Solar power key to Lake Tahoe’s clean energy goal

[Olympic Valley, Calif.]  – To help achieve Squaw Valley Alpine Meadows' goal to be powered by 100 percent clean, renewable energy sources, Liberty Utilities, the electric service provider in the Lake Tahoe region of California, is actively collaborating with resort leadership to identify and develop new renewable energy generation, storage and energy efficiency projects to benefit the Olympic Valley and surrounding areas.

Subject to regulatory approval, the two companies intend to achieve the resort's 100 percent renewable goal as early as December 2018.

While 25 percent of Liberty Utilities' current power mix includes renewables, the utility intends to develop and deploy a project or series of projects to achieve procurement of renewables equal to 100 percent of the electricity use of Squaw Valley Alpine Meadows as well as other customers with 100 percent renewable electricity goals. This action also further supports the State of California's renewable energy goals, including proactively achieving the goals outlined in Senate Bill 100 (SB-100), which is expected to be reconsidered in the upcoming California legislative session. SB 100 aims for 100 percent of total retail sales of electricity in California to come from eligible renewable energy resources and zero-carbon resources by Dec. 31, 2045.

Liberty Utilities is supporting the 100 percent renewable goal of Squaw Valley Alpine Meadows and other customers through the development of new renewable energy projects, particularly solar. These projects will provide additional clean, renewable energy options for Liberty Utilities' 49,000 customers in California, including Coleville, Floriston, Loyalton, Markleeville, North Lake Tahoe, Portola, South Lake Tahoe, Topaz Lake, Truckee, Verdi, Walker, and Woodfords.

"We take accountability for our company's contribution to CO2, hence our longstanding and unyielding internal focus on reducing our overall footprint," said Andy Wirth, president and COO of Squaw Valley Alpine Meadows. "We're glad to finally advance on this key, strategic level changeover to 100 percent renewable-sourced energy.

With this change, Squaw Valley Alpine Meadows will reduce its total annual carbon footprint, including fuels and other sources unrelated to the power grid, from 13,078 metric tons to an estimated 6,682 metric tons – a 49 percent reduction which is equivalent to the emissions generated by the annual electric use of 959 homes.

"Today's announcement demonstrates that moving to all renewable energy in the present tense – not a generation from now – is not just possible, it's entirely doable. We have all got to generate the demand for renewable energy and support world-class and progressive companies like Liberty Utilities," Wirth continued.

Squaw Valley Alpine Meadows' sustainability programs are not new – they date back to the resort's founding; however, they have been expanded over the past seven years as more solutions-based resort initiatives have inspired innovation and a desire to change behaviors. Some of these efforts include banning single-use plastic water bottle sales, introducing ride share and carpool incentive programs, and more.

Lots of great Q&A…He briefly touched on addiction and asked “how many of you could go 24 hours without looking at your phone?” 

This student-led club has a mix of all grade levels.  Students have expressed interest in a variety of careers many involving brain health!    

They are expanding their understanding of mental health and co-occurring substance abuse and learning how to expand mental health knowledge to other high school students and their families.

Efforts are Underway in El Dorado County to Address the Opioid Abuse Problem

(Placerville, CA) – In October 2017, President Donald Trump declared a national public health emergency due to the alarming number of American deaths from opioid drug overdoses. Every day in the U.S., more than 90 Americans die after overdosing on opioids, according to the National Institute on Drug Abuse (NIDA). In 2016, 1,925 Californians, seven of whom were El Dorado County residents, died as result of opioid overdose, including prescription opioids, heroin and illegally manufactured fentanyl.  

Although California's overall opioid-related death rates are lower than the national average, health officials are still concerned. Between the years 2008 to 2016, the California Opioid Overdose Surveillance Dashboard showed that a total of 17,128 California residents lost their lives due to opioid overdose; 85 of those deaths occurred in El Dorado County, 657 in Sacramento County, and 93 in Placer County during that timeframe.  

To address the opioid epidemic, the State of California is focusing on the following state-wide strategies: 1) Safe Prescribing; 2) Access to Treatment; 3) Naloxone Distribution; 4) Public Education; and 5) Data Informed/Driven Interventions. A Statewide Opioid Safety Workgroup and Prescription Drug Overdose Prevention Program have been established, and targeted initiatives are being developed around the state-wide strategies in communities across the state.  

