Serena Ann Busch 1969-2017

Serena Ann Busch (Clabo), October 3, 1969 - November 2, 2017

Our sweet angel, Serena Ann Busch (Clabo), also known as Mama Busch, returned to her heavenly home on Thursday, November 2, 2017 after a long battle with Lupus. She peacefully passed in her home surrounded by her loving family.

Serena was born on October 3, 1969, and raised in Grass Valley, California. She is the daughter to Carman and Dana Clabo, and was the third of four children. She attended Nevada Union High School and graduated in 1987. In June of 1989, she married her high school sweetheart Thomas Busch. Serena and Tom were blessed with two amazing boys, Brock and Trevor Busch, whom she loved more than life.

In 2004, the family moved to Pollock Pines, which she made their home.

Serena worked for many years as a dialysis technician caring for "her" patients that she exchanged books with, visited their homes to chat for hours, and treated them like her family.

Serena's interests encompassed her family, friends and Grandson, Braxton, not to mention her bonus kids, as well as her fur babies.

There was no event to be had without Rene's cooking! She was also the founder of "Chunkin Dunkin." Her hobbies included cooking, camping at the Lake, shooting her "pink" gun, riding quads and road trip on the motorcycle with Tom, hosting holidays, reading, Facebooking, talking on the phone, selfieing and the boys' sports. Serena's life motto was live, laugh, love.

Serena is survived by her husband, Tom Busch; sons Brock (Brook), Trevor; grandson Braxton Busch; parents Carman and Dana Clabo; father and mother-in-law, Steve and Jeanie Busch; siblings Randy Clabo, Denise (Ron) Koster, Terra (Josh) Hansel and Danielle (Jeff) Martin; sister-in-law Christy Busch, as well as nieces and nephews Tiphani Clabo, Randi Lynn Clabo, Justin (Suzie) Koster, Clint (Taylor) Koster, Brandon, Trenton, Duston and Alyissa Hansel, Marin and Macy Martin, Lilly and Colton Koster, Mattie Koster, and Kailey Hansel.

She was preceded in death by her nephew Tyler Clabo and grandparents.

A celebration of life will be held at 11 a.m., on Saturday November 11, 2017 at Bayside Church of Placerville 4602 Missouri Flat Road Placerville, CA. Pink is her favorite color. If you'd like to wear something pink in remembrance, please do so. Shoes are optional!!!!

In lieu of flowers, a donation may be made to the Lupus Foundation of Northern.

El Dorado County Board of Supervisors Vote to End Prop 90

Prop 90 will sunset on November 8, 2018. Supervisors Hidal, Frentzen, Rinali an Veerkamp voted to end it, Supervisor Novasel was the only one who understood the need to continue for 2 more years and was the only one to vote no. 

We thank Supervisor Novasel for her efforts.  

State Propositions are 5 year Propositions for a reason...unfortunately the Board just doesn't understand all the benefits that Prop 90 offer to our County, they only see the costs.  Truly a shame...

Lake Tahoe's Zephyr Point, 1938

PHS has just digitized two reels of color 16mm motion picture film, featuring the Zephyr Point Conference Center in 1938. Records archivist David Staniunas visited Zephyr Point in September to deliver a workshop on records and archives, and we'd like to share this video as a token of our gratitude to our partners in the Presbytery of Nevada and in thePC(USA) Administrative Professionals Association Pacific Region.

The PCUSA Synod of California called the first youth conference at Zephyr Cove, Nevada, in 1924; campers gathered in a single large blue tent, which collapsed during a rainstorm. The campsite, including some 30 acres and half a mile of the South Lake Tahoe shorefront, was sold to the Synod in 1925.

Living conditions for youth conference-goers in the 1920s were spartan: two wooden platforms were set up in 1926 covered by Army surplus horse tents from the First World War. Worship services were held in a thatch-covered wooden structure called The Pergola. Lodges and conference halls followed, but the site even today is rustic. A 1957 pamphlet by the Synod's Tahoe Conference Commission cautions, "Tahoe has no poison oak or rattlesnakes to worry about, but Nevada's gamblers, who have set up their 'one-armed bandits,' remind one that evil lurks even near Paradise."

Arrest Made in Stolen Trailer Case

On November 9, 2017, El Dorado County Sheriff's Office Property Crimes Detectives served a search warrant in Grizzly Flat and located a stolen micro trailer. 

