El Dorado County Launches Website Devoted to Cannabis Issues.

Schedules first meeting of new ad hoc Cannabis Committee Jan. 31, 2018

(PLACERVILLE, CA) – El Dorado County today announced the launch of a new website focused on the County’s cannabis issues. It includes information about personal and commercial guidelines, the County’s regulatory history of cannabis, State and County policies about cannabis, the code enforcement process, frequently asked questions and answers, and more.

“The combination of Prop 64 taking statewide effect January 1st, the nearly five-year County history of developing ordinances, creating ad hoc committees to address the issue of both medical and commercial cannabis, and the level of public interest in this issue makes today the right time to launch a site that addresses the myriad issues related to cannabis in El Dorado County,” said Board of Supervisor chair and member of the ad hoc Cannabis Committee, Michael Ranalli.

The new site is an addition to the County’s web page and contains seven robust pages of information for the public’s information and use.

“We included as much pertinent information as possible on this site,” said Supervisor Sue Novasel, who also serves on the ad hoc Cannabis Committee. “Recognizing that there may be some level of confusion around what people can and cannot do in El Dorado County and that there likely will be continual updates as the regulation and enforcement of commercial and personal cannabis evolve, we urge residents to check this site frequently so they can be maximally informed.”

In addition to the launch of the website, it was announced that the ad hoc Cannabis Committee is scheduled to meet Wednesday, January 31st from 3:00 pm to 5:00 pm at the County Planning Commission conference room, located at 2850 Fairlane Ct. Building C, Placerville.

The Media Blitz about New California has brought great attention & concern for many in our Jefferson Counties, but perhaps even greater confusion for  Californians, or, “here we go again,”  as stated by many in the news media. This is in reference to the various movements or actions underway, to separate or secede from California.

The only similarity between State of Jefferson and New California is, both movements are looking to separate under Articled 4, Section 3 of the U.S. Constitution.  What sets us apart from New California and others is that State of Jefferson and Citizens for Fair Representation, is About Representation.

January 2016 -The date when all  twenty-one counties completed filing declarations/petitions with the Secretary of State and Legislature, seeking equal/fair representation and/or to separate (not secede) from the State of California. This was followed by tens of thousands of   emails, letters, phone calls, faxes and visits  to legislative offices, by constituents, requesting their elected representatives author a Bill or Resolution to resolve the imbalance of representation; the worst of all 50 states. All requests went ignored

May 8, 2017– Citizens for Fair Representation filed a lawsuit against Secretary of State Alex Padilla, for lack of representation and dilution of vote. In September, the first hearing was held in the U.S. Federal District Court and CFR is currently awaiting the date to be scheduled for the second hearing.

Who Are the Rest & What is the Difference?

State of New California: Still includes many counties of the greater bay area and Southern California, who would still retain the majority seats in both chambers of their new state legislature, or same imbalance of representation. As far as the odds of the California state legislature approving their separation from the state -  on January 25th, in a New California website survey, Californian's were asked,  “would you support the State of New California;” 90 % of  a little over 20,000, responded NO.

Tim Draper's 3-way state split: Petitions are currently being circulated for an initiative on the November 2018 ballot, to split the state into three. One cannot split a state by just a vote of the people. It  still has to be approved by the State Legislature and U.S. Congress. Stan Statham tried this in 1992, and a majority of the northern counties did in fact vote yes, as did the State Assembly, but it failed to pass in the Senate.

Yes California,Calexit: Once again, now circulating a second round of petitions,  for a ballot initiative, to secede from the United States, forming its own country. If they gather the required number of signatures to place on the November 2018 ballot and voters approve, this would have to be placed on another ballot on the next general election (2020). If voters were to approve, both,, the United States and California State Constitutions would have to be amended.

John Cox, Neighborhood Legislation:  Watch for this on this initiative on this years election ballot. Because the state assembly & senate districts have grown so large; one assembly member for every 500,000 and one senator for every million, the Cox initiative, divides each of those huge districts into 100 neighborhoods – each with its own represenative. Those 100 representatives in each district will meet and select and select one of their number to go to Sacramento. The problem – There will still just 80 assembly members and 40 senators meeting & voting in the Capitol building. The one county of Los Angeles will still have fifteen senators and we in the Northern rural area, will still have only one senator representing 11 counties. Southern California and greater San Francisco Bay Area, still rule.

Strong on Jefferson & Representation

State of Jefferson & Citizens for Fair Representation: The largest movement and only movement in California, seeking equal/fair representation for all citizens, in all 58 counties of California and when successful, will also impact those citizens in about 30 other states. This resolve has been undertaken by a diverse number of plaintiffs, to include cities & counties,  using the process allowed under our nations Judicial system. As previously noted, the case is  currently being heard in the U.S. Federal District Court, Eastern District, Sacramento Division, Judge K. Mueller presiding.

Mark Meuser, candidate for California Secretary of State, is the guest speaker at the Tuesday, February 5th, meeting of the El Dorado County Unit of the California Republican Assembly (CRA), at Denny's Restaurant, 90 Fair Lane, in Placerville. The meeting begins at 6:30 pm, when you may enjoy a meal or beverage, ordered from Denny's menu. 

Meuser is a native Californian and small business owner, whose priority is, “to guide the Secretary of States office out of the antiquated 19th century into the 21st century” citing, “the people of California deserve an open and accessible government that works for them, not against them.” Meuser also stated, “that voters need and deserve a Secretary of State who will restore the people's confidence in open, secure, and fair elections.”