Local Efforts to Combat Opioids

In El Dorado County, numerous agencies and individuals are working, together and independently, to raise awareness, increase access to treatment and prevent overdoses. These agencies include Marshall Medical Center, Barton Health, the El Dorado Community Health Centers, the El Dorado County Health and Human Services Agency (HHSA), El Dorado County Sheriff's Office, Placerville Police Department, South Lake Tahoe Police Department, local schools, treatment providers, community drug-free coalitions, and others.  

According to Dr. Nancy Williams, El Dorado County Public Health Officer, educating the community about the risks associated with opioids and empowering residents to take steps to reduce these risks is critically important.  "Many more opioids are prescribed in the U.S. than appear to be required to treat pain, leaving many extra pills available for misuse," said Williams. "The majority of heroin users today start with the abuse of prescription opioids. To get in front of this problem, we have to encourage each person to be an advocate for their own health and to talk with their health care provider about the benefits vs. risks of taking prescription opioids. Whenever possible, the doctor will help individuals limit the use of prescription opioids to only a short period of time and offer less risky but still effective alternatives to opioids for managing pain. In addition, it's important that unused and outdated prescription opioids be safely disposed of to prevent misuse by others." 

To increase access to treatment, health care providers and agency representatives in El Dorado County are reviewing their processes so that people with opioid problems who show up in emergency rooms or at health care facilities receive appropriate referrals. El Dorado County is also now part of a regional effort to work with health care providers to expand opioid treatment options. This new "Hub and Spoke" project, through a grant from the California Department of Health Care Services using federal funds, is being implemented locally by Aegis Treatment Centers in collaboration with local health care facilities. 

To prevent opioid overdoses, health care providers are reminding individuals of the availability of Naloxone. Naloxone is a lifesaving drug that can temporarily reverse the effects of an opioid overdose until emergency assistance can be obtained. Family members and close friends of those who have had opioid overdoses, or who struggle with opioid addiction, may want to consider keeping Naloxone on hand.   

Other local efforts to combat the opioid problem include community events, such as prescription drug take-back days, distribution of medication lock bags, and education for parents and others about the importance of safely storing prescription drugs. 

About Opioids and Ways to Prevent Opioid Misuse

Opioids are powerful pain killers that can be highly addictive. Opioids come in various forms, including the prescription drugs oxycodone (e.g., Percocet or OxyContin), hydrocodone (Vicodin), codeine (used to treat pain or cough, such as Tylenol #3) and morphine (Kadian or MS Contin), as well as heroin and fentanyl (a powerful synthetic opioid). Opioids are typically prescribed to manage pain after surgery or serious injury, but the drugs are sometimes prescribed to manage chronic pain. While opioids may effectively manage pain, some people can quickly become dependent on the drugs, leading them to full blown addiction and seeking out heroin or fentanyl when they cannot get prescriptions for the drugs.

Opioids are addictive because they dramatically decrease dopamine in the reward system of the brain over time, causing constant and severe feelings of craving and withdrawal. Opioids also depress the breathing rate. During an overdose, the user can stop breathing completely and die. 

To prevent the misuse of opioid prescription drugs, the federal Centers for Disease Control and Prevention (CDC) recommends the following:

- Work with your doctor to create a plan to manage your pain. Know your options and consider ways to manage your pain that do not include opioids.

- Talk to your doctor about side effects and concerns. Make the most informed decision with your doctor and follow up regularly with your doctor.

- Never take opioids in greater amounts or more often than prescribed.

- Never sell or share prescription opioids.

- Store prescription opioids in a secure place, out of reach of others (including children, family, friends, and visitors).

- If you have unused prescription opioids, find your community drug take-back program or your pharmacy mail-back program, or dispose of them following guidance from the Food and Drug Administration (www.fda.gov/Drugs/ResourcesForYou).

- Don't take opioids with alcohol and other medications such as benzodiazepines, muscle relaxants, hypnotics and other prescription opioids.

1940s CAMINO, PLACERVILLE, AND LAKE TAHOE NARROW GAUGE RAILROAD OPERATIONS

This short, silent film from 1940 shows an excursion aboard the Camino, Placerville and Lake Tahoe Railroad, from Camino to Cable and then the return. CP< was an 8-mile (13 km) Class III short-line railroad operating in the Sierra Nevada in California, east of Sacramento. It was built primarily to haul lumber from the El Dorado National Forest. The standard gauge line ran east for 8 miles (13 km) to Camino from a connection with the Placerville Branch of the Southern Pacific Company at Placerville. 

