Threat to High School on Social Media Unfounded

South Lake Tahoe, CA (January 18, 2018) - On 01-15-18, South Lake Tahoe Police officers responded to a residence in Meyers after receiving a report that a 10th grade South Tahoe High School student had posted a possible threat on his Snapchat account about bringing a gun to school and shooting people. SLTPD officers, along with two deputies from El Dorado County Sheriff’s Office responded to the student’s home to investigate the incident. It was determined that the post was not a direct threat to the school or anyone at the school. The student’s bedroom was searched and officers found two BB guns, but no real firearms were found in the house nor does this student have access to any firearms.

On the following day, SLTPD School Resource Officer received screenshots taken from this student’s Snapchat and Instagram accounts by other STHS students who had seen the posts. The student who posted the original “threat” had also posted two photos of himself holding his two BB guns. One BB gun was a 1911 style handgun, and the other is an AR-15 style assault rifle. A follow-up visit with the student was made by SLTPD School resource officer and it was confirmed there was no direct threat to the school or students.

Eskaton Goes High Tech with Plug & Play

California operator Eskaton has announced that it will use K4Connect's K4Community in 10 of its senior living communities through 2018.

The deployment will reach more than 1,000 residents, starting with Eskaton Village Roseville early this year. The other communities are The Trousdale in the Bay Area Peninsula region, Eskaton Monroe Lodge in Sacramento, Eskaton Village Carmichael and Eskaton Lodge Granite Bay. Additional Eskaton communities that will be using K4Connect are in Cameron Park, Gold River, Grass Valley, Placerville and Orangevale.

Serial Child Molester Sentenced to 32 years in Prison

On January 16, 2017, sex offender Alejandro Soto was sentenced to 32 years in state prison after being convicted of committing sex offenses against three minor children over a 5-year period.  

The defendant pled guilty prior to trial, admitting four different charges of felony child molestation and felony dissuading a witness.  After his conviction, Mr. Soto was sentenced by Judge Suzanne Kingsbury to an aggravated prison sentence for his crimes.  

Mr. Soto will be eligible for parole in approximately 25 years.  Once deemed suitable for parole, however, Mr. Soto will be subject to the possibility of continued confinement if he is determined to qualify as a Sexually Violent Predator.

South Lake Tahoe Human Trafficking Presentation

Jersey Man Indicted for sexually explicit images of juvenile in El Dorado County

SACRAMENTO, Calif. — On Thursday, a federal grand jury returned a four-count indictment against Michael Anaya-Otero, 21, of Elizabeth, New Jersey, charging him with production of child pornography and interstate travel with the intent to engage in illicit sexual conduct with a minor, U.S. Attorney McGregor W. Scott announced.

According to court documents, in April 2016 and again in January 2017, Anaya-Otero allegedly traveled to Placer County in order to engage in sexual conduct with a seventh grader. Anaya-Otero is also alleged to have taken sexually explicit pictures of the victim, which he then transported with him back to New Jersey. Separately, in June 2017, Anaya-Otero had an online relationship over Snapchat and Instagram with a second juvenile victim in El Dorado County, and he is alleged to have maintained sexually explicit images of this juvenile victim on his cellphone.

On January 5, 2018, Anaya-Otero was arrested in New Jersey.

This case is the product of an investigation by the U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI). Assistant U.S. Attorney Audrey B. Hemesath is prosecuting the case.

If convicted, Anaya-Otero faces a maximum statutory penalty of 30 years in prison and a $250,000 fine. The charge of production of child pornography carries a mandatory minimum prison sentence of 15 years. Any sentence, however, would be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables. The charges are only allegations; the defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute those who sexually exploit children, and to identify and rescue victims. The Black Market for Weed Is Keeping the Legal Market Afloat

Industry experts say San Diego’s limited number of licensed shops can’t possibly meet the demands of consumers until the city’s supply chain is fully up and running. In the meantime, the people need options.

California regulators had plenty of examples to learn from last year when they rushed to establish the world’s largest legal marijuana market. Despite some delays and confusion, they managed to put together a functioning system.

But success over the next year, on both the state and local level, is far from certain.

Eliminating the black market in San Diego — one of the selling points of Proposition 64 — won’t be easy. Nor is it necessarily a good thing in the short-term.

To prevent the system from collapsing in its early stage, analysts and industry professionals say, consumers need options, and the licensed shops cannot meet the demands of the region until the city’s supply chain is fully up and running. That means the black market still has a role, at least for the time being.

“If you never intended to get into the regulated market, you’ll be set for a long time,” said Joe Casey, who runs a delivery service.

Experience in other states has shown there is a delicate balance between regulations and natural market forces.

“If you tax people too high, you push them into the activity you’re trying to eliminate,” said Phil Rath, a United Medical Marijuana Coalition lobbyist who helped draft the city’s rules. “There’s a point of diminishing returns.”

