.

“To go through that and maintain your sanity, in a way you begin to get dependant on the alcohol and drugs, it allows you to black out, to imagine yourself out of your body.”

He estimated 40 per cent of clients he was forced to see were women.

“Female sexual predators are very under-recognised but there’s a lot of them out there, they’re very prevalent.

“The lens through which we currently view human trafficking has to change and we need acknowledge that this scourge defies gender, race, and socio-economic status,” he wrote in 2014. “Instead of viewing victims of trafficking as either a male or female problem we have to now examine the expanse of its scope and treat it as a human problem.”

As the crisis deepened and the situation spiralled out of control, Jerome tried to tell 10 adults that he was being trafficked for sex. Not one believed his story.

Jerome said he was told he had a “vivid imagination”, or that he was “attention seeking and accident prone”.

“On top of that you’ve got some pretty powerful people in the paedophile ring, they told me ‘if you say anything, no one will believe you and they’ll put you in jail for the rest of your life’,” he said.

“They really instil the fear of law enforcement and unfortunately the numbers say that a victim of child molestation or trafficking will have to tell an average of nine adults before they’re believed.

“Anything I said was just shut down immediately.”

Jerome said he realised he needed to escape, but it was one event that threw him on a crash course.

Another young boy, Steve, who had been trafficked alongside Jerome and who had “survived the worst” told a joke to the leader of the paedophile ring, “Duke”, who was going through a nasty divorce.

“I watched helplessly as Duke choked the last ounce of life from Steve. His death was covered up and no one was allowed to mention his name again, but in my mind I will never forget his ability to make me smile.”

Jerome was desperate.

At the age of 12, after seven years a sex slave, Jerome poured vodka over the filing cabinets that held his stepfather’s collection of child porn and set it alight.

He described the cabinet, which contained photos of Jerome and other victims, as his stepfather’s “evil vault of depravity”.

“That was back before digital photography so it was all polaroids. I torched them all,” he laughed.

“That was my last little rebellion against them for all they had put me through.”

As smoke escaped from his parents’ house, outside, Jerome attempted to take his life.

He described drifting into an “intense white light”, and said he felt like he was no longer afraid, that he had finally escaped the nightmare.

But then ... “A familiar voice spoke to me that resonated not only in my mind but also in the depths of my soul. It spoke to me as a long-lost friend, and I immediately realised that it was the voice of Steve, my friend who had died at the hands of the sex traffickers who had enslaved us.

“This is not your time, and your pain in this world will no longer define you. It will guide you to who you were meant to be, and you will find a purpose in your life that will not only wash away the pain of your own life but that of others who have suffered under the evil that lurks in the world,” the voice said.

Jerome woke up in the hospital emergency room, doctors surrounding him.

“They had pronounced me dead three minutes ago, and a priest was entering the room.”

The survival rate for victims of child trafficking is less than one per cent. An FBI study says the average lifespan of a victim of child trafficking is eight years.

“We’re just now getting to a point where they’re getting exposed. That’s why it’s important to be vocal about this because, especially as men, we’ve got to break the silence and pull the curtain back,” Jerome said, adding that males are trafficked at equal rates to females and have four times the suicide rate of normal men.

“They’re self medicating with alcohol or drugs, committing suicide, they’re just not talking about it. But they’re out there,” he said.

“As men we’re not given the tools to talk about emotions. We’re not allowed to admit that we’re vulnerable. We’re not allowed to admit we’re powerless.

“It’s important to make sure people understand the horrific things that are being done to children.”

At least 60 other men have come forward privately to Jerome with their own stories of abuse since he went public with his story.

“My case is not the worst I’ve ever heard.”

It wasn’t until Jerome was 17 and he went to join the US Marine Corps that he was completely free from the organisation. He says he’s spent 25 years in therapy working through his trauma.

“Where 15 years ago I would be depressed for six months or a year, now it’s only a day or two and I’m fine. I know what I need to do. Anything to keep myself moving forward,” he said.

Opinion - You Deserve A Voice

Liberals have a history of justifying their socialistic/communistic philosophy, because it is “for the good of all.”  This is perhaps why the Democrat/Progressives in Sacramento do not feel compelled to put gas tax increases or other legislation before a vote of the people. Only they the powerful, know what is best for we the people. This is why I was not surprised that Brown lied in his 2012 re-election bid, when he vowed he would not raise any new taxes without a vote of the people. And, surprise, surprise; NO, your new gas tax dollars will not all be going to repair roads, bridges, etc.