One of the unique features of this steam railroad was that it utilized a cable (seen at :52) to move lumber to the Michigan-California Lumber Company across the American River from the Pino Grande Mill on the north side to the Camino Mill on the south side of the river. It was installed in 1901 and was in operation until 1949. According to the Sierra Logging Museum, the distance of the cable over the river was 2,650 feet (other sources say 2814 feet) and it was about 1,200 feet from the the cable to the river below. 

The narrow gauge railroad took the rough cut lumber from the mill to a tower on the north side where the carriage was loaded, moved across the gorge and unloaded in a tower on the opposite side onto the narrow gauge railroad which took it to the mill in Camino. The system of railroads and the cable system over the river ended up successfully getting cars loaded with lumber down the mountain and over the river to where they could be moved by locomotives to the mill at Camino.

Public Input Wanted on Local Stormwater Resource Plan

The El Dorado County Water Agency, in collaboration with El Dorado County and the City of Placerville, is developing a stormwater resource plan (SWRP) for the West Slope of El Dorado County.

The SWRP is a watershed-based comprehensive strategic document that summarizes a renewed approach to watershed resource planning and stormwater runoff management in the County. The plan will also incorporate prioritized actions, affordability considerations, and nexus to other related resource planning and implementation efforts to support efficient and responsible implementation.

The SWRP is available for review at http://www.edcgov.us/Water/Pages/Projects.aspx. The above-mentioned Agencies are seeking public comments on the SWRP from January 26, 2018 to February 26, 2018.

Role of the Chief Administrative Office - 

The Chief Administrative Officer (CAO) is appointed by and reports to the Board of Supervisors and is responsible to the Board for the proper and efficient administration of the affairs of the County as prescribed in the County Charter and by formal action of the Board, as well as coordinating the work of all offices and departments, identifying ways to achieve efficiency and economy in all county operations, and recommending and administering the County budget.

On an annual basis the CAO is responsible for reviewing and appraising the performance of all appointed department heads, with the exception of the County Counsel (Board appointee). Voters choose seven elected officials: Sheriff-Coroner-Public Administrator, Assessor, Auditor-Controller, County Clerk-Recorder-Registrar, District Attorney, Treasurer-Tax Collector and Surveyor.

Together, the Chief Administrative Office team:

- Coordinates the work of all offices and departments, both elective and appointive, and identifies ways to make County government and operations more efficient.

- Formulate and present plans to the Board of Supervisors to implement policies and accomplish goals established by the Board.

- After collaboration with all departments, recommends an annual budget for all departments and agencies in which the Board is responsible or which request county funds, and then administers the budget after its adoption by the Board.

- Provides in-depth analysis and review of all county programs on a regular basis in a manner that allows the Board to make informed policy decisions.

- Provides and implements appropriate internal controls to safeguard county money and property.

- Collaborates with federal, state, regional and local government entities ensuring the best interest of El Dorado County.

- Coordinates the review and publication of a county long-range fiscal plan and the annual statement of goals as adopted by the Board of Supervisors.

Don Ashton began as the Chief Administrative Officer in May 2016. In 1993, Don began his career working in local government in Los Angeles County. For 17 years in Los Angeles, he worked in a variety of leadership positions in areas such as finance/budget, human resources, internal audits and compliance, and serving as a Deputy Executive Officer overseeing all administrative and finance responsibilities for the Los Angeles County Board of Supervisors.

In 2011, Don relocated to El Dorado County to marry his wife Anne, who has been a resident of El Dorado County for over 18 years. Don began his career in El Dorado County serving as the Sheriff’s Chief Fiscal Officer, as a Principal Analyst in the Chief Administrative Office, and most recently as the Director of the Health and Human Services Agency.

He enjoys working in County government because it makes a difference in the lives of residents on a daily basis by providing a broad range of services that impact the health, safety and well-being of residents.

Super Bowl Weekend – Where Sex Traffickers Win

This weekend, as fans gather for the Super Bowl to enjoy the game, others will be present–not to enjoy, but to be enjoyed.  These are the unseen girls and women in the commercial sex trade.

Last year we began to see the veil being lifted from a range of sexually exploitive behaviors, mostly by powerful men against women, often professional women who, once they muster extraordinary courage, know how to step forward and make certain their story is told.

At the other end of the continuum that starts with sexual harassment is the illegal sex trade where men violate the law by buying access to the bodies of those who, in the vast majority of cases, are among the “least of these,” powerless, mostly girls and women of color, and often underage.