The trailer had been stolen during the summer at a Hotel in Placerville. 28-year old Stevi Tucker was found to be living in the stolen trailer. Tucker had been arrested in September for possession of a different stolen trailer and was out on bail.

Following the service of the search warrant, detectives arrested Tucker for possession of the stolen trailer and booked her into the El Dorado County Jail. Her bail was set at $20,000.

The owner of the trailer lives in Florida and was in Placerville for business, when the trailer was stolen. 

El Dorado County detectives are making arrangements for the trailers return.

$63,000 in Health Grants Awarded by Barton Foundation

South Lake Tahoe, CA – The Barton Foundation has given over $63,000 in community health grants this year through its 2017 grant cycle.  In addition to $10,000 in funding to provide increased access to health care services at Barton Community Health Center, $53,000 was distributed to local non-profit organizations to boost services and programs focused on the top three community health needs of mental health, substance abuse, and access to care, as identified by the 2015 Community Health Needs Assessment completed by Barton Health. 

The Barton Foundation’s 2017 grant cycle supported organizations and programs that improve quality of life for the South Lake Tahoe community through counseling and supportive services, mental and behavioral health programs, substance abuse programs, senior wellness programs, youth mentor programs, dental services for children, and support for caregivers and family members in need. 

A combined $53,000 went to 15 local non-profit organizations:

-- Boys & Girls Club of Lake Tahoe, supporting social and emotional growth camps for at risk children.

-- Live Violence Free, providing funds for child advocacy and youth therapy services. 

-- Lake Tahoe Unified School District ALLY Club, to educate those working with LGBTQ youth and other under-served populations. 

-- LTUSD Dental Hygiene Program, for K-8 grade dental care and high school dental education 

-- National Alliance of Mental Illness (NAMI) El Dorado County Chapter, supporting the Brain Health Leadership Club at South Tahoe High 

-- Police Activities League, support for at-risk youth

-- SOS Outreach, for healthy living workshops and leadership development programs serving at risk youth.

-- South Lake Tahoe Cancer League, supporting community members fighting cancer with transportation to receive care.

-- Tahoe Coalition for the Homeless, for temporary shelter services and equipment.

-- Tahoe Magic, for Young Tahoe Smiles program funding with Dr. Ortega. Dental care for area youth that are uninsured.

-- Tahoe Senior Plaza, to provide hygiene products, transportation, health and wellness programs for low-income seniors.

-- Tahoe Transportation District, Support for transportation programs focused on seniors, veterans and the disabled. 

-- Tahoe Turning Point, for the foster youth placed in residential group homes.

-- Tahoe Youth & Family Services, for providing free youth mental health and substance abuse counseling services  

“Barton is a committed partner and leader in our community’s health and well-being,” said Troy Matthews,” Barton Foundation Executive Director as he recognized the grant recipients. “The Foundation is proud to inspire the philanthropy and volunteerism that provides access to care and supports direct community benefit.”  

As part of their annual grant cycle, the Barton Foundation recognized the spirit of volunteerism and selfless giving in a local community member, Marsha Ticas.  Ticas, the recipient of the first annual Volunteer of the Year award, has volunteered hundreds of hours and was instrumental in implementing the Mental Health kiosks in key South Lake Tahoe locations that provide education and resources to people in need of services.

Students Teach Students ‘Say No to Tobacco!’

To reach students on a peer-to-peer level about the dangers of tobacco use, Union Mine High School Leadership students spent a day as teachers at Pleasant Valley School this October. Dressed professionally, these young adults taught 7th and 8th-graders using curriculum from Stanford University’s Tobacco Prevention Toolkit. Lessons were delivered through ice-breaker activities, PowerPoint presentations, and were focused on long-term effects and the marketing methods used to entice children to become addicted to tobacco. A busload of Mountain Creek students also benefitted from the experience which took place in half a dozen classrooms. 

Gold Oak Union School District Superintendent, Meg Enns, expressed, “We feel very fortunate that Pleasant Valley students had the opportunity to hear an important message about the dangers of smoking and vaping from their peers. I feel that too often adolescents tune out the messages when presented by adults, but they listen to what is “cool” and “not cool” from their peers. The Union Mine students did an outstanding job and made a real impact on the middle school students. The kids at the middle school were talking for days afterward about what they learned.”

Randie Zeiter-Smith teaches this high school leadership class and noted, “These students are amazing. It is a good group of individuals who represent a cross-section of student groups on campus. They were enthusiastic about their work here today, and it showed as they were preparing their lessons – even considering which clothes to wear!”