On November 1st our wallets felt a little lighter, due to the new ,12 to .20 cent gas tax increases, and we have yet to receive our new vehicle registration fees that are expected to increase by $100 to $175 per vehicle, per year. Further sticker shock will come when we see how these new taxes will affect what we pay for in goods (food) and services. But wait, there is more to come from Brown & his liberal friends. CARB is expected to increase gas prices another .73 cents per gallon. 

Brown fell short on his promise of not raising new taxes without a vote of the people, but it looks like he will fulfill his promise of 2015 when he previewed his “California Climate Change Scoping Plan: 2030 Target,” warning, his (Brown's) “climate fight will cost trillions of dollars, disrupting lifestyles.”

According to a poll by the University of California Berkeley, 74% of Californian's said they opposed Sanctuary cities, counties & the State. Also, opposing SB 54, is the California State Sheriff's Association, where at their recent conference, Senator Pro Tem Kevin Deleon agreed. that SB 54 (Sanctuary State) is “bad law, but it is good politics.”  So, Sheriff's and safety of citizens matter not?

During his testimony before the Senate Safety Commission for Deleon's SB 54 Bill, he said, “half of my family would be deported under Trump's executive order, because they got a false social security card, they got a false identification card, they got a false drivers license.”  So, the law matters not?

We in El Dorado County have lost two residents, due to the policies of liberal voters, Governor Brown & his cohorts in Sacramento. Deputy Sheriff Danny Oliver, was killed in 2015, by an illegal immigrant who had been arrested four times and deported twice. Also, killed was Placer County Detective, Michael Davis. This year, Sheriff's Deputy Pat French, was killed by an early release prisoner, as a result of Prop 57.

Our Sheriff's take an oath to uphold the U.S. Constitution. Sanctuary State Jurisdiction hamstrings law enforcement. The passage of AB 109, Prop 47 & Prop 57, allows for greater risks to the lives of both citizens and law enforcement officers, who everyday, diligently do their jobs to protect their communities. 

Progressives (Deleon, etc.) are mortgaging your families future. Gas taxes are through the roof. Counties, cities and special districts budgets are being depleted due to the $l.4 trillion dollars in unfunded liabilities in CalPERS and billions unfunded in the CA State Teachers Retiremen fund. While most of the country's economy is improving, it was recently reported that California's is beginning to slip.

It's time to pay attention and be engaged.  In a few weeks, the petition to Repeal the Gas Tax will begin circulating. Campaigning for the 2018 statewide election has already begun. And, if you like Brown, you are sure to love Democrat candidate Gavin Newsom, whose campaign has already received donations from George Soros, one of the Progressive Party's king pins.

Taxpayer Watchdog Committee To Host Dellinger Fundraising Reception

   Camino, CA – Taxpayer Watchdogs For Dan Dellinger Recorder-Clerk will be hosting a “Campaign Launch” fundraising reception at Crystal Basin Winery in Camino on Wednesday Evening November 15 from 5:30-9:00 PM.  Donation is $60 couples and $35 for singles with the proceeds going to help pay for important campaign material such as signs and voter education brochures to help elect Dellinger.  All people interested in helping Dellinger improve County government and eliminate waste, fraud, and abuse, are encouraged to attend and support Dellinger’s election.  For information contact Bob Conover @ bobtrap@comcast.net or (530) 409-8828.

    “Few folks know that Dan Dellinger helped ignite the “shall issue” movement to take politics out of issuing CCWs in California back in 1995,” added Eileen Atherton a competitive small-bore silhouette  shooter, “when he helped draft and staff SB 638, the Montieth-Knight Citizen’s Self-protection Act for Senator Dick Montieth and Assemblyman Pete Knight”.

    Dan Dellinger is a government relations and political consultant who grew up on a small family ranch in Lotus where he was active in cub scouts, 4-H, and served as a volunteer firefighter for the Coloma-Lotus Volunteer Fire Department.  Dellinger graduated from Gold Trail Elementary School, Ponderosa High School, American River College (UBR), and earned his Bachelor of Science degree from the University of California - Davis in Agricultural Economics and Business Management. 

    The election will be held on Tuesday, June 5, 2018

Burn Ban Ended in El Dorado County

Effective today the burn permit suspension in El Dorado county has been lifted.

Residents wishing to burn MUST verify it is a permissive burn day prior to burning. El Dorado County (530) 621-5897.

Effective today the burn permit suspension in Amador, El Dorado, Sacramento and Alpine counties has been lifted.