I know this story because I have lived it.  Like those who will be prostituted this weekend, I never grew up with the ambition to perform sex acts for men who paid for them.  I dreamed of a life of advancement and freedom.

In 1972 I graduated from high school and was excited about entering college in the fall.  A friend and I wanted to make some money with summer jobs, and we found an advertisement that sounded promising.  Girls were being hired to dance at a men’s club in downtown Minneapolis. We showed up for an interview and were told that we’d be wearing lingerie.  We didn’t think much of it because we were less covered up sitting next to the swimming pool.  ‘Modeling as well as dancing, and making the $1,000 per week,’ the ad promised.  What could be better?

After a few weeks into our new jobs we were told we would need to learn different moves, and that we would be dancing topless.  Young and naïve, we were told our bodies were works of art and that we should be proud to show them off. We were becoming strippers, not dancers.  In time I was being sent around the state of Minnesota, and well beyond, to disrobe before leering men who were constantly propositioning me.  I felt mired in something that was nothing like what I was promised but, rather, a classic bait-and-switch. To keep going, I started abusing drugs.  It started with alcohol and led to cocaine, as I fell into what those in prostitution call “the life.”  I, a good student with ambition for my future, had quickly become someone I didn’t recognize.

How could I get out?  Raised by my devout grandmother, I couldn’t imagine calling her in my state of degradation.  Finally I called a friend, who drove to rural Minnesota to rescue me.  I stayed with her for six months to get myself straightened out.  Eventually I was able to get back on track and attend the University of Minnesota where I took classes in psychology and women’s studies.  It was during that time that I realized I could use what I learned to help others.

Breaking Free, the organization I now lead, works with more than 500 girls and women annually to help them escape the world of prostitution. Three-quarters of our clients were sexually abused as children.  Many grow up in circumstances far worse than mine, often with exploitive or absent parents, often with poor education and nothing resembling the solid upbringing and education I was blessed with.

We help our clients rebuild their lives, just as my friend helped me rebuild mine so many years ago.  Fortunately, our organization is now being recognized by law enforcement officials, so when the police pick up those victimized by prostitution, they divert them away from the justice system toward groups like mine, who work to lift these girls up and into a new life.

But my work shouldn’t be necessary.  The commercial sex industry, a multi-billion-dollar enterprise, is fueled by the demand of men like those in Minneapolis who will be paying for sex this weekend.  We there need people, policy makers and law enforcement to join together and push for, pass and enforce stronger laws making it clear that it’s no longer okay to buy sex. Time’s up. Every girl must be free, and must be safe.  We can make it happen.

The Center for Violence-Free Relationships announces its' Winter Gala on Saturday, February 24, 2018 at 6:00 pm at Blue Shield of California in El Dorado Hills.
 
Plans are underway for The Center for Violence-Free Relationships’ 2018  Auction Gala. The theme of this year’s event is “A Winter’s Night.” The popular annual Gala, sponsored by Sierra Pacific Mortgage and Blue Shield of California, takes place on Saturday, February 24th at Blue Shield of California in El Dorado Hills. It will be a grand evening of wine, food, philanthropy, and fun.
 
The evening will begin with a social hour, followed by a gourmet dinner and live auction. There will be opportunities to find special treasures to take home with an amazing silent auction, and a special prize that will be awarded to one lucky silent auction bidder!

Ranalli Talks Water at Feb 12th RCC Meeting

Regional water matters will be the topic of discussion by District IV County Supervisor Mike Ranalli, at the El Dorado County Republican Central Committee meeting, on Monday, February 12, at 6:30 pm, at Park Community Church, 3901 Wild Chaparral Drive, in Shingle Springs. 

Supervisor Ranalli was recently seated as chairman of the County Board of Supervisors (BOS). Since taking his seat in 2015, two of his main priorities have been forest health and water issues. As a result, he currently serves as first vice chair for the El Dorado County Water Agency; vice chair of the El Dorado Water & Power Authority; and vice chair of Mountain Counties Water Resources Association. He is also the county representative on the Rural Council of Rural Counties.

Ranalli and his wife Colleen own a vineyard in Coloma and both have developed an even greater appreciation and understanding about the relationship of different sectors of agriculture as well as the interplay of many other facets of El Dorado County, such as roads, jobs, law enforcement, education and health services. The Supervisor completes his first term in office this year and recently announced he is seeking a second term, to continue serving the constituents of District IV.