This program was made possible by Tobacco Use and Prevention funds through the state of California. Gigi Marchini, Director of Program and District Support at the El Dorado County Office of Education (EDCOE), coordinated the effort and explained, “This innovative program was inspired by several school administrators and crucial partners at Marshall Medical’s Cancer Resource Center and the El Dorado County Health and Human Services - Public Health Department. Together, over the last two years, we examined other exemplary programs and designed this inclusive method of instruction that would not only resonate with those in middle school but empower and educate high school students about the same material. This program would not have been possible without the continuous support from our partners, and we are very grateful.”

County Superintendent of Schools, Dr. Ed Manansala, noted, “Thank you to Gigi, Randie, and our community partners who thoughtfully brought this program to fruition. This innovative model empowers young leaders to help students make the right choices about their health.” 

Plans are in place this school year for additional El Dorado County high school programs to visit other middle schools. “We hope to expand this program in the future, because it will make the greatest impact when consistent messages are delivered more frequently to students at different age levels. Our student teachers were amazed at some of the facts they learned during the process, such as 88 percent of smokers begin before the age of 18,” Gigi added.

CASA Volunteers Wanted for January 2018 Training Class

Court Appointed Special Advocate's volunteer on behalf of abused, neglected, or at-risk children in our community's court system. Children are waiting for a CASA Volunteer to provide a consistent and caring voice in their life. 

Classes will be held:

A passionate and powerful voice - CASA El Dorado's trained and court-appointed volunteers advocate on behalf of abused children and at-risk youth. Together with our community's involvement and generous support, we will positively impact the lives of our children.

Overview:
When children are abused or severely neglected, they must rely on adults to help them obtain justice and services. Who deserves an advocate more than an abused or neglected child? That is the intent of the social service and Family Court systems, but all too often these systems are fraught with escalating caseloads and reduced resources. 

Children presently average more than three years in the limbo of foster care, with their futures unresolved and uncertain. Family Court judges, with as little as ten minutes to determine a child's fate, are facing increasingly complex cases, limited support services, and disjointed, insufficient or outdated information on which to make sound decisions. 

The heart of our program is the Court Appointed Special Advocate (CASA), a specially trained and supervised community volunteer, appointed by a Family Court judge. CASAs make a difference in the lives of abused and neglected children by investigating and monitoring cases involving children in foster care. 

CASAs take only one or two cases at a time, allowing ample time to gather thorough information. They build relationships with their "CASA" kids, spending time with them, gathering facts about their life so they can report back to the judge who can then make a much better decision as to what is best for the child.

Katie DeGunther Memorial Service planned for December 2

Katie DeGunther (Schauer) April 18, 1961 to November 7, 2017.

Katie DeGunther was born in San Anselmo California but spent most of her career in Rescue California in the Title and Escrow industry for 24 years where she was known for both her professionalism and her sincere kind nature.

Katie studied Geology and Chemistry at San Diego State University.  She became an Affiliate member of the El Dorado County Association of Realtors on March 1992 and remained a member until recently. She received several professional awards including "Affiliate of the Year" for three years.  She was also known for her leadership in the "Women's Council of Realtors" of the El Dorado County Association of Realtors.

Katie was honored with the award Affiliate of the Year most recently in 2015 by the El Dorado County Association of Realtors. This award is given to the affiliate who goes above and beyond in their efforts to help the local Realtor association throughout 2015. The 1,300 membership votes to bestow this award to the 1 affiliate who has stood out among their peers.  "Professional, knowledgeable and sincere" was more than just business slogan for Katie. 

But DeGunther's personal life had taken a turn for the tragic as she lost her husband in 2015 and her mother passed away just two months ago.  Just after that a friend set-up a GoFundMe account to aid her as she had been hospitalized for a debilitating disease.

Shawna Wilson wrote:  

"Katie DeGunther Needs Your Help!

Dearest Friends and Family, 

Our sweet friend Katie Degunther has been ill for the past six weeks.   She was hospitalized two weeks ago and now her condition has become critical.   Her diagnosis is  an intestinal tract infection (kidneys, liver, pancreas) and she will be transferred to UC Davis Medical Center this week.   She will be needing further treatment over the course of the next two months.   Her treatment costs are significant and she is under financial strain.  As you may know Katie has two children in college and is the sole support of her family.   She as suffered tremendous loss the past couple of years losing her mother, father and husband..."