Those possessing current and valid agriculture and residential burn permits can now resume burning on permissible burn days. Agriculture burns must be inspected by CalFire prior to burning until the end of the peak fire season. Inspections may be required for burns other than agriculture burns.

Pile burning requirements:

·       Only dry, natural vegetative material such as leaves, pine needles and tree trimmings may be burned.

·       The burning of trash, painted wood or other debris is not allowed.

·       Do not burn on windy days.

·       Piles should be no larger than 4 feet in diameter and in height. You can add to pile as it burns down.

·       Clear a 10 foot diameter down to bare soil around your piles.

·       Have a shovel and a water source nearby.

·       An adult is required to be in attendance of the fire at all times.

Veterans Day 2017 Remembrance

One of the last American WW11 Aces, Commander Willis E. (Bill) Hardy Navy Cross, friend and mate to many of the EDC Veterans Monument Founders recently past at 97. Flying an early Hell-Cat the Naval aviator attach to VF-17 "Jolly Rogers" shot down five kamikaze pilots on April 6, 1945 making him an “ace in a day.”

Bill Hardy joined the USS Hornet aircraft carrier and proceeded to distinguish himself on numerous occasions as a fearless warrior in the Pacific Theater of the war. He flew the Bird-cage Corsair aircraft in early war missions and supported the United States Marine Corps in the 1945 invasion of Iwo Jima through preemptive aerial bombing destruction of gun caves on Mount Suribachi. As a lieutenant junior grade, Cmdr. Hardy earned the distinction of Ace in a Day by shooting down five enemy aircraft that were on an aerial suicide mission in the Pacific. That day’s dogfight was fierce, and after the fray he and his wingman navigated in their F6F Hellcats back to their carrier with perilously low fuel levels in the dark, with no visual cues and only intermittent radio signals as guidance. They eventually made it back to the carrier by following the large phosphorescent waves in the wake of the blacked-out carrier.

Cmdr. Hardy participated in more daring aerial combat missions in World War II and earned the nickname “Medals.” He was credited with 6-1/2 downed enemy aircraft, one probable enemy aircraft down, and 2-1/5 damaged enemy aircraft. During the Korean War, he trained Navy night fighter pilots. After the conclusion of the Korean war, he served on the USS Corson (APV-37). He was awarded the China Service Medal for his role as fighter director officer for photo reconnaissance flight missions over the People’s Republic of China in 1954, and was subsequently promoted to lieutenant commander. The following year he was promoted to executive officer of the Navy’s VF-51 squadron.

In 1959, Cmdr. Hardy retired from the United States Navy as a commander. He was a proud member and advocate of the American Fighter Aces Association, where he served in a variety of roles including president. He has been honored for his service by a number of organizations and institutions, including the Smithsonian National Air and Space Museum. His military service decorations included the Navy Cross, Distinguished Flying Cross, Air Medal with four gold stars, and the Presidential Unit Citation.

Willis Everett Hardy, Lieutenant, United States Navy: for extraordinary heroism as pilot of a fighter plane in fighting Squadron Seventeen, attached to the U.S.S. Hornet, in action against enemy Japanese forces in the vicinity of Okinawa Shima, April 6, 1945. Participating in the interception of the large force of Japanese aircraft, Lieutenant Junior Grade, Hardy attacked an enemy fighter plane, causing it to crash into the sea. Sighting two hostile dive bombers, he shot both down in quick succession. Centering his fire upon the third dive bomber, he skillfully exploded it in midair after which he set off in relentless pursuit of another Japanese dive bomber, which crashed into the sea, exploding with terrific force upon impact. His courage and devotion to duty reflect the highest credit upon Lieutenant Junior Grade, Hardy and the United States Naval Service.

STRANGERS AMONG US - Names on a Bench

From about the beginning of the school year in 1967 until I left home to go into the Navy in the summer of 1970, the family of a friend of mine became something of a surrogate, or alternative, family to me.  My friend’s name was Carl Hager. It still is and he’s still my friend.  We spent a lot of time together writing a satire column for our high school newspaper in my hometown of Minot, ND.  My friend’s dad was also Carl Hager, with a different middle name so they weren’t Sr. and Jr.  Carl, the dad, was an art teacher at the high school and, as I recall, one of the most senior teachers in the entire Minot school system.  His mom was Georgie, a librarian at the local college.  Together, they became mentors of a sort to me.  This was during the height of the war in Vietnam and there was not only a great deal of discussion of the events shown every night on the evening news, but also how that was going to affect those of us who were hard upon draft age.  Virtually every man I knew of our dads’ generation had served in some form of military service during WWII and/or Korea.  Carl, the dad, shared some of his experiences in the Army.  My own dad was 4-F during the war, but worked as a civilian employee of the Navy at Pearl Harbor and Barbers Point, HI.  So, I expected to similarly serve and listened intently to the experiences of our dads and their friends.