The sweet spot isn’t obvious.

Local buyers in the newly legal market have expressed shock at the combined effect of local and state taxes on marijuana. At 28 percent, those taxes are lower than other legal markets in the West, but they’re only going up.

Thanks to a 2016 ballot proposal, San Diegans agreed to increase the local sales tax another three percent in July 2019. The City Council could increase it another 7 percent beyond that.

A Fitch Ratings report out of San Francisco, released in August, estimated that California’s effective tax rate statewide — including the taxes on cultivation, which are weight-based — could reach 45 percent. Oregon was listed at 20 percent, Colorado at 36 percent, and Washington at nearly 50 percent. To keep their legal markets competitive, all three states have taken steps to reduce their taxes.

Those states have also seen declines in the price of marijuana flower, as markets mature and members of the supply chain — the growers, manufacturers, distributors and testers — settle in.

Between the first and second weeks of January, the wholesale price of flower in California fell from $1,455 to $1,351 a pound, according to Cannabis Benchmarks, a private company that analyzes marijuana like a commodity. But there’s no guarantee that trend will hold. In fact, it’s likely that as time progresses, supply-chain pressures will push prices up.

For now, state regulators are allowing retail shops to sell products from their existing inventories that don’t meet certain testing and packaging requirements. Many dispensaries stocked up before the New Year, with some in San Diego buying six months’ worth of supplies. On July 1, licensed retailers in California will only be able to buy from licensed distributors, and so on down the chain.

Oregon, on the other hand, required dispensaries to abide by the new standards on day one back in 2015, which helped increase the price of marijuana, said Cannabis Benchmarks editorial director Adam Koh.

California regulators appear to have learned from that experience and have been conscious of not throwing too much at local dispensaries too soon, he said.

Koh also stressed that the state’s legal market is still relatively small when compared to its future scope, and that preventing a bottleneck in the supply chain is important. Ironically, that means the demand needs to remain relatively low in the short-term, so that consumers don’t exhaust the inventories that are available.

To keep things stable in San Diego, the City Council has grandfathered-in a number of businesses along the supply chain while those businesses get their state licenses in order.

The number of retail shops is also a key factor — and a source of contention in recent months.

Last week, San Diego City Councilman Chris Cate asked law enforcement to step up its efforts and consider suing the Irvine-based Weedmaps, an online marketplace that does not distinguish between licensed and unlicensed sellers.

Unfazed by the threat, the company argued in a memo to City Hall that the real problem in San Diego was too few retail shops and a lack of home-delivery services: A region of approximately 1.4 million people has access to 17 medical shops, 13 of which have gotten state approval to sell recreationally too.

Vice president of government relations Dustin McDonald said the company’s research has suggested that there should be one storefront or delivery service available to every 7,500 residents if officials are serious about rendering the black market ineffective. The current ratio in San Diego is 1 storefront per 82,000 residents.

As governments throughout the county can attest, many of the dispensaries that get shut down simply pay their fines and reopen within weeks, if not days, because the profit is worth it. That puts financial pressure on law enforcement, which gets passed down to taxpayers.

Based on public records requests and interviews with officials, Weedmaps estimated that a single raid on a dispensary — requiring police, fire, code enforcement and other officials — can cost between $50,000 and $100,000.

Open letter to South Lake Tahoe City Council re VHR and SnowGlobe

Dear Council Members:

My name is Scott Ramirez, I am a long time resident of South Lake Tahoe. Some of you know me and my family and are familiar with our activities to support our town. We are advocates for our community and volunteer where we can.

Today I am writing you to ask that you consider the needs of the residents in your deliberations and actions. Recent changes in our community demand that we all speak to recurring issues that are either not being addressed or are seemingly being glossed over. Specifically, I wish to address two issues: Vacation Home Rentals (VHRs) and SnowGlobe.

Vacation Home Rentals (VHRs):

I live in the Gardner Mountain area of South Lake Tahoe. I purchased my home in 1996 when I returned after having been away for 10 years for school and work. I grew up in the Bijou area and attended both our local schools and Lake Tahoe Community College before leaving to build my career. I was lucky to be able to return and work in our local schools these past many years.
When I purchased my home I purchased what I could afford in a quiet neighborhood with an eye to raising a family. I looked to purchase as much home as I could afford away from the hustle and bustle that tourists bring to our town.

My neighborhood has seen many changes. The formerly empty lot across from my house has since been purchased. The immense house that sits there now was built specifically to house as many people as possible. The builder lived in the home briefly before selling it as a second home and Vacation Home Rental (VHR). On any given weekend we see four to six cars and six or more people staying there. This weekend we were surprised to see a charted bus arrive and deliver eleven college kids. The bus arrived at roughly 10:15 PM on a Friday night and stopped in the street to deliver our new guests and unload their luggage. A similar bus returned the following Sunday to pick this same group.