South Lake Tahoe VHR ad hoc Committee meeting on Feb 12th

Note:The upcoming public meeting of the County's Vacation Home Rental ad hoc Committee Meeting scheduled for Monday, Feb. 12th in South Lake Tahoe is NOT the rescheduled meeting of the full Board of Supervisors that was paused last Thursday. That has been rescheduled for Saturday, March 3rd at a location and time to be determined. Stay tuned for those details.

 

(PLACERVILLE, CA) – The Vacation Home Rental ad hoc Committee of the El Dorado County Board of Supervisors will meet Monday, February 12, 2018 at the California Conservation Corps Tahoe Center from 1:30 pm-3:30 pm. The public is invited to attend.

The Committee – which has no policy-making authority but reports findings and provides recommendations to the Board of Supervisors – will review conceptual recommendations for changes to the current VHR ordinance in the unincorporated portion of El Dorado County.

The ad hoc Committee will also review the results of the Public Input Exercise conducted at the Board’s special meeting on February 1, 2018 and listen to comments from the public.

Finally, the Committee will determine its next steps in the process.

Petition-in-Lieu of Filing Fees Deadline and Candidacy Documents Period

The last day to file Signatures-in-Lieu (Sig-in-lieu) of Filing Fee Petition's is Tomorrow, February 7th by 5pm.  If a potential candidate intends to use signatures gathered during the Sig-in-lieu Petition period as Nomination signatures, the Sig-in-lieu Petitions still need to be filed by 5pm on February 7th.

The first day for persons interested in declaring their candidacy for offices on the June 2018 ballot is February 12th, with the last day of normal filing being March 9th.  The declaration of candidacy period will be extended to March 14th for offices in which an eligible incumbent fails to file.

What “Retarded” Looks Like in Real Life

I wanted to share a little of my own insight regarding the use of the word “RETARD”. Here goes....

My son is retarded. Yes, it’s actually a word that is commonly used for people with cognitive disabilities. My son was born with brain damage. He can’t help being retarded. He will need my help his whole life. He’s 18 and can’t make his own meals, tie his own shoes, he has no awareness of danger, he reads at a first grade level, he cannot write. He will probably never marry, have a child, drive a car, or accept a diploma. That’s what “retarded” looks like in real life. As his mom, I advocate on every level for him and sometimes in my quiet moments, it’s heart-breaking and still devastating to know that most of his life will continue to be filled with obstacles and opposition.

We live in a world where my son is stared at, or we are talked to like we’ve done something strangely unheard of by being his parents. I hear all about how “normal” he seems when people haven’t seen him tantrum and throw a chair at my face. I also hear all about how disruptive he is and how we should keep him at home. But here’s that word “retarded” that lingers around. There’s also comments like “short bus”, “window lickers” and yes, you’re referring to my son and the other people that live without equality, or access. Those people who struggle with everything they do and the same ones that have families who are tired, weary, and meeting constant opposition.

If I was black, it would be comparable to someone using the “N” word at me. If I were gay, it would be like someone saying how “gay” something is. To me, when people use the “R” word, they’re referring to how stupid they think something is. It’s not only stupid, it’s the next level of stupid. My son is actually retarded but he’s not stupid and if you use that word to describe the things you think are stupid, please stop. My son breaks the glass ceiling every day and he exhibits an unwavering strength and wonder that most ordinary people can never possibly understand. So the next time you want to say how “retarded” something is, think about the person that IS retarded and the strength and brilliance that comes with a lifelong diagnosis where you’ll constantly live with the idea of changing minds, changing hearts, and educating people that you are worthy of respect, love, compassion, and kudos every now and then.

This is Jacob, he is retarded. He is also brilliant, loving, and would take the shirt off his back if you needed it. Please show a little kindness and instead of insulting, give some props. I guarantee if you stopped to get to know him, he’d teach you a thing or two. While you’re at it, give a fist bump to the family that’s close behind. We can use a little encouragement too. It ain’t easy being a mom to a retard.

PS. If you aren’t disabled and you have a dog, please don’t try and pass them off as a service dog so you can benefit from the ADA. Many people need legitimate service dogs in order to gain access to the community that you freely enjoy without support. Service dogs provide a specific function for people with disabilities. They are not house pets that provide emotional support and NO, your BS registry is a gimmick and doesn’t actually make your untrained pet a service dog.