As to the conflict that was then raging, there was very little of that direct experience to learn from.  We knew people who had come back from Vietnam, but they didn’t volunteer much of what they knew about the war.  When I started college, I became acquainted with a few members of the Vets Club, but they mostly kept to themselves and weren’t much interested in conversation with freshmen straight out of high school.  The evening news on TV was where we got most of our information about the war and some of it was palpable.  This was journalism like never before, where you were watching combat in your living room within hours of its actual occurrence. 

But Georgie Hager’s brother was there, a Naval Aviator who had been flying A-4s from the U.S.S. Oriskany, and, by the time I became acquainted with the Hager family, he had already lost his arm to North Vietnam anti-aircraft fire, survived the subsequent bailout over the Tonkin Gulf, been rehabilitated to unrestricted Naval service, albeit not to flying status, and with fitment of a prosthetic arm was widely known in the Naval aviation community as “Captain Hook.”  His name was Wynn Foster.

You may remember the 1992 Presidential election campaign, the one in which Bill Clinton became famous for playing the saxophone and Fleetwood Mac’s “Don’t Stop Thinking About Tomorrow” informed the electorate with an emotional high the night before Election Day from the stage of Clinton’s pre-victory campaign celebration.  You may also remember the fact that the campaign was a three-way affair in which Ross Perot made a big splash entering the campaign, resigning from it in July and re-joining it a couple months later.  During that particularly confusing political evolution another name appeared in connection with the Perot campaign, that of retired Navy Vice Admiral James B. Stockdale.  Stockdale’s was a vaguely familiar name to some, but his performance in the televised vice-presidential debate was almost universally remembered as that of a bewildered old man exemplifying the first words of his prefatory statement, “Who am I?  Why am I here?”  No one, otherwise unacquainted with who Stockdale was, seeing that performance would have suspected that Stockdale was far from the individual  on TV that night.  He had a Masters Degree from Stanford in International Relations, had been for years a fellow of the Hoover Institution at Stanford and was a warrior philosopher in the truest Hellenic tradition.  His stoicism served him and his fellow captives through years of torturously brutal captivity in North Vietnam until he was released at the end of hostilities on February 12, 1973.

In the summer of 1972, I was about to marry a woman I’d met while I was stationed at Pearl Harbor.  She had just graduated from UC Davis when I met her the year before and had come to Oahu looking for a job.  She had no luck and was about to return to California when I met her.  There’s a whole ‘nother story I won’t go into here, but we set the date for July 1, coincidentally her parents’ wedding anniversary although I don’t know if I knew it at the time or that there was any other significance to the date.  In any case, we were going to be married on Round Top overlooking Honolulu on a Saturday and her parents arrived with her sister and a friend on the preceding Wednesday when I met them for the first time.  Her dad was a guy named Chet Locke and it turned out he was another WWII vet, a Navy guy who served on a destroyer in the Pacific and had spent a couple afternoons at Pearl on his way to and from the war.  I had taken a few days off work, so I took Chet out to Pearl to show him what it looked like 27 years after he had last been there.  That was the beginning of a mutual admiration society that outlasted my marriage to his daughter and remained as strong as ever until he died in March, 2009.

Chester, as I called him most of the time, had graduated from UC Davis as an engineer in 1942, had joined the Navy as an ensign and been assigned to the USS Hazelwood (DD-531) as its engineer while it was being constructed at the Bethlehem Shipyard in San Francisco.  He sailed to war in September, 1943 and his ship earned 10 battle stars at places like Tarawa, Kwajalein, Pelelieu, Leyte Gulf, Lingayen Gulf and Iwo Jima, until the ship was hit by a kamikaze off Okinawa on April 29, 1945.  The Commanding Officer and 77 other officers and men were killed or missing and an “abandon ship” order had been given.  Chester went topside from his station in the engineering spaces, quickly surveyed the damage, determined the ship could be saved and countermanded the abandon ship order.  He took command of the ship, directed damage control and, with assistance of other ships, kept the ship afloat and began the long journey home.