I wish I could make this simple and say the current owners were bad and every visitor was rude but that is not the true story. The owners are nice people who are trying to fund their second home by using it as a VHR. Most of our visitors mind their manners. Whether the visitors are good or not or if the home owners are nice is not the point. The point is that our community is rapidly changing and not necessarily for the better. The front of my house is now a bus stop.

The house across the street has signs on it declaring the rules for visitation. My neighbors and I are now left wondering will this be a good visit or will this be a bad one. Will there be more cars than the driveway can hold, will they manage the trash and will they quiet down before we need to sleep or will we need to be the bad guys call and complain. Do we need to worry about our kids playing outside?

The new measures to mitigate some of these problems have helped to provide locals tools to respond. The problem is that it remains up to the residents surrounding vacation rentals to report issues when they arrive. We have to be both the inspector and the reporter of activities that should not be going on in our neighborhoods. It is not our job to police other people’s businesses. It should be the job of the management agent or the owner if there is no local agent.

I have no illusion that these new businesses are going away. Our community needs flexibility in where our visitors stay and some home owners are paying for their part of Tahoe by renting their homes out. I also do not wish to complain without offering solutions so here is what I suggest:

• All costs associated with responding to VHR issues should be covered by VHR fees
• A portion of those fees should go to the Clean Tahoe Program which should be provided a list of participating VHRs and asked to help mitigate excess garbage
• A dedicated enforcement position (police?) should be created to randomly visit VHRs and ensure they are meeting their parking and occupancy requirements
• The management agent or owner should be held accountable to inspect their VHRs and ensure they are meeting the current guidelines, it should not be necessary for the surrounding residents to enforce these rules
• A process for residents to contest an existing VHR license needs to be established beyond the existing reporting process for special circumstances not currently defined

SnowGlobe:

I will keep this simple. There is no reason an entire neighborhood should be subjected to three days of noise and having access to their homes blocked on an annual basis for a private event.

The Al Tahoe, Bijou and Sierra Tract neighborhoods are blasted with sound from SnowGlobe every year. SnowGlobe is exempted from the same rules that apply to the Harvey’s Outdoor Theater which is required to end their concerts by 10 PM. The Harvey’s event is held in an area zoned for such activities and SnowGlobe is in the middle of three large neighborhoods. I sincerely doubt this would even be a question if the same event was held adjacent to the Tahoe Keys or other wealthy areas. My parents live in the Bijou area near Pioneer Trail adjacent to two current sitting Council members. They text us when the music starts because they can feel it inside their home. A friend in the Al Tahoe area tries to leave town because they cannot sleep in their own home due to the sound from these concerts.

A Community owned and maintained field is not the appropriate place for this event:

• Find an appropriate venue
• Enforce existing regulations without exemptions
• Move this away from residential neighborhoods

These issues are all seemingly related. Zoning laws have been over-ridden in favor of private entities. The Council has been consistent in favoring private party interests and their needs in a hunt to generate questionable revenue gains at the cost to our local residents. Our city incurs expenses related to both these concerns that are not fully covered or funded by those activities. Residents pay in both lost tax revenue to cover those expenses and in terms of having their homes invaded. This is not acceptable and needs to stop.

Please act on behalf of the people who vote for you and for whom you represent. Yes, we need to pursue revenue but not at the cost of our homes and neighborhoods.

Water Emergency, Western Slope of El Dorado County - All the latest news

Just after 8 a.m. on January 23, the body of a man was located from EID’s untreated raw water conduit in Pollock Pines. At this time, The El Dorado County Sheriff’s Office is working to recover the body.

EID received notice from the El Dorado County Sheriff’s Office on January 22 that a man had entered into EID’s Camino Conduit pipe that carries raw water from Jenkinson Lake to EID’s water treatment plant 1.5 miles away.

District staff began to reduce flows while emergency responders searched for the missing man. The reduction in flows and subsequent request for conservation from customers was to manage health and safety flows to EID customers and maintain the integrity of the system.

EID, The El Dorado County Sheriff’s Office and emergency responders worked into the night before the rescue mission transitioned to a recovery effort.

EID is asking our customers to continue conservation until 5 p.m. at which time normal water operations will resume.

“Our thoughts and prayers go out to this man’s family,” said EID General Manager Jim Abercrombie. “EID thanks its customers and community for its patience during the call for conservation. The district takes providing safe water to customers as a sacred trust and there was never an issue with the safety of the drinking water during this incident.”