Katie's being a popular person that had touched many lives became clear as the GoFundMe account shot past it's goal of $15,000, and was over $20,000 in just 17 days. ($20,790 of $15k goal. Created October 25, 2017. Raised by 197 people in 17 days.)

But soon hearts were broken with the announcement from her family that Katie had passed away on November 7, 2017.

Her children, Ally DeGunther and Erik DeGunther, wrote:

"Friends and Family,
I am deeply saddened to inform you that my mother passed away tonight. I am at peace knowing that she is no longer in pain. Her journey here came to an end, and I strongly believe that everything happened as it was meant to be. My brother and I are processing our loss, and would like everyone to know we will be okay. Your support is welcome, but we would also appreciate privacy. My mother was an amazing women who touched many hearts simply by being herself. She will be missed by so many, but will be with all of us in spirit."

Her sister, Kimberlee Romano, followed with,

"Yesterday I lost my little sister Katie DeGunther (Schauer). Katie meant so much to so many people. She was such a talented, loving, smart, funny, strong mother, sister, daughter, friend. I have felt all of your prayers and love for Katie and our family and I thank you. I'm feeling very grateful that I was able to be here with her. With our mom passing 2 months ago, it is great comfort knowing my little sister is with my mom and dad now, safe."

A friend, Steve Rath wrote:

"Found out tonight that a dear friend of mine and work partner died from cancer.. she had been sick for awhile but she never told anybody and this is very shocking to me.. what is strange is I was thinking about her earlier today and wondering how she was doing.. this is very very sad as she was a really great person.. Katie DeGunther you will be missed." 

A sentiment that is shared by many.

Ally DeGunther and Erik DeGunther added:

"A service for my mother has been planned for December 2nd, at Green Valley Mortuary. Please join me and my family in celebrating her life, and the truly remarkable women she was. As per the event description, we would love for you to share any pictures you have of my mom. Direct message the pictures to me. Thank you everyone for your support and love."

The Center Welcomes Francie Heim Back to Their Board of Directors

The Center for Violence-Free Relationships is thrilled to announce the return of Francie Heim to our Board of Directors.  

"Francie first served on the board over 20 years ago, when she first moved to El Dorado County. As Deputy Superintendent of El Dorado County Office of Education, she  welcomed the chance to serve as a liaison between the Center and the education community. Francie's second stint serving on the board ended in 2012, when her family's  health issues caused her to re-prioritize time and commitments."
 
"When the Center found themselves with an unplanned vacancy recently, I was delighted to fill in temporarily until the new board recruitment process was completed." Francie brings a valuable skillset to the board with  expertise in budget and finance.  "I look forward to assisting the Center in developing transparent budget policies, procedures, and best practices to support and further enhance the work that they are  doing.""It is an honor to be of service to the Center as a board member."

Heavenly Mountain Resort gives Lake Tahoe Skiers and Snowboarders Access Beginning Nov. 17

Heavenly Mountain Resort will open for the 2017-2018 season on Friday, Nov. 17, and it’s not too late for skiers and snowboarders to get their Epic Pass, which are still available until Nov. 19. Epic passholders have access to Heavenly Mountain, Breckenridge Ski Resort, Keystone Resort and Whistler Blackcomb for early season skiing and riding. 
 
Kirkwood Mountain Resort will open on Nov. 22, followed by Northstar California Resort on Thanksgiving Day. The Village at Northstar, featuring high-end winter boutiques and new shops like lululemon, continues to open Friday, Nov. 17. Restaurants, including the new Yamakai Fish and Sushi Co. and Los Arcos Mexican cuisine, are set to open Friday as well.
 
“We’re thrilled to begin the ski season at Heavenly this Friday,” said Mike Goar, senior vice president of mountain division and chief operating officer of Heavenly Mountain Resort.  "We’ve been hard at work making snow at every opportunity, and current forecasts are calling for snow. We’re excited to begin another terrific ski season.”

Just a 45-minute drive from Lake Tahoe, the Reno-Tahoe International Airport has the following nonstop flights to Lake Tahoe, Denver and Whistler ski markets:

DOJ criminalist testified at EDC trial that Convicts Sex Assault Suspect

EL DORADO COUNTY – On November 8, 2017, a jury in El Dorado County convicted Manuel Ovidio Ramos-Munoz of seven felony counts including kidnapping and sexual assault for the attack on a 22-year-old woman June 11, 2015.