This Veterans Day, or any other day for that matter, if you visit the Veterans Monument at the Government Center in Placerville, you might find a bench off to the left as you approach the center of the monument.  The center of the bench is inscribed “Legion of Valor” and on it is engraved the names of certain individuals awarded one of the top two military honors, the Congressional Medal of Honor and the highest award of each of the military Branches: Army Distinguished Service Cross, the Air Force Cross and the Navy Cross.  On the bottom line, near the right, you will find “Chester M. Locke, NC.”  Directly above his name you will see “James B. Stockdale, MOH.”  The day Stockdale was shot down on September 9, 1965, he was flying an A-4 while serving as the Commander of Air Wing 16 flying off the U.S.S. Oriskany.  His wing man at the time was the Commander of Navy Attack Squadron VA-163, also flying off the Oriskany, Commander Wynn Foster.

The tenuous connection these gentlemen have to El Dorado County, in a three degrees of separation sort of way, is me.  My own connection with El Dorado County seems just as tenuous.  Even though I’ve worked here for 30 years, I only physically moved to the county 9 years ago and this isn’t where I grew up and it may not be where I die.  So, I don’t worry so much about whether this is a place I belong or whether anyone belongs here more than anyone else.  But I’m pretty sure I’m not alone in this, that everyone who lives where I live has someone, knows someone, has lost someone who may have a name inscribed here or somewhere else.  And we will all, someday, be a name inscribed somewhere, even if only on someone’s heart.  And, hopefully, we will be part of a story worth telling and there will be someone left to tell it.

Christmas Tree Cutting Permits starting November 13

The Lake Tahoe Basin Management Unit (LTBMU) and the Eldorado National Forest (ENF) will begin the sale of Christmas tree permits on Monday, November 13, 2017. Permit holders may choose from a variety of pine, fir or cedar trees up to six inches in diameter at the base in designated cutting areas. Trees must be cut on the forest where the permit was purchased (the ENF is south and west of the Lake Tahoe Basin, on the west slope).

Permits must be purchased in person, are not transferable and are sold on a first-come, first-served basis. Permits will be issued during regular business hours on the LTBMU until noon on December 22, and on the ENF through December 28. Cutting under these permits will be allowed until December 31, to accommodate military families and others who may need to celebrate a delayed Christmas.

In support of the Every Kid in a Park (EKIP) program, the LTBMU and the ENF will offer one free Christmas tree permit to fourth-grade students who present a valid paper voucher or durable EKIP pass. The student must be present to obtain a permit and when cutting a tree under the EKIP program. Visit www.everykidinapark.gov for information about the program and to obtain a student voucher. Then visit any participating LTBMU or ENF office and present the printed voucher in person along with a parent or guardian to obtain a Christmas tree permit.

Permits will be sold in the following locations (please note, all offices are closed on Thanksgiving Day and Christmas Day):

LTBMU permits cost $10 each, with a limit of two per family or address. These permits will be issued on a first-come, first-served basis with a forest limit of 2,250 permits total. Weather permitting, the following forest roads will remain open to improve access to cutting areas: Fountain Place Road to the first parking area, at the end of Oneidas Street (1201), Big Meadow Trailhead parking area (1213) and Barker Pass Road up to the OHV campground (03).

ENF permits cost $10 each (cash only), with a limit of four permits per family or address. These permits will be issued on a first-come, first-served basis with a forest limit of 4,500 permits total.

Cutting a Christmas tree offers a traditional holiday experience, while helping to thin the forest of excessive smaller trees, which helps to reduce excess vegetation that can feed a wildland fire, and create a healthier forest over time. Be sure to select a tree that is six inches or less in diameter by using the ruler provided on the tag and measuring at the base of the tree. Select a tree that is within 10 feet of another green tree. Do not remove the top of the tree, cut down the entire tree and leave a stump that is six inches or less above the ground. Scatter all discarded branches away from roads, ditches, and culverts. Attach the tag to the tree before leaving the cutting area.

Maps are provided at the time of permit purchase. Permit holders should follow permit guidelines for responsible collection, including not trespassing on private property when entering or leaving national forest cutting areas. Observe seasonal road closures and be prepared to hike to the cutting area to find a tree. No off-road travel is allowed. Park in legal areas and do not block gates.

It is important to remember that weather conditions in the mountains are unpredictable and travel during winter storm weather can be dangerous due to wet and/or icy roads. In addition, winds may cause branches or trees to fall. Visitors should avoid cutting on wet, windy days. Check the weather before heading out and tell someone where you are going and when you plan to return. Dress appropriately for cold weather conditions and be prepared for ice and snow. Carry tire chains and a shovel and bring emergency supplies, including water, food, extra blankets and a first-aid kit. Keep in mind, mobile devices may not work in some areas. Develop an emergency plan in case you cannot call for help.