The Child Abuse Prevention Council is a community council whose primary purpose is to coordinate the community’s efforts to prevent and respond to child abuse and neglect. It is comprised of 15 members of the community, each appointed by the El Dorado County Board of Supervisors. The Council acts as an independent entity and is coordinated through a contract between the El Dorado County Department of Human Services and the El Dorado County Office of Education. The Child Abuse Prevention Council functions include:

· Acts as the Children’s Trust Fund Commission

· Provides a forum for interagency communication and coordination

· Facilitates the training and education for professionals in the detection and treatment of child abuse and neglect

· Recommends improvements in services to families and victims

· Promotes public awareness of abuse and neglect of children and the resources available for intervention and treatment.

February 24 – Bring Out the Barrel!

CAMINO, CA – January 26, 2018 – 5 wineries with tasting rooms along Carson Road in Camino are ‘bringing out their barrels’ for wine consumers who want a glimpse into the flavors of 2016 vintage wines on Saturday February 24th from 11am to 5pm. The 5 participating wineries will be sampling selected wines to showcase the flavors and quality of wines from the 2016 and 2017 harvests and offering specials and small bites. These wines are quietly maturing in their barrels and most will be bottled in the next few months for release dates into 2019. Tickets are $15 and can be purchased at www.localwineevents.com.

“There is an intense amount of curiosity about the effect of how California’s 5 year drought affected the vines and the grapes, particularly regarding the 2016 vintage, when the drought was at its peak. We all look forward to showing off our rich and tasty wines from this vintage and most of us will be selling futures”, said Angela Findleton-Cardinalli, one of the organizers of the event. “Our customers have asked for a regional barrel tasting event and we’re going to deliver a great experience!”

The Carson Road Wineries were organized in 2008 to concept, create and host fun and innovative events to showcase the great wines and legendary hospitality in the Camino region. For this event, guests will be assigned a starting winery where they will collect a commemorative wine glass and a wristband that will serve as their ticket to fun on that Saturday.

On Saturday, January 20, 2018, 7 students from the Ponderosa FFA Chapter competed in 3 different public speaking competitions at the sectional level. The contest was held at Elk Grove High School and serves as the speaking finals for the 12 schools in our Sacramento Section. Each school is able to bring up to 4 competitors per contest.

The freshman level competition is called the FFA creed speaking contest. Students must memorize and recite a 5 paragraph creed and answer questions concerning agriculture and leadership. The sophomore level contest is called impromptu. Students have less than 2 minutes once they walk in the room, choose a topic, and perform a 2 minute speech in front of a panel of judges in the subjects of agriculture, leadership, and current issues. Finally, the junior level competition is called extemporaneous public speaking. Students walk into a room and have 30 minutes to prepare and perform a 4-6 minute speech. Of the possible 32 students per competition, only the top 4 move on to compete at the regional level.

Our Ponderosa FFA Chapter students worked very hard and placed as follows at the Sacramento Section Speaking Competition:

He has been affiliated with the off-road community for more than 20 years and is a founding director of the Rubicon Trail Foundation. On Sunday, February 11, the State of Jefferson County Committees of El Dorado, Nevada and Placer, invite all to attend an “Assembly of Patriots,” at the American Legion Hall, 4561 Greenstone Road, in Placerville. 

Doors open at 2 pm and the event begins at 3 pm, with special guest speaker Mark Baird, of Siskiyou County. Kicking off the event, will be Terry Rapoza, co-host of Jefferson State of Mine radio show, on KNCR radio in Shasta County.

Recent gas tax & vehicle fee increases, along with sanctuary state jurisdiction and Governor Brown along with Progressive legislators putting the wants of  illegal aliens and criminals first,  before that of the health and safety of hard working California citizens,  has caused the Jefferson movement to grow even larger,  adding the counties of Stanislaus and Mariposa, bringing the total to 23 counties, located mainly in the rural northern & central areas of the State.

A man’s body was found last week in a water pipeline operated by a California water district.

“The body of a man who fell into a water pipeline in El Dorado County was found [on January 23] after hours of searching, which prompted an emergency water conservation announcement for residents in Pollock Pines, Placerville, El Dorado Hills, and Cameron Park,” KCRA reported.

El Dorado Irrigation District spokesman Jesse Saich said it is believed that the man entered the pipeline through an air vent, according to KCRA. The Camino Conduit pipe carries raw water to a water treatment plant from Jenkinson Lake.

“The body of Tory Robert Mayes, 34, of Pollock Pines, was discovered about 11 a.m. in an area of raw water, which is eventually treated at a high level before it is distributed to customers,” KCRA reported, citing Saich.

The day before Mayes’ body was found district officials issued an emergency conservation warning to ratepayers.

“Residents throughout El Dorado County, including Pollock Pines, Placerville, El Dorado Hills and Cameron Park, received phone calls and emails about the water conservation announcement,” KCRA previously reported.

“Minimizing usage will reduce the potential for the water system to lose pressure or completely run out of water,” the notice to customers said, per KCRA.

The irrigation district provides drinking water to homes, schools, and businesses, as well as recycled water for irrigating yards and public landscapes.

Mayes was hiking with his half-brother and a friend on the day he passed. Mayes’ half-brother described what happened to The Mountain Democrat.

“I heard Tory splashing and tried leaning my arm around the corner where the pipe ends and almost slipped in as well. If there was something I could have done to save him, I would have,” he said, per the report. “I tried to climb down and feel around but the water started pulling me in. I saw Tory...I heard a splash, looked around again and Tory was gone.”