The victim had recently arrived at in the United States from Macedonia to work for the summer as an exchange student.   She was kidnapped at knifepoint just steps from her South Lake Tahoe motel room and was repeatedly sexually and physically assaulted.  The investigation led to Ramos-Munoz, an employee of the motel.

During the course of the trial, a California Department of Justice criminalist was called to testify about evidence collected.

“Forensic science is such an integral part of investigations and prosecutions,” said California Statewide Law Enforcement Association (CSLEA) President Alan Barcelona.  “DOJ criminalists are some of the brightest minds in forensic science and some cases would go nowhere without them.  Thankfully, this violent individual will remain confined and unable to hurt others.”

“Our hearts go out to the victim and her family,” said El Dorado County District Attorney Vern Pierson.  “We are pleased that we were able to secure justice on her behalf and that this defendant will spend the rest of his life in prison for this disturbing and horrific crime.”

The case was investigated by South Lake Tahoe Police Department Detective Doug Sentell, with assistance from additional officers with the South Lake Tahoe Police Department, as well as the District Attorney's Office.  The case was prosecuted by Deputy District Attorney Jamie Pesce and Assistant District Attorney Joseph Alexander.  Investigator Ken Barber and Victim Witness Advocate Yolanda McGillivray assisted during the prosecution. The jury heard testimony from the victim, as well as officers from the South Lake Tahoe Police Department, a criminalist from the California Department of Justice, a Doctor and SART Nurse from the BEAR Clinics in both Sacramento and Reno, members of defendant's family, the defendant's former co-workers and a District Attorney Investigator.

Ramos-Munoz remains in the El Dorado County jail pending sentencing which is scheduled for January 19, 2018.  He faces a maximum sentence of more than 150 years to life in prison.

Description: The Community and Economic Development Advisory Committee is advisory to the Board of Supervisors in developing the Countywide Economic Development Plan, preparing annual reports concerning activities, achievements and recommendations, sponsoring business related seminars, forums and training workshops, reviewing existing County regulations and procedures to eliminate unneeded inconsistent and redundant legal requirements; and reviewing on a periodic basis the County government structure for consistency with efficient and cost effective regulation of business.

Term for this Vacancy: Term Expiration 01/01/21 (Balance of remaining term)

A notice of vacancy has been posted for the Supervisorial District 3 appointment to the Community and Economic Development Advisory Committee.  Residency within the boundaries of District 3 is required.

Sheriff Announces Recovery of 2 Bodies from Fallen Leaf Lake

Bruce's Legacy, an underwater search and recovery team from Wisconsin, came to Fallen Leaf Lake to assist The El Dorado County Sheriff’s Office with a deep water search for two missing people.

The first went missing in the summer of 1996.  A 21 year old male was reported to have drowned in Fallen Leaf Lake while boating, his body was never recovered.  The second went missing in 2001.  A female was reported to have drowned in the lake and her body was also never recovered.

On August 29, 2017, Bruce’s Legacy used a Side Scan Sonar to locate several potential sites where the drowning victims could be located.  They then used an underwater rover to visibly search each of those locations.   During the search, they located the body of an adult female that was similar to that of the missing female from 2001.  The body was recovered from the lake and sent to the Sacramento County Coroner for an Autopsy.  DNA samples were sent to The California Department of Justice Crime Lab for identification.  There was no indication of foul play. We have not received the results of the DNA testing.

On October 27, 2017, El Dorado County Sheriff’s Detectives and Bruce's Legacy returned to Fallen Leaf Lake to search for the male that went missing in 1996.  After several hours of searching, an adult male’s body was located.  The body had a rope tied around the lower portion of the legs.  A small anchor was tied to the end of the rope.

When the male body was taken from the lake, it was soon evident that it did not match the physical description of the male that went missing in 1996.  The body looked to have been in the lake for many years.  It was apparent that we had located a body that we had not known of, prior to his recovery.

The body was sent to the Sacramento County Coroner’s Office for a Forensic Autopsy.  DNA samples were sent to The California Department of Justice Crime Lab for possible identification.  At this point, the cause and manner of death has not been determined.  This is an ongoing investigation and it is not known if this is a case of homicide or suicide.

Bruce’s Legacy has continued their search for the 1996 missing male and as of this date he has not been located.

These are ongoing investigations and it could take several months to determine the identities of the bodies that were recovered.