 

 **UPDATE 1/23/18 8:50 AM**

EID asks that our customers continue to conserve water at this time. The water has been, and continues to, remain safe for consumption. Updates will be posted to this website. There is currently no ETA on when the request for conservation will be lifted, although we hope to have the incident resolved today.  Customers will receive a phone call and email message alerting them when the call for conservation has ended. We thank all of our customers for their continued conservation and patience during this time.

Deputies responded to the area and were unable to locate the missing person. At that time, the Sheriff’s Office notified EID personnel who began to reduce the flows to the plant while emergency responders continued their search for the missing man.

The El Dorado County Sheriff’s Office has identified the missing man as Tory Robert Mayes of Pollock Pines.

After an extensive search of the EID conduit line by the Sheriff’s Office patrol and dive teams, EID, Sacramento Metropolitan Fire Department and El Dorado County Fire Department, the emergency medical personnel have determined that because of the length of exposure, water temperature, and circumstances surrounding the incident, rescue operations have transitioned into a recovery mission. Next of kin has been notified.

After careful deliberation with onsite emergency medical personnel and the Division of Drinking Water of the State Water Resources Control Board, the District has resumed water treatment plant operations while recovery efforts for Tory continue.

While EID works to return to normal treatment operations, continued conservation is requested at this time.

EID, in conjunction with the El Dorado County Sheriff’s Office, have issued the following statement:

On January 22, 2018, The El Dorado County Sheriff’s Office responded to a report of a man falling into an EID conduit pipe. Deputies responded to the area and have been unable to locate the missing person. It is believed that the man fell into EID’s Camino Conduit pipe that carries raw water from Jenkinson Lake to EID’s Reservoir “A” water treatment plant 1.5 miles away in Pollock Pines.  It is believed the man fell through an air vent in the pipe below the second dam.

EID immediately began to reduce the flows to the Reservoir “A” plant while emergency responders began the search for the missing man. The treatment plant provides water to the majority of EID’s service area, from Pollock Pines to El Dorado Hills, including the city of Placerville.

EID has initiated a call out to all customers asking for extreme conservation of water for the duration of this emergency operation. The emergency does not affect the quality of EID’s water. The conservation is to maintain adequate water supply.

The Sheriff’s Office is working in conjunction with EID to locate the missing person and ensure the safety of the drinking water. The Sheriff’s Office of Emergency Services is activating in support of this situation and will be closely monitoring it. During this time, the Sheriff’s Office asks that you follow the directions by EID.

EID will notify its customers when the call for conservation is lifted. Thank you for your continued patience and response to the call for conservation.

Currently there is a district-wide emergency water conservation call in effect due to a potential victim who may have fallen into the water facilities near Sly Park Dam late this afternoon/early evening on Monday, 1/22. Consequently, the district had to temporarily shutdown its water treatment plant while responding to this emergency.

We are asking all customers who receive a call message to please immediately discontinue any non-essential water usage to ensure water held in the storage tanks is adequate to provide service to customers throughout the duration of the emergency.  This includes activities such as running dishwashers and clothes washers, outdoor irrigation and car washing. Minimizing usage will reduce the potential for the water system to lose pressure or completely run out of water.

6 years in Prison for SLT man convicted of burglaries

A South Lake Tahoe man received a six-year prison sentence after admitting his involvement in a number of car burglaries and attempted burglaries in lower Kingsbury Grade.

Peter W. Quillian, 25, was arrested Sept. 24 on a fugitive warrant. At the time of his arrest, Quillian was in possession of a hypodermic needle.

In court, Kristine Brown, representing Quillian, said he was breaking into cars to get money for his drug addiction and to fund his gambling problem. She said Quillian has been taking drugs since he was 11 years old.

"That is over half of his life that he has used drugs," Brown said. "That is a hard addiction to break."

Brown proposed a suspended sentence to give Quillian the chance to get clean and enter into a drug addiction program. Tina Russom, representing the state, recommended the maximum sentence of 72 months in prison.

Gregory concluded Quillian was not a good candidate for probation and sentenced him to 72 months in prison.

THE GRAPES OF WRATH at Imagination Theatre

Imagination Theater is pleased to announce the 2018 performance of The Grapes of Wrath, Directed by Lanny Langston. 

John Steinbeck's masterpiece tells a gripping story of the Joad family, living the reality of a tragic period in American history. Set during the great depression, and the dust bowl that was ravishing the mid-west, the Joads seek refuge, traveling route 66 along with thousands of "Oakie" families to work the fertile California orchards. Survival is tenuous at all turns and culminates with rain and floods that force the Joads to face the despair head-on. Brilliantly adapted in 1988 for the stage by Frank Galati, Steinbeck's Story of outcast mi-grants proves itself to be an important drama that shows the strength of family and tells a story of survival brilliantly.

The Vision of Director Lanny Langston is, for the first time, to have it actually rain on stage at Imagination Theater. This risky innovation shows once again, this little theater in the foothills goes big to tell a great story.
